SUBJECT: REVIEWED: Project Manager: HONORABLE MAYOR &CITY COUNCIL MEMBERS JIM HENDRICKSON,INTERIM DIRECTOR OF PUBLIC 0R.u/" WORKS ~ AUGUST 7,2012 NOTICE OF COMPLETION FOR THE ARTERIAL ROADS REHABILITATION PROJECT,PALOS VERDES DRIVE SOUTH,FY2010-2011 (SUPPORTS 2012 CITY COUNCIL GOAL #4 PUBLIC INFRASTRUCTURE -CITYWIDE STREET MAINTENANCE) CAROLYN LEHR,CITY MANAGER cfJ-- Melissa Murphy,Associate Engineer RECOMMENDATION 1.Accept the work as complete. 2.Authorize the City Clerk to file a Notice of Completion with the L.A.County Registrar- Recorder Office and if no claims are filed within 35 days after recordation,and upon the contractor posting an acceptable warranty bond,notice the surety company to exonerate the Payment and Performance bonds. 3.Authorize the Director of Public Works to release the 10%retention payment in the amount of $169,761.67 to Sequel Contractors,Inc.35 days after recordation of the Notice of Completion by the L.A.County Recorder contingent upon no claims being filed on the project,and the contractor posting an acceptable warranty bond. BACKGROUND Every two years,the City implements an arterial street rehabilitation project as part of its street improvement program. This project included rehabilitation of portions of Palos Verdes Drive West and Palos Verdes Drive South.The rehabilitated roadway was comprised of three segments,with approximate limits from Hawthorne Blvd to the Pelican Cove parking lot,Terranea Way to Narcissa Dr,and just west of Schooner Dr to Conqueror Dr.Upon completion of this project,75%of the City's roadways are now in good to excellent condition. F-1 DISCUSSION The project's scope included roadway rehabilitation consisting of removal of failing asphalt concrete and base material and replacing it with full-depth asphalt concrete,asphalt concrete grind and asphalt rubberized hot mix overlay,microsurfacing,installation of ADA-compliant curb access ramps,removal and replacement of damaged sidewalk panels and curb and gutter,replacement of damaged or faded traffic signs, and replacement of existing striping and pavement markers. The original retention amount was $187,761.67.However,Sequel Contractors,Inc.was assessed $18,000 in penalties due to repeated failures to comply with working hours and temporary traffic control requirements specified in the contract.Therefore,the reduced retention amount is $169,761.67,which shall be returned to Sequel Contractors,Inc.upon successful conclusion of the Notice of Completion filing period.
