BACKGROUND The Peninsula Verde Neighborhood,which consists of Peninsula Verde Drive,Lunada Circle Drive and Circle View Drive,is located at the most northerly limit of the City along Western Avenue near the City's boundary adjacent to the City of Lomita.It is north of Green Hills Memorial Park and south of Harbor Hills Public Housing Development.All streets in the Peninsula Verde Neighborhood are RPV public streets.A map of the area is included in the appendix. In a series of email correspondences beginning in November 2011 , a resident on Peninsula Verde Drive expressed an interest in the permit parking program as a means to help alleviate traffic impacts associated with activities directly related to the Harbor Hills Public Housing Development. After the initial complaint,staff began conducting site visits to better understand the issues.On three separate occasions,it was observed that Harbor Hills'residents routinely park operational,inoperable and abandoned vehicles,for extended periods of time along Peninsula Verde Drive.Often times,these vehicles would interfere with 1-1 trash collection and street sweeping as well as attracting a negative element and questionable criminal activity at odd periods of the night.Instituting a parking permit program in this neighborhood would improve safety and restore the RPV character to the streets in the Peninsula Verde neighborhood. After much consideration,field observation,increased enforcement and communication with the school administration,staff and the TSC conclude establishing residential permit parking on various streets around the school will mitigate parking related impacts that are a direct result of Harbor Hills Public Housing Development activities. The Peninsula Verde neighborhood has formally requested that the City establish a permit parking program on Peninsula Verde Drive,Lunada Circle Drive and Circle View Drive to enable residents in this area as well as their guests the opportunity of parking and accessing their driveways on a regular basis. DISCUSSION In accordance with Municipal Code Chapter 10.20,a neighborhood may apply for permit parking with a minimum 60%approval by residents.A petition signed by at least 60% of the affected residents was received and verified.Staff conducted a field survey and has determined that permit parking would be appropriate for this area.Copies of email correspondence and petition are included as an attachment. The permit parking would apply to the following streets,every day of the week,24 hours a day: Peninsula Verde Drive Lunada Circle Drive Circle View Drive (both sides from Western Ave.to end of street) (both sides from Peninsula Verde Dr.to end of street) (both sides from Peninsula Verde Dr.to end of street) The conditions and terms of the permit parking program in the Peninsula Verde neighborhood are in the attached Resolution No.2012-xxx. FISCAL IMPACT Adopting staff's recommendation will result in an impact to the FY 2012-2013 budget. The costs associated with establishing this program is approximately $1,600 which funds the production and installation of the permit parking signs.Funding for these costs is available in the FY 2012-2013 Traffic Management Program budget that was adopted at the June 19,2012 City Council meeting. Attachments: Peninsula Verde Neighborhood Site Map Resolution No.2011-_A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING PERMIT PARKING ON VARIOUS STREETS IN THE ROLLING HILLS RIVIERA NEIGHBORHOOD Email correspondence Traffic petition to establish permit parking in the Peninsula Verde neighborhood 1-2 Peninsula Verde Neighborhood Permit Parking Request Site Map 1-3 RESOLUTION NO.2012-_ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING PERMIT PARKING ON VARIOUS STREETS IN THE PENINSULA VERDE NEIGHBORHOOD THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND,ORDER AND RESOLVE AS FOLLOWS: WHEREAS,Chapter 10.20 of the Rancho Palos Verdes Municipal Code authorizes the City Council to establish permit parking in areas in the City by resolution pursuant to the authority provided by California Vehicle Code Section 22507;and WHEREAS,Harbor Hills Public Housing Development in lomita is located just to the north of the Peninsula Verde neighborhood,and non-residents of this development have been observed parking their vehicles,including inoperable and abandoned vehicles,for long periods of time on the streets within the Peninsula Verde area.These parked vehicles are interfering with street sweeping and trash collection activities and are precluding residents who live in this area from being able to park vehicles in front of their homes,which is causing a deterioration of their residential quality of life;and WHEREAS,the residents along Peninsula Verde Drive,lunada Circle Drive and Circle View Drive have requested the City to regulate the parking in this neighborhood to address the parking problems associated residents of other areas parking cars on these streets;and WHEREAS,the establishment of permit parking everyday,24-hours a day,is intended to reduce parking impacts along these streets created by nonresident vehicular parking,and is necessary to provide reasonably available and convenient parking for the benefit of residents who live on these streets and their guests. NOW,THEREFORE THE CITY COUNCil OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY RESOLVE AND ORDER AS FOllOWS: Section 1.Required Findings.The City Council finds that the establishment of a permit parking area for Peninsula Verde Drive,lunada Circle Drive and Circle View Drive everyday,24 hours a day,is necessary to provide parking on these streets for the residents who live there and eliminate the disruption of City street sweeping services and trash collection services that is caused by long term parking of nonresident vehicles on these streets.These adverse impacts have resulted in deterioration of the residential quality and character of the Peninsula Verde neighborhood to the detriment of its residents and their property values.For these reasons,the City Council finds that the establishment of a permit parking area for the streets listed in Section 2 of this 1470461-1 1-4 Resolution is necessary to avoid the adverse impacts upon the adjacent residential area indicated above and to provide reasonably available and convenient parking for the benefit of the residents along these streets throughout the day and evening. Section 2.Designation of Permit Parking Area.Based upon the findings in Section 1,the following areas are designated for permit parking: Peninsula Verde Drive Lunada Circle Drive Circle View Drive (both sides from Western Ave.to the end of street) (both sides from Peninsula Verde Dr.to end of street) (both sides from Peninsula Verde Dr.to end of street) Section 3.Designation of Parking Restrictions.Pursuant to Section 22507 of the Vehicle Code,the permit parking restrictions on the portions of the streets listed in Section 2 above in the Peninsula Verde neighborhood shall be as follows: No parking except by permit only. Section 4.Posting of Signs.The parking prohibitions contained in Section 3 of this Resolution shall not become effective until signs have been posted giving adequate notice of the parking restrictions imposed by this resolution.The Director of Public Works is hereby authorized to erect such signs.Vehicles that are parked without displaying the required permit may be towed pursuant Vehicle Code Section 22651 (n). Since then,an issue has worsened for our neighborhood that requires some attention .. You must certainly be aware of Harbor Hills residents parking along Western and Palos Verdes Dr.N.,and you may have already been made aware of the issue of these residents parking on Peninsula Verde Dr.My wife and I have lived here for two years, and we have seen that the problem has worsened in the past few months.I realize that some of this has been due to the temporary closure of the Harbor Hills parking lots,but that does not fully explain the consistent increase in the number of non-homeowner cars parked on our street. As you may have heard,the problem is exacerbated by the unfortunate combination of EDCO's'waste pickup and the street sweeping on Western both occurring on Friday mornings. Several negative effects occur due to Harbor Hills residents parking on Peninsula Verde Dr.: 1)Noisy,dirty,and seldom used cars are parked along Peninsula Verde Dr.at all times (such as the '70s era Camaro parked in front of our house right now,the engine of which was being revved very high and for a long time earlier this evening but now sits quietly and smelling of gasoline). 2)Excessive noise occurs as several cars are moved into our area late on Thursday nights to remove them from Western. 3)Harbor Hills residents park in areas needed by homeowners to place their EDCO carts at the curb,and this leads to homeowners placing carts out days before pickup day to ensure a space for them. I suspect that the source of our problem lies with residency and/or parking rules at Harbor Hills.The entire parking problem may stem from unauthorized residents,but it is definitely compounded by the number of cars per unit.For example,at least two Harbor Hills residents park multiple cars on out street,and one of them has had as many as three at a time. It appeared recently that Sheriff's deputies have been more aggressive about ticketing cars that have not been moved within 72 hours,but this has little effect.Most of the Harbor Hills residents seem to be aware that they must move their vehicles,and they make the minimum effort to move them to another place on Peninsula Verde Dr. I have spoken to several neighbors about this problem,and we are aware that a permitted 6/25/2012 1-8 Page 3 of3 parking option is available.However,the problems exist primarily near Western (our house is 10 houses up from Western),which will limit the concern and participation of homeowners that live farther from the problem areas. I ask that you please look into what can be done to limit the number of non-homeowner cars parked on our street.This may include discussions with Harbor Hills management and/or HACoLA and should include consideration of changing the EDCO schedule or asking that the day of street sweeping on Western be changed.Perhaps a city law exists or can be enacted to limit non-resident storage of a vehicle on a street?
