BACKGROUND Because crossing guards work in the public right-of-way,cities are the typical providers of this service for the schools within their jurisdictions.There are currently two locations in Rancho Palos Verdes where the City provides crossing guards to protect the safety of children walking to and from school:Miraleste Intermediate School on Palos Verdes Drive East and Silver Spur Elementary School on Ironwood Street. DISCUSSION Each year,the City considers renewing its contract with ACMS for the upcoming school year -in this case,the 2012-2013 School Year.Since the City first began contracting with ACMS in 1991,the company has increased its hourly rates five times,in 1994, 2002, 2006,2009,and 2011.This year,ACMS is not requesting an increase for Fiscal Year 12-13 and will maintain its current rate of $15.18 per hour (see attached letter). The total cost to provide a crossing guard at Miraleste Intermediate School and Silver Spur Elementary School in FY 12-13 will not exceed $17,260 based on 1080 hours of service during the school year and 57 hours of summer service.ACMS did not provide crossing guard service during the 2011-2012 Summer School session because the D-1 Topic:Crossing Guard Services for 2012·13 School Year Date:April 17,2012 Page 2 program was cancelled that year due to construction near Miraleste Intermediate School.Because ACMS has continued to provide reliable service to the City and has been responsive to the needs of the City and the schools that are served,staff recommends approval of the contract amendment. FISCAL IMPACT As ACMS is not proposing to increase its hourly rate for FY12-13,the impact to the City's General Fund will be the same as FY11-12.The proposed contract amendment for providing 1137 crossing guard hours totals $17,260.In addition,the City is fully reimbursed for 540 hours of crossing guard service at Miraleste Intermediate School by the Palos Verdes Peninsula Unified School District during the regular school year and by the Peninsula Education Foundation for 57 hours of crossing guard service Summer School.Hours.Therefore,the City's net cost of the contract is for 540 hours,totaling $8,197. All City Management Services (ACMS)is keenly aware of the difficult economic times faced by many of our clients.Many Agencies continue to reassess their budgets against the need to maintain critical services and provide for public safety. In light of these circumstances ACMS has placed a price freeze on our billing rate for the coming 2012-2013 fiscal year for the City of Rancho Palos Verdes.The hourly billing rate will remain at Fifteen Dollars and Eighteen Cents ($15.18)per hour. We have taken the liberty of enclosing two (2)revised Amendments for the coming 2012-2013 fiscal year.If all meets with your approval please execute and return one of the original Amendments for our records. The City agrees to pay Contractor for services rendered pursuant to the Agreement the sum of Fifteen Dollars and Eighteen Cents, ($15.18)per hour of guard service provided.It is understood that the cost of providing One Thousand,One Hundred and Thirty- Seven (1,137)hours of service shall not exceed Seventeen Thousand,Two Hundred and Sixty Dollars ($17,260.00).
