SUBJECT:COUNCIL TEAM BUILDING DRAFT AGENDA
RECOMMENDATION:
Informational item -receive and file.
DISCUSSION:
At its meeting on January 17,2012,the City Council discussed its intention to plan a team
building workshop forthe benefit of our newly constituted City Council,and directed staff to
pursue a professional agreement for the services of a team building workshop facilitator,
Len Wood.
At its January 31,2012 Goal Setting workshop,the Council again discussed plans for a
Council team building session,and reaffirmed the purpose and general framework of the
exercise.The City Manager recently received a comment from Mayor Pro Tem Campbell
pertaining to the value and purpose of engaging in such an exercise-given the many other
priorities and demands before the City Council.
As a result,the City Manager requested and received from Len Wood his draft agenda for
the conduct of the team building sessions,which are scheduled for the evenings of
Wednesday,March 14 and Thursday,March 15,2012.Staff is in the process of making
arrangements for the sessions to be held at the Crestmont training facility at the Salvation
Army College here in RPV.The sessions would not be televised as has been the practice
in the past and action minutes would be prepared.
Mr.Wood has made himself available to MPT Campbell-as well as any other team
building participant-to discuss and clarify the items he plans to cover at the two sessions.
The draft agendas are attached.

•Council members will create and present their vision of
the City ten years from today.Visions will be presented
on enlarged city maps.
Assessing City Council Effectiveness
•Council members will complete the Assessing City
Council Effectiveness Questionnaire.This survey has
been used at the National League of Cities and the League
of California Cities for team building sessions.A
comparative database of over 900 Councilmember
responses has been compiled for comparative purposes.

Assessing City Council Effectiveness
•Len Wood will present responses to the City Council
Effectiveness Questionnaire in a PowerPoint presentation.
Specific topics in this analysis will include Conflict
Management,Teamwork,Understanding of Roles,Staff
Relationships,Clear Sense of Purpose,Chairperson
Leadership,Productivity and Advisory Board
Relationships.
•City Councilmembers will identify Council Strengths and
Possible Blockages and suggestions for improvement.
Fine Tuning the Council-Manager Team
•Councilmembers,City Attorney and City Manager will
discuss other issues relating to the successful functioning
of the Council-Manager team such as agenda preparation,
public information requests and meeting protocols.
