SUBJECT: HONORABLE MAYOR &CITY COUNCIL MEMBERS TOM ODOM,DIRECTOR OF PUBLIC WORKS FEBRUARY 7,2012 ESTABLISH PARKING RESTICTIONS ON PARK PLACE <SE>~r'CL REVIEWED:CAROLYN LEHR,CITY MANA~ Project Manager:Nicole Jules,Senior Engineer 'Y\~O RECOMMENDATION ADOPT RESOLUTION NO.2012-xxx A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING PARKING RESTRICTIONS ON PARK PLACE BACKGROUND On October 12,2011,staff received a request from the Palos Verdes Park Place Homeowner's Association to place red curb along the north and south sides of Park Place from Crenshaw Boulevard to the cul-de-sac.The nature of the request originates from safety concerns expressed by the HOA.Due to the increase of recreational activities at Del Cerro Park and the access to the Palos Verdes Nature Preserve (Portuguese Bend Nature Preserve),an increase of pedestrian and vehicular traffic has been observed.The homeowners on this street are concerned about the inability to access their driveways in a safe manner due to excessive vehicles parked on the street as well the inability of emergency vehicles to properly respond to an incident.A copy of the request letter and subsequent email correspondence is included as an attachment to this staff report. DISCUSSION Park Place is a residential roadway which provides access to three residential lots and is the entrance to Del Cerro Park.The roadway width varies from 25'in some sections to 30' closer to the intersection with Crenshaw Blvd.Currently,there are no parking restrictions on the roadway resulting in vehicles parking on both sides of the street during heavy use- G-1 times.In cases where vehicles are parked on both sides,ingress and egress is difficult to impossible for both homeowners are emergency vehicles. Although the Palos Verdes Park Place HOA's request was for the installation of red curb,staff determined the best course of action to address the issue is to establish a "No Parking at Anytime"zone along the north curb of Park Place from Crenshaw Boulevard to the cul-de-sac and preserve the parking along the south curb for park and preserve attendees.Additionally,it is recommended that placement of red curb is installed on the south curb from Crenshaw Boulevard for 50'southwest to improve safety and visibility at the intersection.This recommended course of action is agreeable to the Palos Verdes Park Place HOA. The proposed parking restrictions along Park Place are outlined in the attached Resolution No.2012-xxx. FISCAL IMPACT Adopting staff's recommendation will not result in an impact to the FY 2011-2012 budget. On their behalf the Association and as a consequence of action taken at our recent annual homeovvners meeting we strongly urge the Recreation and Parks Department to taking action with respect to the use of Del Cerro Park in two principal respects: First,placement of a red paint on the curb on the north and south sides of Park Place from Crenshaw to the cul-de-sac and;two,more substantial warning of the consequences of and greater enforcement of the prohibition against the use of open fires and/or charcoal barbecues in the park. The homeowners association urges these changes in light of the significant concerns of safety not only to the members of the association but to those on the hill as well. As hiking along Crenshaw Boulevard and use of the park has increased over the years there is considerably greater automobile and pedestrian traffic.The drivers seem reluctant to park on Crenshaw and more cars squeeze on Park Place and the extension of Crenshaw Boulevard beyond where it turns to the Del Serra homes area. The parking of cars on the north side of Park Place significantly impedes the ability of emergency vehicle particularly those of some length such as operated by the Los Angeles County Fire Department.Residents of Park Place have discussed the issue with firemen who have visited the area time to time and they have indicated their agreement that it would not be possible to bring their vehicles on to Park Place when the parking exists as it does on weekends.As you well know Del Cerro Park is a staging area for use by the tIre services in virtually any tIre issue that occurs on the hill. 11 26 W IL SH IRE B 0 ULEV ARD 1Il Los ANGELES,CALIFORNIA l!l 900 17- 1904 TELEPHONE:213-977-0211 •FACSIMILE:213-481-1554 WWW.GIRAR~ESE.COM G-4 C;K October 12,2011 Page 2 of2 In addition to the safety issue the driveways on the three residences on Park Place are frequently blocked by vehicles that carelessly park cutting off driveway access. This situation impedes their ingress and egress to their homes.While the ability of emergency vehicles to have free access is a major concern the limited access to the homeowners is highly inconvenient. The second area of concern is that with the recent placement of picnic tables the park is used for barbecues.Residents of Burrell Lane are aware of the use of barbecues by virtue of the smoke from those barbecue fires.More importantly they have discovered the used charcoal tflat is dumped on the curb next to the street.It is not the used charcoal itself that represents a problem rather the concern that open fires with the winds that blow represents a signiticant concern to the homeowners.The history of fires in the vicinity of this portion ofl<ancho Palos Verdes is well known to you.There is no reason that this behavior should continue. There is some inadequate signage prohibiting open fires but it is for the most part disregarded.When a request was made for the sheriff to respond they have done so but it took something in the range of 60 to 90 minutes and it was mentioned to the homeowner who called that on a relative scale this was not of the highest priority.It is not meant to suggest that there is a problem with the sheriff rather the message regarding the prohibition of fires needs to be more clearly demonstrated to the park users.We very much appreciate your assistance in helping the Palos Verdes Park Place Homeowners Association with regard to these two issues. It was mentioned by one of the residents of Park Place that the curbing on the south side of Park Place should also be painted red within 100 feet of the strop sign at Crenshaw.He believed that such a restriction was consistent with other stop signs throughout Rancho Palos Verdes. After evaluation and discussion,staff has decided to recommend to the Traffic Safety Commission,establishing 24-hour parking restrictions (No Parking Anytime)on the north side of Park Place to address the safety concerns raised in your October 12,2011 letter. WHEREAS,Park Place,a public roadway located adjacent to Del Cerro Park has experienced parking-related impacts due to an increase in recreational and pedestrian activity;and WHEREAS,the residents along Park Place have requested the City to regulate the parking on the north side of the street from Crenshaw Boulevard to the cul-de-sac and on the south side of the street 50 feet from the intersection with Crenshaw Boulevard to address the public safety issues that are associated with parking on both sides of Park Place in order for the public to take access to Del Cerro Park and the Palos Verdes Nature Preserve (Portuguese Bend Nature Preserve)because the current unrestricted public parking on both sides of Park Place is impeding access to residential properties by emergency vehicles;and WHEREAS,the establishment of No Parking at Anytime by erecting signs on the north side of Park Place from Crenshaw Boulevard to the cul-de-sac and the painting of red curb on the south side of Park Place from the intersection with Crenshaw Boulevard 50 feet to the south west,is intended to reduce traffic hazards created by nonresident vehicular parking,and is necessary to provide safe and efficient ingress and egress for the benefit of residents and their guests,as well as emergency vehicles serving the area. NOW,THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY RESOLVE AND ORDER AS FOLLOWS: 1423910-1 G-8 Section 1.Required Findings.The City Council finds that the establishment of a No Parking At Anytime zone by erecting signs on the north side of Park Place from Crenshaw Boulevard to the cul-de-sac and installation of red curb on the south side of Park Place from Crenshaw Boulevard to 50 feet south west,is necessary to reduce traffic hazards created by nonresident vehicular parking to access Del Cerro Park and the Palos Verdes Nature Preserve,and is necessary to provide safe and efficient ingress and egress for the benefit of residents and their guests,as well as emergency vehicles serving the area.For these reasons,the City Council finds that the establishment of parking restrictions for the street listed in Section 2 of this Resolution, is necessary to avoid the adverse impacts upon public safety cause by too many cars being parked on Park Place. Section 2.Designation of Restricted Parking Area.Based upon the findings in Section 1,the following area is designated for restricted parking: Park Place (north side from Crenshaw Boulevard to the cul-de-sac) Park Place (south side from Crenshaw Boulevard to 50 feet to the south west) Section 3.Designation of Parking Restrictions.Pursuant to Section 22507 and paragraph (n)of Section 22651 of the Vehicle Code,the parking restrictions on the portion of the street listed in Section 2 above shall be as follows: Signs (north side from Crenshaw Boulevard to the cul-de-sac) Red curb (south side from Crenshaw Boulevard to 50 feet to the south west) Section 4.Posting of Signs.The parking prohibitions contained in Section 3 of this Resolution shall not become effective until curbs have been painted red and signs have been posted giving adequate notice of the parking restrictions imposed by this resolution.The Director of Public Works is hereby authorized to erect such signs. Section 5.The City Clerk shall certify to the passage and adoption of this Resolution. PASSED,APPROVED and ADOPTED this __day of 2012.
