BACKGROUND &DISCUSSION On February 1,2011,the Redevelopment Agency Board found that an emergency exists, which will not permit a delay arising from a competitive solicitation for bids to enter into a contract with a grading contractor,to perform emergency grading to eliminate cracks and fissures on the seaward side of Palos Verdes Drive South and to reestablish the drainage path,and to re-install the storm drainage system adjacent and perpendicular to the Palos Verdes Drive South roadway.Accordingly,the Redevelopment Agency Board approved two contracts;one with Mike Drews Construction Company,Inc.to remove approximately 500 feet of vegetation located perpendicular and to the south of the Palos Verdes Drive South and to re-grade the drainage path from the roadway to the ocean.Another contract was approved with Hardy and Harper,Inc.,to re-install a storm drainage system between the roadway running south to the ocean. Prior to the beginning of construction,the required environmental review of the project access routes were performed with the Palos Verdes Land ConserVancy and a survey for nesting birds was performed.The bird survey included a field investigation which identified nesting birds that needed to be avoided during construction.The nesting RDA A-1 season runs from February 1 through August 31.The consultant performing the survey recommended postponing construction until August 31 as required by law and to accommodate the nesting season. Construction on the grading portion of this project began September 19,2011.The grading was completed by Mike Drews Construction,Inc.during October 2011.Following completion of the grading,the pipe was ordered,received in mid December and subsequently installed. The project was successfully completed as per the approved plans with minor site adjustments made according to conditions in the field.Proactive project management and construction inspection resulted in an acceptable final product.The project was completed for less than the approved budget of $120,750,yielding a net project savings of $14,000.00. A summary of project budget and costs is shown in Table 1. FISCAL IMPACT The recommended action will have no fiscal impact.This emergency project did not require progress payment retention and therefore releasing retained funds is not necessary.
