RECOMMENDATION
Approve Parks Master Plan Update Online Community Survey
BACKGROUND
At its July 29, 2014 meeting, the City Council directed staff to complete an update of the City's 1989
Park Master Plan. This update is intended to provide a comprehensive strategy for addressing the
future use of the City's parks, recreation and open space resources. The updated Master Plan will
serve as a long range vision for the City's recreation opportunities within a flexible framework than can
be adapted to changes in technology, demographics, economics and sh ifting recreational trends.
An extensive public outreach process is currently underway to spread awareness and to elicit feedback
from the public. Information has been disseminated via the City's website, City Newsletter, banners,
li stserv messages, mailings, flyers, press releases, and the online Recreation Activity Guide . Twelve
public workshops have been scheduled from November, 2014 to February, 2015, including both site-
specific as well as general master plan workshops. A flyer listing all workshop dates was mailed to
every City resident in October.
Staff has also prepared a draft online Parks Master Plan Update survey designed to elicit community
feedback, especially from members of the public who are unable to attend public workshops . City
surveys and questionnaires, per City Council Policy #2, require prior Council approval. City Council
Policy #2 states that "It shall be the policy of the City Council that all questionnaires and/or surveys to
be sent by the city to the general public or special groups, whether generated by Staff, City Council or
Committee/Commission(s), be authorized by the full City Council at a public meeting."
DISCUSSION
The draft online survey is a simp lified , shortened version of the statistica lly valid Parks & Recreation &
Open Space Community Survey which was conducted in 2003 by Fairbank, Maslin, Maullin &
Associates as part of the Open Space Planning and Recreation and Parks Task Force's outreach effort.

The current draft survey will be facilitated by the online survey company Survey Monkey and will not
have the same statistical reliability and rigor as the 2003 telephone survey. It should provide some
helpful insight into community attitudes towards a wide range of recreation issues and options, as well
as a sense of residents' current recreational activities. The draft survey includes open-ended questions
and questions designed to determine the level of support for a particular topic. There are also sections
on Point Vicente Park Civic Center and Ladera Linda Park, which are two of the focus areas of the
Update.
The survey will be available to the public on the City's website. The survey will be publicized at
upcoming workshops, on the City's website, through flyers, the City Newsletter, RPVtv Community
Bulletin Board, and by listserv messages. The results of the survey will be provided to the City Council
as part of the draft Parks Master Plan Update presentation, which is scheduled for April 2015, date to be
determined. The data gathered will also be useful for incorporation into the Capital Improvement Plan
(CIP) and the Infrastructure Management Plan (IMP)
FISCAL IMPACT
The cost of the survey is $300, which includes unlimited questions, responses and additional surveys
for a year, in addition to increased analytical/reporting options. This amount does not include any staff
time to set up, monitor, or analyze the results of the survey.
