BANNERS ON STREET LIGHT POLES ON SILVER

RECOMMENDATION
1. Approve the request by the City of Rolling Hills Estates for placement of banners on
street light poles on S ilver Spur Road between Hawthorne Boulevard and Drybank
Drive.
2. Authorize the Public Works Department to issue a no-fee encroachment permit for
these banners, upon the Permittee meeting all other requirements for an
encroachment permit.
BACKGROUND/DISCUSSION
The City of Rolling Hills Estates has requested permission to in sta ll banners on the street
light poles on Si lv er Spur Road, between Hawthorne Bou levard and Drybank Drive, as part
of the preparation for, and in celebration of, their annual Parade of Lights, which is
scheduled for Saturday, December 61h, this year. This segment of Silver Spur Road,
between Hawthorne Bou levard and Drybank Road, was previously maintained by the City
of Rolling Hills Estates and was recently turned over to the C ity of Rancho Palos Verdes to
maintain.
Greg Grammer, Assistant City Manager of the City of Rolling Hills Estates, contacted Staff
about placing banners on Si lv er Spur Road from the last week of November 2014 through
the first week of January 2015 . The banners would be approximate ly 2' x 6' in s ize.

Attached are a couple of images showing how the banners would be attached to the street
light poles.
Some of the street light poles along Silver Spur Road lie within the jurisdiction of the City of
Rolling Hills Estates. Therefore, these banners would continue along Silver Spur Road in
the adjacent commercial district in Rolling Hills Estates. A total of about 150 banners are
proposed to be placed on approximately 75 street light poles located in both cities during
the holiday season.
RECOMMENDATION
It is recommended that the City Council approve the City of Rolling Hills Estates' request to
install banners on the street light poles on Silver Spur Road, between Hawthorne
Boulevard and Drybank Drive, during the end of November 2014 through early January of
2015. It is also recommended that the City Council authorize the Public Works Department
to issue a no-fee encroachment permit for these banners, upon the Permittee meeting all
other requirements for an encroachment permit.
ALTERNATIVE ACTION
Reject this request to install banners on street light poles in the City until a formal policy
regarding street light pole banners has been developed by Staff, commented on by the
public through the public hearing process, and approved by Council.
FISCAL IMPACT
The City of Rolling Hills Estates would pay and arrange for the production, installation, and
removal of the banners, at no cost to the City of Rancho Palos Verdes.
