ROBINSON, HUMAN RESOURCES MANAGER~ NOVEMBER 4, 2014 CLASSIFICATION I COMPENSATION STUDY UPDATE CAROLYNN PETRU, ACTING CITY MANAGER@ RECOMMENDATION Approve a list of ten (10) comparator agencies for inclusion in the Compensation Study and direct the consultant to commence the compensation portion of the Classification and Compensation Study. BACKGROUND At its meetings on September 30, 2014 and October 21, 2014 the City Council discussed the data received regarding the proposed comparator agencies identified by Koff & Associates as best representing factors also present for the City of Rancho Palos Verdes. At the October 21st meeting, the City Council asked Koff & Associates for an "unlocked" version of the data so that Councilmembers could work with the data used to identify and rank the comparator agencies. The City Council continued the item to this evening's meeting in order for Council to have more time to consider the data provided. DISCUSSION Comparator Agencies The City Council was provided an electronic version of the matrix developed by Koff & Associates personnel, reflecting their best professional advice with regard to appropriately sized and similarly situated comparator agencies. The agencies recommended by Koff & Associates for comparative purposes include: City of Agoura Hills, City of Hermosa Beach, City of Dana Point, City of Redondo Beach, City of Rolling Hills Estates, City of Calabasas, City of Seal Beach, City of San Juan Capistrano, City of El Segundo, and the City of Malibu. At the October 21st meeting there was considerable discussion regarding the elements used to identify the comparator agencies that were identified. These included: geographic 5-1 Classification & Compensation Study Update November 4, 2014 Page 2 of 2 proximity, agency population, full-time employee to population ratio, agency financial comparison, agency financial to full-time employee ratio, contract services, median household income, median home price, and cost of living average. A question was asked at the last Council meeting regarding the inclusion and weighting related to the last three criteria. Based upon that discussion, Koff & Associates personnel re-examined the data to determine if any of those elements significantly changed the data set of the recommended comparator agencies. Koff & Associates also reached out to the City Council for input as to how and whether to "weight" categories. The results of this analysis will be presented by the consultant at tonight's meeting. Questions have been raised as to Staff's involvement in the Compensation component of the Study. Staff's only involvement consisted of the Human Resources Manager asking the Association Board on July 8, 2014 for suggestions regarding the identifying characteristics of cities the consultant should consider when developing the list of potential comparator agencies. Staff did not receive any input from the Association as to what characteristics wanted to see considered in the Compensation Study. Staff also held a "brown bag" lunch on August 7, 2014 with employees and management to explain the classification process, which included how to complete the position description questionnaires (PDQs) provided by Koff & Associates. Questions regarding the Compensation Study and processes were asked at this meeting. Staff answered all questions generically, as this was not an assignment for Staff but rather for Koff & Associates personnel. Staff has reported this information to the City Council via emails (attached). Beyond the two instances described above, there have been discussions between the Acting City Manager and the Human Resources Manager relating to coordinating dates and times for Koff & Associates and keeping the Acting City Manager informed of the process. There has been no specific discussion of particular cities which should or should not be included in the Compensation Study. Conclusion Koff & Associates is requesting the City Council approve the ten (10) Comparator Agencies forthe Compensation Study and direct the Compensation Study portion of the Classification and Compensation Study to commence. By approving the Comparator Agencies tonight, Staff expects the entire Classification and Compensation Study should be presented to the City Council in late December 2014. The Council approved the Request for Proposals before it was sent out; a Council Subcommittee vetted the proposals that were received; the entire Council interviewed the Subcommittee's top choices; and the Council selected Koff & Associates for the assignment. Last Tuesday night, the Council approved the benchmark job classifications and is still discussing the comparator cities that will be used to complete the compensation study. Sean's involvement has be~n limited to facilitating the contract, providing Koff with information they have requested, arranging the interviews with staff for the classification component, and processing the consultant's billings. I watched the consultant yesterday give lengthy responses but not specific. Let me say it, I did not Trust the consultant nor do I trust him now after yesterday's performance. Nor do I trust Sean for not being straight forward . And I do not think that the Council is trusting what the consultant is saying otherwise he would not be asked to come for the THIRD time to answer more questions and make things clearer. It is not going to work, because I believe this Council want clarity to be able to vote on an time not guess and misleading words and work. It would be wise to find a new consulted that can be trusted, this consultant is nothing but trouble. However, in my October 9th email to you, I also mentioned that Sean and I conducted a "brown bag" lunch with the employees on August 7th about the Classification Study. Therefore, Council will have an opportunity at that time to fully discuss the matter. Regarding the management team, the consultant shared a preliminary list of cities with us on August 18th, which is when we provided feedback about considering contract cities, in general, with no specific recommendations on exact cities. The first time the management team (besides Sean and I in preparing the staff report) saw the final list of cities was also when the September 30th agenda packet was distributed. Sincerely, RPV Employees Association Board 2 5-11 City of Rancho Palos Verdes Proposed Benefit Data Information to be Collected August 2014 Benefit data elements for a total compensation study normally include at least the following (which are generally available to all staff in a specific job classification): Monthly Salary -The top of the normal, published salary range. All figures are presented on a monthly basis. Employee Retirement-This includes two figures: the amount of the employee's State (PERS) or other public retirement contribution that is contributed by the agency and the amount of the agency's Social Security contribution (and/or any other retirement plan, such as PARS, 1937 Act, or 401k). We will also identify the average amount of dollars that each agency spends to fund enhanced PERS benefits. With healthcare cost rising and retiree healthcare and liabilities increasing for many public agencies, we typically collect retiree health information as well. This would include agency contributions to a Retiree Health Savings Account or any other type of benefit provided. However, we do not roll this cost into our total compensation analysis but report it separately by describing what the policies/liabilities are. Insurance -This is the maximum amount paid for employees plus dependents for a cafeteria or flexible benefit plan and/or health, dental, vision, life, long-term and short-term disability, and employee assistance program insurance. Leave -Other than sick leave, which is usage-based, the amount of days off for which the City is obligated. All days will be translated into direct salary costs. Holidays -The number of holidays (including floating) available to the employee on an annual basis. Vacation -The number of vacation days available to all employees after five years of employment. Add policy of increased vacation allowance by years of service. Administrative/Personal Leave -Administrative leave is normally the number of days available to management staff to compensate for the lack of payment for overtime. Personal leave may be available to other groups of employees to augment vacation or other time off. Wellness Leave -RPV offers 4.5 hours per quarter to a maximum of 9 hours. Automobile -This category includes either the provision of an auto allowance or the provision of an unmarked auto for personal use. If a classification is provided with a car, we factor a $450/month value into total compensation. Deferred Compensation -This is any deferred compensation provided to all members of a classification with or without the requirement for an employee to provide a matching or minimum contribution.
