Approve the ten (10) comparator agencies identified by Koff and Associates for inclusion in the Compensation Study; and 2. Approve the Benchmark Classifications to be studied. BACKGROUND At its meeting on September 30, 2014, the City Council discussed the data received with regard to the proposed comparator agencies identified by Koff & Associates as best representing organizations of similar size, situation, and geography to Rancho Palos Verdes. Council continued the item to this evening's meeting in order for Council to have more time to consider the data provided. DISCUSSION 1. Comparator Agencies Attached is a matrix developed by Koff & Associates that was included as late correspondence at the September 3Qth City Council meeting, reflecting their best professional advice with regard to appropriately sized and similarly situated comparator agencies. Also included are documents used by Koff & Associates to determine which agencies met the criteria selected by the consultant for inclusion. Agencies recommended by Koff & Associates for comparative purposes include: City of Agoura Hills, City of Hermosa Beach, City of Dana Point, City of Redondo Beach, City of Rolling Hills Estates, City of Calabasas, City of Seal Beach, City of San Juan Capistrano, City of El Segundo, and the City of Malibu. Elements considered by which the comparator agencies were identified include: geographic proximity, agency population, full-time employee to population ratio, agency financial comparison, agency financial full-time employee ratio, contract services, 5-1 Classification & Compensation Study October 21, 2014 Page 2 of 2 median household income, median home price, and cost of living average. Of the ten (10) recommended comparator cities, five (5) are full-contract cities like Rancho Palos Verdes: Agoura Hills, Dana Point, Rolling Hills Estates, San Juan Capistrano, and Malibu. Also attached for the Council's information is a description of the proposed employee benefits data that will be gathered by the consultant. 2. Benchmark Classifications Rather than gather compensation data for each of the City's forty-eight (48) classifications, the consultants survey a set list of "benchmark" classifications (see attached chart). The data gathered for the benchmark positions can then be used to not only establish the salary range for that position, but also for the salary ranges for other closely-related positions, using standard percentage spreads. For example, the journeyman level Associate Planner benchmark data will also be used to establish the salary range for the Assistant Planner position. Likewise, data gathered for the Department Head positions will be used to determine the Deputy Director salary ranges. Conclusion Koff & Associates is requesting input from the City Council on the following items: • Approve the ten (10) Comparator Agencies for the Compensation Study; and • Approve the Benchmark Classifications to be studied. By approving the Comparator Agencies and the Benchmark Classifications tonight, the entire Classification and Compensation Study will remain on schedule to be presented to the City Council in early December 2014. All figures are presented on a monthly basis. Employee Retirement-This includes two figures: the amount of the employee's State (PERS) or other public retirement contribution that is contributed by the agency and the amount of the agency's Social Security contribution (and/or any other retirement plan, such as PARS, 1937 Act, or 401k). We will also identify the average amount of dollars that each agency spends to fund enhanced PERS benefits. With healthcare cost rising and retiree healthcare and liabilities increasing for many public agencies, we typically collect retiree health information as well. This would include agency contributions to a Retiree Health Savings Account or any other type of benefit provided. However, we do not roll this cost into our total compensation analysis but report it separately by describing what the policies/liabilities are . Insurance -This is the maximum amount paid for employees plus dependents for a cafeteria or flexible benefit plan and/or health, dental, vision, life, long-term and short-term disability, and employee assistance program insurance. Leave -Other than sick leave, which is usage-based, the amount of days off for which the City is obligated. All days will be translated into direct salary costs. Holidays -The number of holidays (including floating) available to the employee on an annual basis. Vacation -The number of vacation days available to all employees after five years of employment. Add policy of increased vacation allowance by years of service. Administrative/Personal Leave -Administrative leave is normally the number of days available to management staff to compensate for the lack of payment for overtime. Personal leave may be available to other groups of employees to augment vacation or other time off. Wellness Leave -RPV offers 4.5 hours per quarter to a maximum of 9 hours. Automobile -This category includes either the provision of an auto allowance or the provision of an unmarked auto for personal use. If a classification is provided with a car, we factor a $450/month value into total compensation . Deferred Compensation -This is any deferred compensation provided to all members of a classification with or without the requirement for an employee to provide a matching or minimum contribution.
