JONES II, INTERIM DIRECTOR OF PUBLI DATE: SEPTEMBER 3, 2013 SUBJECT: NOTICE OF COMPLETION FOR THE FY2011-2012 AREAS 3 AND 5 RESIDENTIAL STREETS IMPROVEMENT PROJECT - PHASE I (SUPPORTS 2013 CITY COUNCIL GOAL #4, PUBLIC INFRASTRUCTURE -CITYWIDE STREET MAINTENANCE) REVIEWED: CAROLYN LEHR, CITY MANAGER ~ Project Manager: Melissa Murphy, Associate Engineer RECOMMENDATIONS 1. Accept the work as complete. 2. Authorize the City Clerk to file a Notice of Completion with the L.A. County Registrar- Recorder Office and if no claims are filed within 35 days after recordation, and upon the contractor posting an acceptable warranty bond, notice the surety company to exonerate the Performance bond. 3. Authorize the Director of Public Works to release the 5% retention payment in the amount of $66,695.40 to Hardy and Harper, Inc. 35 days after recordation of the Notice of Completion by the L.A. County Recorder contingent upon no claims being filed on the project, and the contractor posting an acceptable warranty bond. BACKGROUND Every year the City implements a residential street rehabilitation project as part of its street improvement program. This project included two areas in the City, one next to Hawthorne Blvd and Silver Spur Rd (Area 3) and the other next to Hawthorne Blvd and Palos Verdes Drive West (Area 5). The first phase of this project has been completed, and the second phase will perform a few final roadway preparations as well as the actual resurfacing of the residential streets. NOC for the FY11-12 Residential Streets Improvement Project, Areas 3 and 5 -Phase I September 3, 2013 F-1 Page 2 DISCUSSION The project's scope included roadway rehabilitation consisting of removal of failing asphalt concrete and base material and replacing it with full-depth asphalt concrete, installation of ADA- compliant curb access ramps, removal and replacement of damaged sidewalk panels and curb and gutter, and replacement of damaged or faded traffic signs. In order to keep the cost of both phases of the total project within budget, Phase I was down- scoped by not including some of the additive bid items and reducing the quantities of some of the base bid items, as reflected in the change orders. Thus, the revised contract amount for Phase I was $1,406,963.06. The actual construction cost for Phase I was $1,333,907.92. The amount of retention held for Phase I was $66,695.40, which shall be returned to Hardy and Harper, Inc. upon successful conclusion of the Notice of Completion filing period.
