RPVCCA_CC_SR_2013_07_16_G_Establish_Parking_Restrictions_On_Crenshaw_BlvdCITYOF MEMORANDUM TO: FROM: DATE: SUBJECT: REVIEWED: HONORABLE MAYOR & CITY COUNCIL MEMBERS ~ES JONES, II, INTERIM DIRECTOR OF PUBLIC ~ V WORKS C/) JULY 16, 2013 ESTABLISH PARKING RESTRICTIONS ON CRENSHAW BLVD FROM SEACREST DRIVE TO BURMA ROAD CAROLYN LEHR, CITY MANAGER ~ Project Manager: Nicole Jules, Senior Engineer i'?J RECOMMENDATION ADOPT RESOLUTION NO. 2013-xxx A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING PARKING RESTRICTIONS ON CRENSHAW BLVD EXTENSION FROM SEACREST DRIVE TO BURMA ROAD BACKGROUND In August 2012, staff received a letter request from the Palos Verdes Park Place Homeowners Association requesting parking restrictions along one side of the Crenshaw Blvd extension between Del Cerro Park (Seacrest Drive) and the entrance to the Nature Preserve due to increasing safety concerns regarding use of the preserve. Upon receipt of the request letter, staff conducted field observations of the location and concluded that the existing parking situation could benefit from minor improvements. In the letter request from the Park Place HOA, neighbors expressed concerns about the inability of emergency vehicles to access the area due to the narrow nature of the roadway when cars are parked on both sides. It has been observed that patrons of the preserve whether walking or biking, tend to use the middle of the roadway as a travelling area since there are no sidewalks, thus resulting in a vehicle's inability to pass through. G-1 This matter was heard at the February 25, 2013 and June 24, 2013 Traffic Safety Committee meeting and after receiving public testimony on the severity of the parking conditions, the TSC supported staff's recommendation to prohibit parking on the north side of the Crenshaw Blvd extension Seacrest Drive to Burma Road. DISCUSSION Crenshaw Blvd is a collector roadway which provides access to several neighborhoods and destinations including Del Cerro Park, the Nature Preserve, and streets included in the Park Place HOA and the Del Cerro HOA. Crenshaw Blvd terminates at Seacrest Drive however, a narrow portion of the road extends from Seacrest Drive to Burrell Lane/Burma Road which is the entrance to the Nature Preserve. This extension of Crenshaw Blvd is considered the Crenshaw Blvd Extension and the area of concern. The Crenshaw Blvd extension is approximately 34 feet wide, including the gutter pan, which provides for parking on both sides of the street and approximately 14 feet of travel space down the middle of the roadway for a single lane of traffic. When cars are parked on both sides of the extension, it is very difficult for vehicles to turn around or negotiate turn movements to either park or leave the area. Crenshaw Blvd Extension looking south toward the Nature Preserve Trailhead As cited in the request letter, due to social media and a rise in preserve usage, this area has become increasingly popular, especially on the weekends when the weather is nice. In 2012, the City installed "No Parking at Anytime" signs on Park Place as a direct result of similar impacts. Staff has determined the best course of action is to prohibit parking on the north side of the Crenshaw Blvd Extension from Seacrest Drive to Burma Road. This will result in a displacement of 10 parking spaces. Staff has surveyed the existing on-street parking spaces north of the extension along Crenshaw Blvd G-2 between San Clemente PlaceNalley View Road and Seacrest Drive and determined there is capacity to park 100 vehicles on both sides of the roadway. Therefore, there is ample parking available along Crenshaw Blvd north of the Crenshaw Blvd Extension to accommodate the displaced 10 spaces. The recommended course of action has been discussed at two Traffic Safety Committee meetings and is agreeable to the Palos Verdes Park Place HOA and Del Cerro HOA who will be directly impacted by the recommendation. The proposed parking restrictions along the Crenshaw Blvd extension from Seacrest Drive to Burma Road are outlined in the attached Resolution No. 2013-xxx. Additionally, staff has met with the Del Cerro HOA separately to discuss this matter, as there were expressed concerns regarding the global management of the preserve trail head and the impacts associated with increased preserve usage, including: • Long-term plans for parking, • Traffic circulation at the intersection of Crenshaw Blvd at Seacrest Drive • Construction of sidewalks for pedestrian connectivity to the Preserve entrance • Status of Gateway Park Parking Lot • Possibility of Permit Parking for Del Cerro neighborhood streets • Education campaign for preserve users Staff will work with members of the Palos Verdes Peninsula Land Conservancy, the Community Development Department and the community to explore and coordinate long-term, global solutions to improving safety on Crenshaw Blvd near the Nature Preserve trail head. CONCLUSION In response to the increased popularity of the Nature Preserve and safety concerns related to impacted parking conditions on the Crenshaw Blvd Extension Road from Seacrest Drive to Burma Road, staff is recommending prohibiting parking on the north side of the road by establishing a "No Parking at Anytime" zone. FISCAL IMPACT Adopting staff's recommendation will not result in an impact to the FY 2013-2014 budget. The residents of Park Place particularly are grateful for the changes which have improved their situation considerably. Those of us who reside on Burrell Lane also would like to address an issue which is becoming of greater concern as the weeks and months pass. The dirt trail on Crenshaw has become more and more popular for the last few years particularly so during the spring and summer months. This has affected the parking on the extension of Crenshaw Boulevard beyond where it turns into Del Cerro development-a short distance of about 225 feet-to the metal gate where the dirt road Crenshaw extension begins. There is hardly a day that passes when there is not bumper to bumper parking on both sides of the Crenshaw extension. When the weather is good, particularly on the weekends, it is fully parked most of the day until late afternooh. Each side of the Crenshaw extension typically accommodates ten vehicles. In addition to the parking, however, since there are no sidewalks, the middle of the street serves as a walkway. 1126 WILSHIRE BOULEVARD. COM G-5 GIK August 28, 2012 Page 2of3 People frequently open car doors, change into their hiking attire and are for the most part oblivious to the fact that it is a public street. In addition to the serious hikers there are many casual ones including families with small children or youngsters riding bicycles. It has been observed that many hikers wear earphones and cannot hear standard vehicle engine and even without earphones cannot hear the electric vehicles. If both sides of the street are fully parked and if doors are opened such as when the drivers are changing footwear it is difficult to pass. It also seems as though many drivers do not know the street dead ends or are unsuccessful in looking for a parking space so they find it necessary to tum around. That is a maneuver with which many drivers struggle particularly because of the lack of space-at the end of the street and with pedestrian traffic. Lastly, there is concern about the ability of emergency vehicles to maneuver down the street. Once every two or three months there is some emergency vehicle that goes down that street for some problem that deals with the hiking trail. There have also been occasions in the past (and there is some concern about one of the residents currently) for ambulance drivers to negotiate the extension of Crenshaw as well. Reconfiguring the street so that parking would only be allowed on one side would eliminate the safety concern for the pedestrian and emergency vehicles. Balanced against this greater degree of safety would be a modest level of inconvenience for the operators of ten vehicles who would have to park on Crenshaw Boulevard a modest distance north of the extension. Since people primarily visit so as to hike the trail, I would not think that increasing slightly the distance to walk would represent a major inconvenience. I am sending along a collection of photographs. The first few were taken on otherwise uneventful weekday morning around 10:.00. Even then the hikers gather. The second set shows the Crenshaw extension, again on a weekday, but reflects the parking techniques that are utilized (frequently a couple of feet from the curb), open doors and a collection of pedestrians. While photographs showing the fire truck being able to pass, its ability to drive down the street still compromised by virtue of the pedestrian traffic. Many more photographs can be provided but this just gives you some idea of the situation. It is also instructive to note that when cars or SUV's park on both sides of the street with the door open there is a clearance of approximately 15 ft. If one is standing outside his car or if there are other pedestrians scattered along the extension, clearance is even less. G-6 GIK August 27, 2012 Page 3of3 This should be contrasted with the parking on Crenshaw north of the extension where because of the width of the street there is ample parking for something in the range of 75 to 80 cars on both sides of the street, and while maintaining a width for the travel portion of the roadway of approximately forty feet. This request is made on behalf of all of the Burrell Lane members of the Park Place Homeowners Association but, it is essentially a safety issue which if addressed would benefit all of the members of the community and all the visitors to the Crenshaw trail. G-26 G-27 RESOLUTION NO. 2013-_ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING PARKING RESTRICTIONS ON THE CRENSHAW BLVD EXTENSION FROM SEACREST DRIVE TO BURMA ROAD THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, ORDER AND RESOLVE AS FOLLOWS: WHEREAS, Chapter 10.04 of the Rancho Palos Verdes Municipal Code authorizes the City Council to establish restricted parking in designated areas in the City by resolution pursuant to the authority provided by California Vehicle Code Section 22507;and WHEREAS, an engineering and traffic survey has determined that parking restrictions are warranted on a portion of Crenshaw Boulevard in accordance with the Rancho Palos Verdes Traffic Code. WHEREAS, Crenshaw Boulevard, a public roadway extending from Seacrest Drive to Burma Road has experienced parking-related impacts due to an increase in recreational and pedestrian activity pertaining to use of the City's Park and Nature Preserve; and WHEREAS, the residents frQm the Palos Verdes Park Place HOA have requested the City to prohibit parking on the northeast side of Crenshaw Boulevard from Seacrest Drive to Burma Road (Nature Preserve entrance) to address the public safety issues that are associated with parking on both sides of Crenshaw Boulevard in order for the public to take access to Del Cerro Park and the Palos Verdes Nature Preserve, because the current unrestricted public parking on both sides of Crenshaw Boulevard is impeding access to residential properties and the Nature Preserve by emergency vehicles and other vehicles; and WHEREAS, the establishment of a "No Parking at Anytime" restriction by erecting signs on the northeast side of Crenshaw Boulevard from Seacrest Drive to Burma Road, will reduce traffic hazards created by nonresident vehicular parking on both sides of Crenshaw Boulevard, and is necessary to provide safe and efficient ingress and egress for the benefit of residents and their guests, as well as emergency vehicles serving the area; NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS: 1598210-1 G-28 Section 1. Required Findings. The City Council finds that the establishment of a "No Parking At Anytime" restriction by erecting signs on the northeast side of Crenshaw Boulevard from Seacrest Drive to Burma Road (Nature Preserve entrance), is necessary to reduce traffic hazards created by nonresident vehicular parking on both sides of Crenshaw Boulevard for access Del Cerro Park and the Palos Verdes Nature Preserve, and is necessary to provide safe and efficient ingress and egress for the benefit of residents and their guests, as well as emergency vehicles serving the residential area, the Park and the Nature Preserve. For these reasons, the City Council finds that the establishment of parking restrictions for the portion of the street listed in Section 2 of this Resolution, is necessary to avoid the adverse impacts upon public safety cause by cars being parked on both sides of the Crenshaw Boulevard extension. Section 2. ,Designation of Restricted Parking Area. Based upon the findings in Section 1, the following area is hereby designated with the following parking restriction: "No Parking at Anytime": Crenshaw Boulevard (northeast side from Seacrest Drive to Burma Road). Section 3. Designation of Parking Restrictions. Pursuant to Section 22507 and paragraph (n) of Section 22651 of the Vehicle Code, the parking restriction on the portion of the street listed in Section 2 above shall be as follows: Signs stating: "No Parking at Anytime" shall be posted along the northeast side of Crenshaw Boulevard from Seacrest Drive to Burma Road. Section 4. Posting of Signs. The parking prohibitions contained in Section 3 of this Resolution shall not become effective until signs have been posted giving adequate notice of the parking restrictions imposed by this resolution. The Director of Public Works is hereby authorized to erect such signs. Section 5. The City Clerk shall certify to the passage and adoption of this Resolution.
