RECOMMENDATION
Approve the concept proposed for improvement of lighting and display screens for
videotaping/presentations and the associated reconfiguration of the Council dais and
chambers.
BACKGROUND
Quality videotaping and broadcasting of the City Council and Planning Commission meetings
requires enhanced lighting and suitable background for the cameras. The current orientation
of the Council dais and the display screen do not provide the optimum setting for videotaping
or clear visibility for all attendants sitting at various angles. As directed, staff worked with
Councilwoman Brooks on the desired improvements and has prepared a concept
reconfiguration plan for the City Council's review and approval.
DISCUSSION
The attached concept plan and a mock-up rendering, were prepared by BOA Architecture in
collaboration with Vidiflo Audio Visual Engineering, with input from the City's IT Manager and
Councilwoman Brooks.
To provide a uniform and smooth background for high quality videotaping, the concrete block
surfaces in the room are proposed to be covered with wallboard painted with a suitable color
for videotaping. A retractable curtain will be installed at the lounge area to provide continuity

of the background. The existing projector screen will be removed and two retractable screens
will be placed at the ceiling center, one facing the audience and the other facing the City
Council. In addition to changes in the projection screen, individual monitors will be installed
for City Council members and Staff allowing for an optional viewing experience for presented
materials, enhancing City Council ability to see small presentation details. The room will also
be equipped with an ADA compliant system called a "Hearing Loop", designed to enhance
the audio experience of persons who wear hearing aids. The new configuration requires the
purchase of one new projector, as well as the projection screens and several devices to
support the added technologies. Existing videotaping equipment and furniture can be reused
and will be relocated to fit the new setting. The proposed enhanced lighting system will be
energy efficient and provide sufficient and uniform light for videotaping.
During events other than the City Council and Planning Commission meetings, the curtain
and the screens will be retracted to bring the space to its original condition. With the new
smooth painted walls in the room, it is expected that the area will be more functional and
attractive to potential renters.
CONCLUSIONS
It is recommended that the City Council approve the concept plan of improving the
videotaping and broadcasting of the City Council and Planning Commission meetings by
providing enhanced lighting, suitable background for the cameras, installation of drop down
projection screens to provide clear visibility for all attendants, Council dais reconfiguration,
individual monitors and an ADA compliant Hearing Loop system. If the concept plan is
acceptable, staff will continue to work with the architect and Councilwoman Brooks to refine
the color schemes and other aesthetic considerations in developing the final design of the
project before the contract is put out to bid.
FISCAL IMPACT
The estimated cost breakdown is as follows:
1. Architectural work including installation of wall waterproofing and boards, roll up door,
retractable curtain, powered roll down screens and a projector: $42,500.
2. Electrical and lighting work including removal of the existing lighting system and
replacement with bright energy efficient light fixtures and the associated circuits and
electrical panels: $61,000
3. Installation of dais monitors and additional equipment required to integrate into the
video presentation system are estimated at $8,000 with an additional $5,000 for the
ADA "Hearing Loop" system: $13,000.
The total cost estimate for these improvements is $116,500. The budget approved by the
City Council for these improvements is available in account number 330-3036-461-73-00.
