RECOMMENDATION
1. Approve the request by the Peninsula Education Foundation for placement of
banners on street light poles on Silver Spur Road between Hawthorne Boulevard
and Drybank Drive.
2. Authorize the Public Works Department to issue a no-fee encroachment permit for
these banners, upon the Permittee meeting all other requirements for an
encroachment permit.
BACKGROUND/DISCUSSION
The Peninsula Education Foundation (PEF) has requested permission to install banners on
the street light poles on Silver Spur Road, between Hawthorne Boulevard and Drybank
Drive, in order to promote its fundraising efforts.
The PEF raises funds to maintain and improve educational resources and programs for
schools within the Palos Verdes Peninsula Unified School District. When school is back in
session, families and community members are encouraged to make a donation during
PEF's fall fundraising campaign.
Andrea Sala, Executive Director of PEF, contacted Staff about placing banners on Silver
Spur Road from mid-August through October 2014 to bring attention to PEF and to

promote its fall fundraising campaign. PEF plans to obtain sponsorships, with the name of
the business appearing at the bottom of the banner. The banners would be 2' x 6' in size.
Attached is a copy of the proposed banner design, as well as a couple of images showing
how the banners would be attached to the street light poles.
Some of the street light poles included in PEF's plans for their fundraising banners lie
within the jurisdiction of the City of Rolling Hills Estates. Therefore, on July 22, 2014, the
Rolling Hills Estates City Council approved the PE F's request to place these banners in the
adjacent commercial district in Rolling Hills Estates. The Rolling Hills Estates City Council
also approved a similar request by PEF in 2004. The City of Rolling Hills Estates itself
places 150 banners on these same 75 street light poles during the holiday season, from
late November to early January.
The segment of Silver Spur Road between Hawthorne Boulevard and Drybank Road used
to be maintained by the City of Rolling Hills Estates and was recently turned over to the
City of Rancho Palos Verdes to maintain. Therefore, the PEF is requesting permission
from the City of Rancho Palos Verdes to place banners on the street light poles within this
roadway segment.
RECOMMENDATION
It is recommended that the City Council approve the Peninsula Education Foundation's
request to install banners on the street light poles on Silver Spur Road, between
Hawthorne Boulevard and Drybank Drive, during mid-August through October of 2014. It is
also recommended that the City Council authorize the Public Works Department to issue a
no-fee encroachment permit for these banners, upon the Permittee meeting all other
requirements for an encroachment permit.
ALTERNATIVE ACTION
Reject this request to install banners on street light poles in the City until a formal policy
regarding street light pole banners has been developed by Staff, commented on by the
public through the public hearing process, and approved by Council.
FISCAL IMPACT
The Peninsula Education Foundation would pay and arrange for the production, installation
and removal of the banners, at no cost to the City. Administrative cost is not known at this
time since this is the first request received by Staff.
