RANCHO PALOS VERDES CITY COUNCIL
ADJOURNED REGULAR MEETING
JULY 22, 2014
The meeting was called to order at 6:44 P.M. by Mayor Duhovic at Pt. Vicente
Interpretive Center, 31501 Palos Verdes Drive West, Sunset Room, notice having been
given with affidavit thereto on file.
City Council roll call was answered as follows:
PRESENT: Brooks, Campbell, Knight, Misetich and Mayor Duhovic
ABSENT: None
Also present were Carolynn Petru, Acting City Manager; Carol Lynch, City Attorney;
Sean Robinson, Human Resources Manager; and, Carla Morreale, City Clerk.
FLAG SALUTE:
The Flag Salute was led by Mark Doddy, RPVtv Station Manager.
APPROVAL OF THE AGENDA:
Councilwoman Brooks moved, seconded by Mayor Pro Tem Knight, to approve the
agenda, as presented.
The motion passed on the following roll call vote:
AYES: Brooks, Campbell, Knight, Misetich and Mayor Duhovic
NOES: None
ABSENT: None
PUBLIC COMMENTS: (Audience Comments regarding Items Not on the Agenda)

REGULAR BUSINESS:
Interview Classification and Compensation Study Firms
Human Resources Manager Robinson provided background information regarding the
initial Council direction to conduct the studies and identified the Project Team who
would work with the consultant, comprised of the City Manager, Department Directors
and Human Resources Manager.

Mayor Duhovic reported that the Council Subcommittee, comprised of Councilwoman
Brooks and himself, compared criteria including price, timing, number of interviews
conducted with employees, output and deliverables to be expected, interaction with the
City Project Team and employees, experience and breadth of the firms, and past
engagements.
Human Resources Manager Robinson introduced Jill Engelmann of CPS HR
Consulting.
Jill Engelmann, Consultant, CPS HR Consulting, provided background information
regarding CPS HR Consulting and a PowerPoint presentation regarding the proposal
submitted by CPS HR, outlining the process that would be used to conduct the
Classification and Compensation Study.
Discussion ensued among Council Members and Ms. Engelmann.
RECESS AND RECONVENE:
Mayor Duhovic called a brief recess from 7:42 P.M. to 7:51 P.M.
Human Resources Manager Robinson introduced Katie Kaneko of Koff & Associates.
Katie Kaneko, President, Koff & Associates, provided background information regarding
Koff & Associates and a PowerPoint presentation regarding the proposal submitted by
Koff & Associates. She provided an overview of the methodology and strategy that
would be used to conduct the Classification and Compensation Study.
Discussion ensued among Council Members and Ms. Kaneko.
At the conclusion of the two interviews, Councilwoman Brooks moved, seconded by
Mayor Duhovic, to select Koff & Associates using Option 1 for the Classification Study,
and Option 2 for the Compensation Study.
The motion passed on the following roll call vote:

Councilman Campbell reported that when the Council Liaison position was originally
proposed, he understood the position to be a City employee reporting to the City
Manager, whose primary focus would be to serve as a support person to the Council
Members. He stated that more recently the position seemed to have changed to be an
employee in support of the City Manager, and noted he was seeking discussion and
clarification regarding the position.
Acting City Manager Petru provided an explanation of how the Council Liaison position,
which would report to the City Manager, would provide support to the individual Council
Members regarding community outreach efforts and other assignments. She explained
the intent to utilize that person most effectively, among Council Members and the City
Manager, based on the ebb and flow of the workload among the Council Members and
within the City Manager’s Office.
Discussion ensued among Council Members, staff, and City Attorney Lynch.
Human Resources Manager Robinson provided an explanation regarding the job title,
job description and specifications for the Council Liaison position.
Discussion continued among Council Members, staff, and City Attorney Lynch.
Councilwoman Brooks moved, seconded by Mayor Duhovic, to hold the Council Liaison
position open until the new City Manager is on board to determine the scope of work
and duties of the position, and return to the Council for approval of the position.
Without objection, Mayor Duhovic so ordered.
Draft City Manager Recruitment – Bulletin Review
City Clerk Morreale reported that there was one request to speak regarding this item.
Allan Colman, Rancho Palos Verdes, stated that he had the following three suggestions
to include in the City Manager Recruitment Bulletin: 1) The City Manager must be more
engaged with the City Council on a regular on-going basis; 2) The City Manager should
meet with each Council Member separately every week to discuss issues and upcoming
items; and, 3) Requirement to work with staff to simplify the staff reports and
recommendations presented to the Council, by providing an executive summary.
Discussion ensued among Council Members and staff, with Council Members providing
suggested changes to the City Manager Recruitment Bulletin.
Councilwoman Brooks moved, seconded by Mayor Duhovic, to: 1) Approve the Draft
City Manager Recruitment bulletin, as amended, which was prepared by Bob Murray of
Murray & Associates; and, 2) Directed staff to return with the final document for Council
approval on July 29, 2014.

Without objection, Mayor Duhovic so ordered.
FUTURE AGENDA ITEMS:
Councilwoman Brooks reported that during the July 15, 2014 Council meeting, she
noted she would be presenting an item regarding Social Media Concerns as a Future
Agenda item. She stated that she would be preparing an item for the July 29, 2014
Council meeting for the Council’s discussion and possible action.
ADJOURNMENT:
At 9:51 P.M., Mayor Duhovic adjourned the meeting to an Adjourned Regular Meeting
to be held on Tuesday, July 29, 2014 at 7:00 P.M. at Fred Hesse Park Community Park.
