RECOMMENDATION
Authorize the Mayor to sign the ".GOV Domain Registration Request", a form letter as
provided to the City from the General Services Administration (GSA) to preserve the City's
rights to the second level domain name "RPVCA.GOV".
BACKGROUND
The City website has been hosted by Palos Verdes on the Net (PVNET) since 1996 as a
sub-site of the "www.palosverdes.com" domain using the suffix "/rpv", making the full
domain name www.palosverdes.com/rpv. The "www.palosverdes.com" website has
been provided as a service by PVNET to host websites for peninsula cities and
organizations as a service to local communities. The other peninsula cities have
subsequently moved to their own web hosting solutions with their own domains. PVNET
continues to host many websites for other local organizations, in addition to the City's, in
a similar fashion, using sub-sites of the "www.palosverdes.com" website.
The domain name RPV.COM has been used for City email since about 1995.
Additionally, when an Internet user types a website request to RPV.COM in a browser,
that request is "forwarded" to the "www.palosverdes.com/rpv" webserver hosted at
PVNET where the City's website is hosted. PVNET licenses the use of the RPV.Com
domain to the City (at no cost) and shall transfer its rights to the City upon termination
and completion of the Professional Services Agreement, if and when such occurs.

DISCUSSION
While the City does not plan to change from the current RPV.COM domain name, a .GOV
name would be an option should the City ever wish to do so. Staff contacted the office of
the GSA on May 22, 2014 to explore the possibility of obtaining rights to a .GOV domain
name in the possible event that another domain name would be needed. The City was
initially approved the domain name RANCHOPALOSVERDESCA.GOV based on the
Final Rules naming policy of "<City Name><Two letter State abbreviation>". Staff then
submitted a waiver to the Final Rule and requested rights to the domain name
RPVCA.GOV based on the following factors:

• The City name is substantially longer than a standard city name creating a 19
character domain name that would be a hardship on City residents;
• Rancho Palos Verdes is commonly known throughout the community by the
abbreviation RPV; and
• granting the City RPVCA.GOV would not disenfranchise any other City and would
be the best use of the shortened domain name.
On July 1, 2014 the waiver of the final rule naming convention was granted and the City
is now able to obtain the sole right to RPVCA.GOV. The GSA provided the City with a
form letter (see Exhibit A ".GOV Domain Registration Request") that must be signed by
the "highest ranking elected official" and submitted to the registrar who will assign rights
to the RPVCA.GOV domain name to the City.
Staff encourages submission of the application for the RPVCA.GOV domain name now
to preserve its availability and avoid any possible change of standing regarding the waiver
by the GSA in the future.
FISCAL IMPACT
If approved, the $125 annual renewal fee to maintain rights to the second level domain
name RPVCA.GOV will be paid from the IT program budget.

City of Rancho Palos Verdes, California. By requesting this domain name, I acknowledge that I have authorized the
payment of the annual $125 .GOV domain name fee. In addition, I will insure the website content of the requested
domain name conforms with the .GOV website content policy.
This domain name will be used for the official City website to communicate with residents and conduct other City of
Rancho Palos Verdes, California related business. The use of this domain is consistent with the City of Rancho Palos
Verdes, California internet policy. The following individuals will be listed as POCs for rpvca.gov.
