RPVCCA_CC_SR_2014_07_15_N_Approve_Revised_Plans_Spec_Wall_ModificationCITY OF RANCHO PALOS VERDES MEMORANDUM TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: MICHAEL THRONE, PE, DIRECTOR OF PUBLIC WORKS "<:i DATE: JULY 15, 2014 SUBJECT: REVIEW AND APPROVAL OF REVISED PLANS AND SPECIFICATIONS -WALL MODIFICATION TO PRESERVE COMMUNITY IDENTITY AND NEIGHBORHOOD AESTHETICS (SUPPORTS 2014 CITY COUNCIL GOAL NO. 2, PUBLIC INFRASTRUCTURE) REVIEWED: CAROLYNN PETRU, ACTING CITY MANAGE ~ Project Manager: Nicole Jules, Deputy Director of Public Works ---n ff RECOMMENDATIONS 1) Approve the revised plans and specifications to modify a public wall to preserve neighborhood identity and aesthetics in the neighborhood near the Blackhorse Road CDBG ADA Improvement Project. 2) Approve a contract change order in the amount of $69,000 to Victor Concrete for wall revisions per the revised plans and specifications. 3) Adopt Resolution No. 2014-xxx A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION 2014-41, THE BUDGET APPROPRIATION FOR FISCAL YEAR 2014-2015, FOR A BUDGET ADJUSTMENT TO THE CTY'S CDBG PROGRAM IN THE CDBG PROJECTS FUND BACKGROUND/DISCUSSION The City Council on May 6, 2014 approved the construction contract and plans and specifications for the Blackhorse Road CDBG ADA Compliance project which includes construction of ADA accessible ramps, METRO bus stop relocation, wall modification, widened sidewalks and landscaping. N-1 BLACKHORSE ROAD -WALL REVISIONS PAGE2 Although the project plans that were approved by City Council show the improvements with a key-stone block wall, as seen on similar projects along Palos Verdes Drive South and Palos Verdes Drive East, it became evident that the new wall was aesthetically incompatible with this neighborhood's existing improvements . Staff immediately temporarily suspended construction activities until a resolution could be achieved . A community meeting was held on Tuesday, July 1, 2014 where residents shared their comments regarding the wall and how the wall should ultimately look. It was agreed- upon by the community to resume the PV-Stone character of the neighborhood and reconstruct the wall with materials that are homogenous with existing improvements. The new wall will be a concrete masonry unit (CMU) block wall, capped with a PV Stone facade. Additionally, the existing "Blackhorse " neighborhood identity sign will be refurbished and reinstalled onto the new wall and drought-tolerant landscaping will be installed to complete the look. A rendering of what the proposed wall will look like is included as an attachment. The project plans that were prepared by the design engineer have been revised by the engineer to reflect these change and it is therefore recommended that the City Council approve these revisions to the plans and specifications for this project. If City Council chooses to approve staff's recommendation , it is anticipated that the project will be completed within 3 weeks after notice to proceed. ALTERNATIVES The City Council may direct staff to keep the project unchanged, which would result in construction of a key stone wall as originally designed. FISCAL IMPACT Modification of the wall and inclusion of a PV Stone fac;ade will result an expenditure in the amount of $69,000. The CDBG portion of this project ($53,439) was completed on June 30, 2014. The proposed wall modifications will be funded by Proposition A funds and not result in an impact to the General Fund. This project is an eligible and appropriate use of Proposition A funds because the improvements are directly related to transit accessibility by persons with disabilities. Resolution No. 2014-XXX has been prepared requesting a budget amendment for the project. Deliver to City as directed. Sawcut and remove existing 4" PCC sidewalk. Remove planter soil as necessary for construction. Trim tree roots as necessary for construction. Construct CMU block wall as follows: Starting from the south end of the project area, construct 20 LF (SO SF Face Area+/-) Concrete Block Slough Wall per APWA Standard Plan 622-4. Omit 2" Mortar Cap. Install #3 bar at 16" on center horizontal and vertical. Block around utilities as directed. Block to be smooth face gray concrete 2,500 psi minimum strength. Grout all cells with 2,500 psi Portland Cement Concrete. Construct 65 LF +/-(230 SF Face Area+/-) Masonry Retaining Wall per APWA Standard Plan 618-3 Type A. Omit 2" Mortar Cap. Block around utilities as directed. In first course above finish grade, omit mortar from vertical joints each 32" to serve as weep holes. Delete 12" cover requirement. Block to be smooth face gray concrete 2,500 psi minimum strength. Grout all cells with 2,500 psi Portland Cement Concrete. Mortar apply stone facing to all exposed block wall surfaces, including top of wall. Stone shall be "Lompoc Stone", available from Bourget Flagstone Company in Santa Monica 310-829-4010, or equal. Remove all sharp edge corners as directed to allow for seating. Point all joints with grout. Allow openings for drainage from weep holes. Construct 4" PCC sidewalk between edge of wall and back of curb, approximately 350 SF. Sidewalk shall be minimum 48" clear width upon completion of work. Backfill behind wall to grade. Construct rock facing over 4" PCC between back of wall and Hawkhurst Drive where shown. Install 1 gallon Blue Rug Juniper Groundcover and 2" thick bark mulch at 2' O.C. in landscape areas. Install existing "Blackhorse" entry sign onto new wall surface. Remove wood sign from steel frame . Clean steel frame of all debris. Scrape, clean and paint with 2 coats epoxy paint. Scrape, clean and repair existing wood sign by gluing separated joins and splits, and patching chips. Prep and paint all surfaces of wood sign with 2 coats exterior grade paint, color to match existing. Paint and color to be approved by City. Mount frame to wall with 4" Redhead anchor bolts 8 places. Install wood sign in frame with 3" N-9 stainless steel exterior screws all around. Paint screw heads to match. Seal all around frame with clear waterproof exterior caulking. I wanted to go to the meeting to discuss but couldn't make it. I find the fact that this is on hold for this reason completely absurd! Just because it was made of PV stone many many years ago, does not mean we need to continue this tradition. As a young buyer in the area, I know for a fact that many first time home owners here (including our family) spent tons of money trying to rid the house of this outdated 1 N-18 stonework. It is completed dated and not aesthetically pleasing in homes and we do not feel it is necessary to make it match the stonework on the wall on the street. Secondly, if you drive further north down the hill, the PV stone ends and a brick wall is present (interspersed w/ PV stone columns). So what is the difference there? Why can't we just do the same at the intersection? It is unbelievable that construction has been on hold this long for such an issue. Having cones and an unfinished wall there is completely unsightly. (On a side note, the brink wall along down the hill on Hawthorne has many holes and needs to be fixed as well). In addition to not replacing the PV stone, the sign was missing. I remember visiting the city council years ago requesting funds from the city's recycle income to replace the old sign on Hawthorne Blvd. I hope that you will finish the project as pictured on you website and replace the sign that was removed when this project was started.
