SUBJECT: PROCESS FOR RENEWAL OF THE STORM DRAIN USER FEE
RECOMMENDATION
Direct staff to provide the City Council with a report on the options available to renew
the Storm Drain User Fee at the July 29, 2014 meeting.
DISCUSSION
As the Council is aware, the City's Storm Drain User Fee is scheduled to expire in June
2016. The City's Storm Drain User Fee Oversight Committee has recommended that
the Council consider asking the voters to renew the fee, as the Water Quality and Flood
Protection Program has proven to be very successful over the last eight years, and due
to the fact that there are a number of important pending storm drain projects yet to be
completed, for which adequate funding would not be available after 2016. In addition,
an update to the Storm Drain Master Plan is expected to be completed by this fall,
which could potentially identify new storm drain projects that require the City's attention.
Although the current fee sunsets in two years, if there is interest in renewing the fee,
the Council sho.uld begin the process to understand the steps involved and the options
available under state law. Starting this process now will preserve the City Council's
options in putting this issue back before the voters in an appropriate and timely manner.
Staff has indicated that there is time available on the July 29th agenda for such a
preliminary discussion. They have also offered to provide a very brief oral overview of
the options available as part of this evening's Study Session item.
