RECOMMENDATION
Approve the City Manager Recruitment Public Outreach Plan to include: 1) Town Hall
meetings facilitated by Mr. Bob Murray on Tuesday, June 24, 2014 and Wednesday, July
9, 2014 beginning at 6:30 pm; 2) An online community interest survey that will be available
throughout the duration of the recruitment process; and, an invitation to City Advisory
Board Members to participate in the public outreach effort.
BACKGROUND
At the May 14, 2014 City Council Meeting, Council directed Staff to work with Bob Murray &
Associates to identify two (2) dates to conduct Town Hall meetings so that the residents
could express their thoughts as to what attributes they want to see in the next Rancho
Palos Verdes City Manager City Manager. Additionally, the City Council wanted to
establish an online tool for residents who would not otherwise be available to attend either
of the Town Hall meetings to provide their input. Council also requested that input be
solicited from City Advisory Board Members
DISCUSSION
1. Town Hall Meetings
A Town Hall meeting is an informal public meeting where attendees are generally
encouraged to voice their opinions regarding a specific topic. Such meetings are typically
open to everyone in the community and are held at a local municipal building or other
public facility. In this instance, the discussion topic would involve what attributes residents

would like to see in the next City Manager, including the background, skills and traits the
community feels would be important in this individual. The City Council may certainly
attend and observe what takes place in the Town Hall Meetings. However, in order to not
influence the input received and not violate the Brown Act, Council Members are
encouraged to listen, but not participate in any part of the dialogue. As previously stated,
Bob Murray will facilitate each meeting and participants will be asked to direct their
comments to him.
Bob Murray has identified the dates of Tuesday, June 24, and Wednesday, July 9, 2014 to
facilitate the Town Hall Meetings. In order to provide a convenient opportunity for residents
living on both the east and west sides of the City to participate, one Town Hall Meeting will
be held at Miraleste Intermediate School, and the other will be held at Point Vicente
Interpretative Center. Both meetings will begin at 6:30 p.m. As of the preparation of this
staff report, the exact pairing of the date with the venue has not yet been determined;
however, Staff will provide an update to Council at this evening's meeting.
2. Online Survey
Staff has followed the survey process used recently by the City of Manhattan Beach in its
search for a new City Manager. Similar tp Manhattan Beach, the proposed RPV survey
would use a template designed and loaded into online third-party survey provider,
SurveyMonkey.com, with a link posted on the City's main web site page.
The proposed survey questions are:
• What top three (3) leadership qualities and characteristics are most important for
RPV to look for in selecting a new City Manager?
• What top three (3) priorities would you like the new City Manager to address during
his/her first year on the job?
• What would you like potential candidates to know about our community that may not
be apparent when researching or visiting the City?
• Are you a resident of Rancho Palos Verdes?
In addition to answering the structured questions, survey respondents will have the option
of providing any additional feedback to the City Council regarding the ideal City Manager.
Respondents may also include their names, if they so choose. A draft of the survey
template is attached for the Council's information.
With Council's authorization, the online survey will open on Wednesday, June4, 2014 and
remain available on the City's website throughout the duration of the recruitment. The City
Council will be provided with copies of all comments received; however, only the comments
received between June 4th and Wednesday, July gth will be used by Mr. Murray in preparing
the draft job bulletin.

3. Advisory Board Member Participation
As resident community leaders with specialized knowledge of the City's organization,
programs and services, the Council was particularly interested in including City Advisory
Board Members in the recruitment process. To that end, personalized letters signed by the
Mayor will be sent to each Committee and Commission member encouraging them to
participate in the Town Hall Meeting and online survey.
ADDITIONAL INFORMATION
The Town Hall Meetings and online survey will be advertised to the public using the City's
media outlet resources, such as the website, listserv, Facebook page, RPVtv bulletin
board, banner program, etc.
CONLCUSION
After gathering community input from the town hall meetings and the online survey, Mr.
Murray will aggregate the responses and use the information received, in conjunction with
the input received via his conversations with individual Councilmembers, to develop the
City Manager recruitment bulletin. The draft bulletin will be presented to the City Council for
final approval at an upcoming meeting.
