The meeting was called to order at 6:09 P.M. by Mayor Duhovic at Fred Hesse
Community Park, 29301 Hawthorne Boulevard, notice having been given with affidavit
thereto on file.
Rancho Palos Verdes (RPV) City Council Members in attendance: Campbell, Knight,
Misetich and Mayor Duhovic.
Rolling Hills Estates (RHE) City Council Members in attendance: Addleman, Huff and
Mayor Mitchell.
Rolling Hills (RH) City Council Members in attendance: Dieringer and Pieper.
Also present were the following staff members from RPV: Carolyn Petru, Acting City
Manager; Tracy Bonano, Senior Administrative Analyst; and, Sean Robinson, Human
Resources Manager; the following staff member from RHE: Greg Grammer, Assistant
City Manager; and, the following staff member from RH: Raymond Cruz, City Manager.
Also present was Carolyn Harshman, Consultant, Emergency Planning Consultants.
FLAG SALUTE:
The Flag Salute was waived.
APPROVAL OF AGENDA:
By acclamation, the agenda was approved, as presented.
PUBLIC COMMENTS:
None.
REGULAR BUSINESS:
National Incident Management System Executive Training
Carolyn Harshman, Consultant, Emergency Planning Consultants, provided executive
level training and a PowerPoint presentation of the National Incident Management
System (NIMS) and the Standardized Emergency Management System (SEMS) for the
City Council Members of the City of Rancho Palos Verdes, Rolling Hills Estates and
Rolling Hills. Multiple topics and issues were discussed including the following:
organization of the Incident Command System and related terminology; the position of

Incident Commander and the proper chain of command; Emergency Operations Plan;
roles of Executive/Senior Officials, Command Center personnel, and general staff
members during an incident; the National Response Framework (NRF) and
partnerships between local, state and federal agencies; resources and sources of
information; and compliance with NIMS.
Discussion ensued among the Council Members and Ms. Harshman. The information
provided was received and filed. No further action was taken.
ADJOURNMENT:
At 7:49 P.M., the meeting was adjourned. The RPV City Council adjourned to an
Adjourned Regular Meeting to be held on Wednesday, May 14, 2014 at 6:00 P.M. at
Hesse Park.
