MEMORANDUM
TO:
FROM:
HONORABLE MAYOR & CITY COUNCIL MEMBERS
MICHAEL THRONE, DIRECTOR OF PUBLIC WORKS
DATE: APRIL 15, 2014
SUBJECT: AWARD PROFESSIONAL SERVICES AGREEMENT FOR
THE FY2013-14 RESIDENTIAL STREETS
REHABILITATION PROJECT, AREA 9-(SUPPORTS 2014
CITY COUNCIL GOAL #2, PUBLIC INFRASTRUCTURE -
CITYWIDE STREET MAINTENANCE)
REVIEWED: CAROLYNN PETRU, ACTING CITY MANAGER~
Project Manager: Melissa Countryman, Associate Engineer MAQ__
RECOMMENDATION
1. Award a contract for professional services to Anderson Penna Partners, Inc. for a not-
to-exceed amount of $359,985 for civil engineering and surveying services related to
the FY2013-14 Residential Streets Rehabilitation Project, Area 9.
2. Authorize Staff to utilize an additional 10% ($36,000) for project contingency.
3. Authorize the Mayor and City Clerk to execute the agreement.
BACKGROUND
The FY2013-14 Infrastructure Street Improvement budget includes $1,900,000 for the
Residential Streets Rehabilitation Project. The project budget will be used to rehabilitate the
streets in one residential area in the City, which borders both sides of Western Avenue.
Proposed improvements include asphalt concrete overlay, slurry seal, asphalt patching,
crack sealing, sidewalk repairs, curb and gutter repairs, ADA ramp installation, and upgraded
signage and roadway striping. Attachment A displays the project area.
Professional services are needed for preparation of plans, specifications, and construction
estimates. Staff solicited proposals from five professional engineering firms to provide civil
engineering design services, including professional surveying services needed to complete
this work: Anderson Penna Partners, KOA Corporation, SA Associates, Sunbeam Consulting,
E-1
and Willdan Engineering. Proposals were received from two out of the five teams that were
contacted, AndersonPenna Partners and KOA Corporation, and were evaluated using the
Quality-Based Selection (QBS) process. This method entails a selection process based on
key elements, including qualifications, performance, proposed project approach and
schedule, and experience in Rancho Palos Verdes. As a result of the evaluation process,
Staff is recommending the professional services of AndersonPenna Partners, Inc. to serve
as consultants to the City for the successful design of the FY13-14 Residential Streets
Rehabilitation Project, Area 9.
DISCUSSION
The FY 13-14 Residential Streets Rehabilitation Project will be funded by the General Fund.
Completion of the design and construction of this project will help to maintain the City's
roadways' rating of "good to very good" condition, per the latest Pavement Management
Report ..
Several of the project team members proposed by AndersonPenna Partners, Inc. have
worked with the City satisfactorily on several similar type projects in the past. Their work has
been professional, free of errors and omissions, and has resulted in successfully completed
projects. Staff is confident that Anderson Penna Partners, Inc. will deliver the project plans,
specifications, and cost estimate on time and within budget.
The budget appropriation for this project is $1.9M and is included in the Residential Streets
Rehabilitation Program of the FY 2013-2014 budget.
ALTERNATIVE
An alternative recommendation is to reject AndersonPenna Partners, lnc.'s proposal and
consider the other proposal received for the project. This alternative could potentially delay
the design effort and may result in increased costs and delays to the overall construction
timeline.
FISCAL IMPACT
Funding for the project is included in the Residential Streets Rehabilitation Program of the
FY13-14 budget. The City Attorney has reviewed and approved the professional services
agreement.

City of Rancho Palos Verdes
Request for Proposal for
Engineering Design Services
February 27, 2014
The City of Rancho Palos Verdes requests proposals from selected qualified consulting
engineering firms to provide design services related to the City's Residential Streets
Rehabilitation Program.
The successful firm will provide Engineering Design Services for the City's Residential
Streets Rehabilitation Project for Fiscal Year 13-14, Area 9. The City is particularly
looking for proposals with innovative and cost saving project approaches.
To be considered for this project, submit four (4) copies of the proposal to the
Department of Public Works, 30940 Hawthorne Blvd., Rancho Palos Verdes, CA
90275, Phone number (310) 544-5252, no later than 5:00PM, on Thursday, March 13,
2014.
The pavement management plan has made preliminary recommendations for
rehabilitation options as shown on the attached exhibit. The City wishes to obtain
services to prepare and begin to implement a multi-year strategy to rehabilitate -both
slurry seal and overlay -its residential streets based upon budget constraints,
pavement design principles, and a desire to distribute construction projects equitably
throughout the community.
The City's budget for the proposed project is $1.9M. It is the City's desire to begin
constructing improvements in the fall of 2014. The design services shall be complete by
July 1, 2014. When evaluating the recommended project design, include analysis of
whether it is advisable to separate the work into two separately-bid construction projects
(e.g., the first phase focused primarily on concrete work, and the second phase
primarily on asphalt), or if it is more advantageous to perform all of the construction
work in one project.
The scope of work is defined below.

the successful completion of the design and construction management, including inspection, for the Annual
Residential Street Rehabilitation program for several annual cycles. During that period, over 100 streets were
rehabilitated to varying degrees but most of them were overlayed. All of these projects were managed and inspected
by our currently proposed Project Manager, Bob Merrell PE.
In addition to the Residential Street program, several arterial highways within the City were also either rehabilitated
or reconstructed. Bob both designed and provided Construction Management and Inspection for a portion of Palos
Verdes Drive East above PVDS, the reconstruction of 25th Street at the City limits and the reconstruction of Palos
Verdes Drive South through Portuguese Bend. Bob has also completed a number of drainage improvement projects
throughout the City over the years.
This extensive experience will provide the City with a proven project leader for this program that is thoroughly familiar
with both the technical aspects of the assignment but equally important, the need to accommodate the public during
construction to the maximum extent possible while maintaining efficient progress on the construction. It has always
been the City's policy to make an extra effort to minimize the inherent inconvenience to the public during construction
activities and work on this arterial highway will be especially challenging.
For the City of Rancho Palos Verdes, the following major projects were completed by Bob Merrell:
• Construction Manager for he Residential Rehabilitation Phase I and Phase II projects FY 2011-12
• Point Vicente Interpretive Center Expansion and Storm Drain
• Bronco Storm Drain and Construction Management
• San Ramon Storm Drain and Hillside Restoration
• Residential Street Program (RPV) -50 Streets (Incl. Inspection)

Platinum Triangle Master Land Use Plan (PTMLUP), the Department of Public Works needed to study the effects to
major and local sanitary sewer and storm drainage facilities. The project consisted of researching existing data
regarding current sewer and storm drain master plans, facilities and requirements. Updating and modeling the sewer
and storm drain facilities for the area were completed to determine the areas of local benefits for individual facilities.
Finally, mitigations were developed for future developments concerning identified sewer and storm drain
deficiencies.

City of Rancho Palos Verdes
Professional Engineering Design Services for the Residential Streets Rehabilitation Project for
Fiscal Year 2013-14, Area 9
Project Approach
Project Understanding
The City of Rancho Palos Verdes pavement management plan has made preliminary recommendations for
rehabilitation options as shown on the Exhibit B. We understand the City wishes to obtain services to prepare and
begin to implement a multi-year strategy to rehabilitate -both slurry seal and overlay-its residential streets based
upon budget constraints, pavement design principles, and a desire to distribute construction projects equitably
throughout the community.
The City's budget for the proposed project is $1.9 million. It is the City's desire to begin constructing improvements
in the fall of 2014. The design services shall be complete by July 1, 2014. When evaluating the recommended project
design, we will include analysis of whether it is advisable to separate the work into two separately-bid construction
projects (e.g., the first phase focused primarily on concrete work, and the second phase primarily on asphalt), or if
it is more advantageous to perform all of the construction work in one project.
Field Inventory / Pavement Analysis
Our Project Manager will conduct a thorough field inventory to establish the current condition of all of the residential
streets and to update the preliminary analysis. While going through the neighborhoods, required repairs to curb
and gutter, sidewalks and other existing improvements will be quantified and marked in the field for use in our
preliminary cost estimates. The scope of the repairs when compared to the available project budget will be reviewed
with the City staff and summarized in a report to establish the final project parameters. A recommendation on
whether to proceed with a single construction project or phased program keyed to the major construction items will
also be made.
APP Project Approach
Our project approach is based on our understanding of the project from review of the Request for Proposal, our field
review of the project site and our extensive previous experience on many capital improvement design projects and
similar roadway projects. Based on this understanding, we are providing experienced staff and a subconsultant who
will take ownership of the perspective project elements and who understand their roles and responsibilities. Key
elements include:
• Experienced project team to perform the work.
• Committed to monitoring the progress of the project against the defined project milestones.
• Early development of the construction cost estimate and updates throughout the project to compare with
the City's construction budget.
• Committed to communicating regularly with the City to keep you informed about project progress and any
issues that may arise that were not anticipated.
Key Issues
Following are several key issues for the proposed project:
Project Management
Our project approach and proven work plan is based on a pro-active project management approach. We firmly
believe in "doing it right the first time". Consequently, we realize that when pursuing project success it is critical to
thoroughly define the project requirements before the work is started. The project requirements must be mutually
agreed on between the client and the design team. The requirements must also be clearly communicated and
understood at all staff levels.
We do not assume that the City staff has the time necessary to know all of the detailed design specifics. Therefore,
we will assume responsibility and take the initiative for extracting this required information from the City. The use
of a carefully prepared Project Management Plan will be our key to achieving quality expectations. We find that
14 I Page ~"'" ANDERSON· PENNA E-41

I
City of Rancho Palos Verdes

Fiscal Vear 2013-14, Area 9
projects are most successful when we manage the design/documentation process from the early stages of the
project, working closely with the City to collaboratively develop the design for the project.
We will meet with City engineering staff as a first step to determine the technical parameters, previous experience
with similar projects in the area, and to define project goals. We have already identified key project issues as outlined
below, that will be the basis for project goals and our Project Management Plan.
Attention to Details
Paying attention to the details -whether it is identifying existing drainage
problems or verifying that the curb ramps are ADA-compliant per current
standards -is essential to the successful completion of this project.
Additionally, we do our best to understand the design issues during the
proposal stage so that our proposal is as complete as possible. The
experience of the APP Project Team, combined with our proven QA/QC
procedures, h.elp to assure the City that the details of the project design are
being closely scrutinized and double-checked.
Realistic Construction Costs
One of the elements of the design of a project that APP pays special
attention to is the preparation of realistic construction estimates. Our
estimates are based on contractor bids for similar recent construction
projects supplemented by direct discussion with APP's construction
personnel and contractors. Additionally, we prepare a preliminary cost
estimate at the early design stage to determine whether the project is
within the construction budget or if adjustments need to be made.
The Right Project Manager
A project cannot be successful without effective project staff. APP was
founded on the philosophy of providing hands-on, experienced,
proactive project management and project engineering on all projects. This project will be no exception. Our
proposed Project Manager has 35+ years of design and project management experience working on municipal
roadway design projects. He will not only be involved with project management and oversight, but will also be
involved in day-to-day design.
Constructability
"Successfully constructed without construction-related problems". Those are the words that our Project Team
loves to hear and has become accustomed to hear consistently. Problems during construction can negatively affect
everyone associated with a project. By utilizing our construction personnel during design, paying attention to the
details and by carefully reviewing our quantities and bid items, we can hear those words on this project. In particular,
we will have to make sure that our payment clauses are well written and inclusive.

Understanding the Design Issues
As mentioned above, the APP Team takes pride in closely looking
at the design issues during the proposal stage of the project. This
allows us to minimize or avoid surprises during the design stage.
For each project, we have performed the following, which are
discussed in more detail later in our proposal:
• Conducted a field review with 2 senior APP engineers.
• Discussed amongst the Project Team the various options
and constraints associated with Slurry, overlay or total
reconstruction.
• Identified several drainage issues.
Scope of Work
TASK 1 -PRELIMINARY DESIGN
A. Meetings and Coordination
Kickoff Meeting. APP will set up and attend an initial/kickoff meeting with the City to introduce project team
members, formalize project communication, discuss project schedule, review scope of work, and request available
data, reports, documents, and plans from the City that are relevant to the Project. Documentation from the City is
expected to primarily include plans.
Ongoing Communication. APP's Project Manager will communicate regularly with the City's Project Manager
regarding progress, potential issues and schedule. In addition, a scheduled bi-weekly meeting will be conducted with
City staff and any other interested parties throughout the design phase of the project.
B. Data Collection and Field Reviews
The APP team will collect record information, including:
• As-built drawings
• Right-of-way documents
• Centerline intersection ties
• Utility record drawings
• Drainage studies
Our Project Team will review the project in the field and take photographs of potential problem areas or items that
need special attention, focusing on drainage issues and damaged concrete improvements. The photographs will be
taken of critical project elements for review during meetings.
Our Project Manager, accompanied by one of the project team members, will inspect and inventory all deficiencies
across the project area focusing on the following as a minimum:
• Curb and gutter, sidewalk, cross gutters, ADA ramps and all other concrete improvements
• Pavement repair locations
• Drainage problems, particularly those caused by grade displacement of the gutters or other surface features
• Utility covers that are located where surface repairs are necessary
• Signing, striping and pavement marking presence and required upgrades
The inventory will be used to prepare a summary report with repair recommendations and cost estimates.
16 I Page ~' ANDERSON· PENNA E-43
City of Rancho Palos Verdes
Professional Engineering Design Services for the Residential Streets Rehabilitation Project for
Fiscal Year 2013-14, Area 9
C. Utility Investigation and Coordination
Utility coordination will be ongoing throughout the duration of this project and will consist of the following tasks:
• Review information received above with field review information to insure that existing lines are identified
and that the design incorporates protection, where feasible.
• Identify utility conflicts and/or required relocations relative to the improvements.
D. Survey
Following detailed research at the County of Los Angeles Survey Department to assemble record monument
locations, all streets will be visited by a licensed surveyor and the detailed location of exist monuments recorded. A
preconstruction corner record will be prepared for each monument in strict accordance with the California Land
Surveyors Act. Following construction, any monuments that have been disturbed will be re-established and a new
corner record filed with the County. At the end of the project, all corner records prepared as part of the project will
be recorded with the County.
Detailed design surveys will be conducted on all streets where the localized asphalt or concrete repairs are
sufficiently large to require grade control to properly complete. If any full reconstruction is later deemed necessary,
a separate additive estimate has been included to address that work.
E. Geotechnical
The extent of geotechnical work necessary will depend on the quality of information available from our records
research at the City or from other sources. Unless a street is planned for total reconstruction, the geotechnical work
necessary is typically limited to having knowledge of the existing pavement thickness and maintenance record. We
plan to conduct pavement cores at selected locations throughout the project area.
TASK 2 -FINAL DESIGN
A. Plans, Specifications and Estimates
PHASED CONSTRUCTION PROJECT
Our recent experience with the construction of the Phase I and Phase II projects for Areas 3 and SA confirmed that
the efficiency available with dividing the residential street rehabilitation into two phases is advantageous. In doing
so, we are acknowledging the fact that the amount of concrete preparatory work necessary prior to the pavement
work will be so extensive that the expertise of each general contractor will be best directed towards the majority of
the contract activity. We have scheduled our work plan accordingly however, should the City decide to keep the
project as one construction contract, our schedule prepared for the Phase I project can accommodate the entire
project, if desired.
The units of quantities are anticipated as follows:
D Crack sealing
D Patching
D Unclassified excavation
D Rubber/conventional
D Construct new curb and gutter
D Remove and replace damaged curb and gutter
D Construct curb drain
D Construct new sidewalk
D Remove and replace damaged sidewalk
D Remove and replace damaged driveway approach

engineer will do a technical evaluation of the plans, cost estimate and the project specifications. The review
comments are transmitted to the Project Manager during a subsequent meeting. More specifics are provided in the
QA/QC write-up at the end of this section.
TASK 3 -BID AND CONSTRUCTION SUPPORT SERVICES
Bid and construction support services will consist of the following:
• Attend pre-bid meeting.
• Respond to questions prior to bid opening.
• Attend pre-construction meeting and be available to respond to questions.
• Participate in final walk-through and prepare "punch-list of needed work, if requested.
Quality Assurance and Quality Control Process/Procedures
Quality Assurance/Quality Control is a key component to any project, and a critical component for this project that
encompasses numerous property owners, temporary encroachment permits and design elements. Quality Control
will be an ongoing task throughout the project. The initial effort will be in the development of a project specific
checklist that will establish specific tasks that need to be accomplished, the estimated completion date and a
signature block for the Project Manager to sign that the task has been completed and reviewed. David Anderson,
PE, Principal is responsible for overall Quality Assurance, and will ensure that all checklist items are addressed by
the Project Manager.
Submittals: For each of the milestone submittals, the Project Manager will be responsible to ensure that the
submittal meets the scope requirements. In addition to plan and specification review, the Project Manager will

compare the cost estimate to the project construction budget and review the results of the comparison with the
Project Engineer and, to the extent possible, develop a plan to keep the project within budget.
Schedule: The Project Engineer will prepare and maintain a Microsoft Project schedule that focuses on delivering
the project. The Schedule, Task Lists and Progress Reports will be used to list each task in the project to enable our
Project Manager to hold members accountable for delivery. We will provide a summary report regularly that shows
tasks completed, items that have changed, and schedule updates.
AndersonPenna Strategic Approach to a Quality Product:
• Understand the Project: Quality control starts at the beginning of the project through planning and
controls. At the forefront of the project, our Project Manager will discuss the proposed scope of work,
projected schedule, and estimated costs in detail with the City to ensure that the project scope and goals
are fully understood from the onset.
• The Right People for the Project: Our Project Team has extensive, relevant experience in completing
pedestrian-related design projects in Los Angeles and Orange County and with the City. The team that has
beeri formed will hit the ground running, delivering on schedule and within budget.
• Communication: Project Manager Bob Merrell, PE has an excellent track record communicating with
clients, subconsultants, staff, and stakeholder. Frequent communication and tracking of project progress is
integral to his approach to every project.
• Familiar Subconsultants: The subconsultants for this team have been selected because of their expertise,
their prior performance, and we have successfully completed other projects together.
• Schedule Control: APP employs project management tools that forecast staff requirements and labor
allocations three month in advance.
