SELECTION OF CITY MANAGER RECRUITMENT FIRM

RECOMMENDATION
1) Select the executive recruiting firm to conduct the City Manager recruitment; and, 2)
Direct Staff to develop the professional services agreement.
DISCUSSION
At the February 4, 2014 meeting, the City Council directed Staff to solicit executive
recruiting firms for the purpose of recruiting a new City Manager.
On February 11, 2014, Staff released the Statement of Qualifications and Proposal
Memorandum to eight (8) industry-renowned executive recruitment firms. Those firms
included: Alliance Resource Consulting LLC, Ralph Andersen & Associates, Avery
Associates, Teri Black and Company, CPS-HR Consulting, Bob Murray & Associates,
Peckham & McKenney, and Slavin Management Consultants.
The closing date for submission of proposals was February 26, 2014. Staff received seven
proposals with CPS-HR Consulting being the only executive recruiting firm not to submit a
bid. Those seven (7) Statement of Qualifications and Proposal bids were sent to the City
Manager Recruitment Firm Selection Ad Hoc Subcommittee, comprised of Councilwoman
Brooks and Councilman Campbell, on February 27, 2014 for review.
On March 5, 2014, Staff met with the City Manager Recruitment Firm Subcommittee
comprised of Councilwoman Brooks and Councilman Campbell and discussed, at length,
the various proposals. The Subcommittee recommended the following executive recruiting
firms to be interviewed by the entire Rancho Palos Verdes City Council:

o Alliance Resource Consulting LLC;
o Avery Associates;
o Bob Murray & Associates; and
o Teri Black and Company.
On March 31 and April 2, 2014, the City Council interviewed the four executive
recruitment firms. Alliance Resource Consulting and Teri Black & Company were
interviewed at the first meeting and Avery Associates and Bob Murray & Associates
were interviewed at the second meeting. Because Councilwoman Brooks had an
excused absence from the April 2nd meeting, the Council continued the selection
decision to this evening's meeting, so that Councilwoman Brooks would have an
opportunity to speak with the last two firms before the Council made the final selection.
The next step after the selection of the executive recruiting firm and the execution of the
professional services agreement (tentatively scheduled for April 29th) will be for the
recruiter to meet with the Council to determine what qualification and attributes they
would like in the new City Manager and begin any community outreach efforts, as
directed by the Council.
