BACKGROUND The filling of all vacant full-time positions has been on hold since last year,pending the completion of Pension Revisions initiated in 2011 and a Citywide Organizational Assessment initiated in 2012. Pension Revisions On February 5,2013,the City Council received a report on the status of Pension Revisions.A new 2 nd Tier went into effect on October 6,2012 with the adoption of Ordinance No.538U.Subsequent to the Council's action to establish the 2 nd Tier,the State of California passed AS 340 which created a 3 rd Tier of further restricted pension benefits for all new participants to the CalPERS system hired after January 1,2013. On February 5th ,the Council authorized staff to move forward with recruitment for a Senior Administrative Analyst -Emergency Services in the City Manager's Office and a Staff Assistant II in the City Clerk's Office.Pending the completion of the Citywide Organizational Assessment,staff was further directed to initiate the preliminary 5-1 Filling of Staffing Vacancies May 7,2013 Page 2 recruitment process of the five (5)other staff positions listed in the staff report,but with direction to the City Manager to return to Council before any decisions or offers are made. Citywide Organizational Assessment On July 17,2012,the City Council entered into a professional services agreement with the Matrix Consulting Group to prepare a Citywide Organizational Assessment.Matrix's final report was submitted to City Council on April 16,2013.In that report,Matrix made 62 recommendations,and of those,identified ten (10)positions that needed to be filled. These ten positions include the two that Council authorized staff to fill on February 5th . DISCUSSION The City currently has 56 budgeted full-time positions in FY12-13.Pursuant to the Council's prior direction on February 5th ,the City conducted recruitments and has filled the two authorized positions of Senior Administrative Analyst and Staff Assistant II. Based on the City's remaining staffing needs and workload,and taking into consideration the recommendations provided by the Citywide Organizational Assessment,the City Manager's Office proposes to move forward with recruiting and filling the following eight (8)positions: City Manager's Office 1.Human Resources Manager Recruitment has been completed Pending Offer Finance and Information Technology Department 2.Information Technology Manager Community Development Department 3.Administrative Staff Assistant Public Works Department 4.Deputy Director,Public Works 5.Assistant Engineer 6.Director,Public Works Recruitment has not been started Recruitment has not been started Recruitment has not been started Recruitment has not been started Recruitment has not been started 5-2 Filling of Staffing Vacancies May 7,2013 Page 2 Recreation and Parks Department 7. 8. Director,Recreation and Parks Administrative Staff Assistant Recruitment has started;closed 5/6/13 Recruitment has not been started In addition to the above vacant positions,employees are retiring or leaving City service and staff will recruit for these positions as needed.Once the positions listed above are filled,and the current vacancies due to retirements are filled,the City will still be within its full staffing authorization. FISCAL IMPACT Funds for the Deputy Director of Public Works position is not currently included in the FY13-14 draft budget.Inclusion of this position would increase General fund expenditures by an estimated $175,000 for salary and benefits combined.Funding for all of the other positions recommended by Matrix in the Citywide Organizational Assessment is included in the FY13-14 draft budget. 5-3
