RECOMMENDATION
1) Receive and file the list of executive recruiting firms as recommended by the City
Manager Recruitment Firm Selection Ad Hoc Subcommittee; and 2) Select Wednesday,
April 2, 2014 for the City Council to conduct interviews of the executive recruiting firms.
DISCUSSION
At the February 4, 2014 meeting, the City Council directed staff to solicit executive
recruiting firms for the purpose of recruiting a new City Manager.
On February 11, 2014, Staff released the Statement of Qualifications and Proposal
Memorandum to eight (8) industry-renowned executive recruitment firms. Those firms
included: Alliance Resource Consulting LLC, Ralph Andersen & Associates, Avery
Associates, Teri Black and Company, CPS-HR Consulting, Bob Murray & Associates,
Peckham & McKenney, and Slavin Management Consultants.
The closing date for submission of proposals was February 26, 2014. Staff received seven
proposals with CPS-HR Consulting being the only executive recruiting firm not to submit a
bid. Those seven (7) Statement of Qualifications and Proposal bids were sent to the City
Manager Recruitment Firm Selection Ad Hoc Subcommittee, comprised of Councilwoman
Brooks and Councilman Campbell, on February 27, 2014 for review.
On March 5, 2014, Staff met with the Subcommittee and discussed, at length, the various
proposals. By the end of the discussion, the Subcommittee recommended the following

executive recruiting firms to be interviewed by the entire Rancho Palos Verdes City
Council. Those firms are:
o Alliance Resource Consulting LLC;
o Avery Associates;
o Bob Murray & Associates; and
o Teri Black and Company.
The proposed to conduct these interviews is Wednesday, April 2, 2014, beginning at 6:30
P.M. at the Point Vicente Interpretive Center.
The next step after the selection of the executive recruiting firm will be for the recruiter to
meet with the Council to determine what qualification and attributes they would like in the
new City Manager. To date, the recruitment is tracking on schedule based on the time line
presented to the Council on February 4, 2014.
