RECOMMENDATION Authorize the City Manager to execute a purchase contract with Wondries Chevrolet of Alhambra in the amount of $54,892.40 for the purchase of two Chevrolet Equinox,All Wheel Drive (AWD)vehicles and associated accessories,such as light bars and front door City logos. BACKGROUND The City currently has 11 vehicles in its fleet including four (Prius)assigned to the Community Development Department,for building and code enforcement inspections,view restoration field work,zoning permit site visits,facility,parkland,and open space site visits, as well as other city-related business.Two of the four Prius assigned to the Community Development Department are fully depreciated,have rising maintenance costs,and require replacement.It is the Public Works Department vehicle maintenance policy to replace fully depreciated vehicles to assure vehicle safety,utility,lower maintenance costs,and to maintain City resource value. C-1 Staff is recommending the purchase of two Chevrolet Equinox AWD vehicles to replace two existing Prius.The Chevy Equinox is a more versatile SUV equipped with a wider/higher wheel base clearance than the current Prius and can maneuver through in- climate weather conditions,climb and descend steep terrain,go off road to construction sites,open space and trail locations.The two vehicles will be equipped with light bars, front door city logos,have ability to manage on road emergencies,carry inspection equipment,traffic control devices,and emergency supplies. DISCUSSION Air Quality Management District (AQMD)grant funds are being used for the purchase of two Chevrolet Equinox AWD vehicles.Staff worked with AQMD personnel and the California Air Resources Board to insure the vehicles meet State of California AB 2766 Subvention Fund Program guidelines.These include Miles per Gallon,Vehicle Carbon Footprint,and clean air choice 2013 models list for partial zero-emissions.Fulfilling these AB 2766,requirements satisfies grant reimbursement fund guidelines for the city. Staff further researched and found an opportunity to take advantage of the State of California Department of General Services Procurement Contract for vehicle purchases. Although additional bids were requested from other Southern California Chevrolet dealers as listed below,the State contract price was the lowest after light bar installation,discount, rebates,delivery,documentation fees,and sales tax. CONCLUSIONS Staff requests the Council's approval to authorize the City Manager to execute a purchase contract with Wondries Chevrolet of Alhambra in the amount of $54,892.40 for the purchase of two Chevrolet Equinox AWD vehicles and accessories. FISCAL IMPACT The adopted FY 2012-2013 budget includes $60,000 in AQMD grant funds for vehicle purchase,which provides adequate funding for staff's recommendation. FuelBSaving Technologies Continuously Variable Valve Timing (WT)adjusts airflow in and out of the combustion chamber under all engine speeds,which makes for better fuel economy and lower emissions.With Direct Injection,fuel is injected directly into the combustion chamber in one of two ways;either before air flows into the cylinder or at the same time,resulting in efficient power generation and fuel consumption. Low-mass materials,such as an aluminum engine block and cylinder head,reduce engine workload and contribute to better fuel economy.An electronically controlled six-speed transmission allows the engine to operate at a lower rate of speed as compared to transmissions with fewer gears,which results in better fuel economy The engine has been factory-filled with engine oil meeting GM's new dexos ™specification, which has improved viscosity characteristics as compared to the previous GF-4 oil,contributing to better fuel economy Electric power steering uses an electric motor instead of an engine-driven belt,which results in a lighter overall workload and better fuel economy (4-cylinder models only) C-3 Responsible Manufacturing The transmission facilities are landfill-free.These facilities use a process to reuse,recycle or convert to energy all waste created in their daily operations,which conserves resources. The Ingersoll,ON,assembly facility,Warren,MI,transmission facility and Spring Hill,TN,engine facility feature designated habitat areas certified by the Wildlife Habitat Council,which provide ecological benefits. Endgof-Ufe Recyclability After the vehicle's useful life,85%of it is recyclable.The majority of its components can be broken down and recycled,which conserves resources and reduces landfill deposits.
