DUHOVIC FEBRUARY 18, 2014 AUTHORIZATION TO INITIATE DISCUSSIONS WITH RESPECT TO THE USE OF MIRALESTE INTERMEDIATE SCHOOL ATHLETIC FACILITIES CAROLYNN PETRU, ACTING CITY MANAGER RECOMMENDATION At the study session held on February 18, 2014, authorize Rancho Palos Verdes Mayor Jerry V. Duhovic to initiate preliminary discussions with the Palos Verdes Peninsula Unified School District ("PVPUSD"), specifically School Board President Erin LaMonte, and Marymount California University ("MCU"), specifically MCU President Dr. Michael Brophy, to analyze the feasibility of entering into a tri-party agreement between the City of Rancho Palos Verdes ("City"), PVPUSD and MCU for the shared use of the Miraleste Intermediate school ("Miraleste") athletic facilities. EXECUTIVE SUMMARY I am requesting authorization to initiate preliminary discussions with the Palos Verdes Peninsula Unified School District, specifically School Board President Erin LaMonte, and Marymount California University, specifically MCU President Dr. Michael Brophy, to analyze the feasibility of entering into a tri-party agreement between the City of Rancho Palos Verdes, PVPUSD and MCU for the shared use of the Miraleste Intermediate school athletic facilities. It is my understanding that over the years, the idea of a formal agreement between PVPUSD and the City has been floated with respect to a shared usage/shared improvement cost/shared maintenance cost arrangement between the two parties. In that MCU has a CUP revision application pending for a proposed athletic field at the MCU campus, I believe that initiating a dialogue now among the three parties is particularly timely and appropriate. However, the exploration of the shared use proposal that I am proposing should not be construed in any way as altering or interfering with the City's process to review and consider MCU's application regarding the athletic field (or any other application that is filed by MCU). SS 2a-1 Authorization to Initiate Discussions-Use of Miraleste Intermediate School Athletic Facilities February 18, 2014 Page 2of2 I have met briefly with both Ms. LaMonte and Dr. Brophy to gauge the interest level in investigating the possibility of shared use of the Miraleste athletic facilities by the City, PVPUSD, and MCU. They both expressed a willingness to have discussions about potential scenarios for shared use. We agreed that prior to engaging in any substantive or detailed discussions, we should each seek and receive authorization from our respective governing bodies prior to proceeding. The relevant decision-making bodies are the Rancho Palos Verdes City Council, PVPUSD School Board and the MCU Board of Trustees, respectively. The goal of the discussions would be to identify: • the level of interest by the parties; • the feasibility of entering into such an agreement; • the macro level deal points; • a preliminary framework as to what a potential tri-party agreement might look like. Obviously none of the participants in these discussions is authorized to obligate any party to any proposal, contract, agreement, etc. All action items and proposals would need to be presented, vetted and approved by each of the aforementioned governing bodies. Per the City Council Rules of Procedure, Section 3.6 entitled Study Session Meetings, I am asking the City Council to take action at the Study Session during the February 18, 2014 meeting, so the discussions can occur and this issue can be explored immediately by the three parties. ALTERNATIVES Take no action. FISCAL IMPACT There is no fiscal impact associated with approving the recommendation to open a dialogue with PVPUSD and MCU. Attachments: None SS 2a-2
