RECOMMENDATION
1)ADOPT RESOLUTION NO.2013-_,A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES,CHANGING THE NAME OF THE TRAFFIC
SAFETY COMMISSION TO TRAFFIC SAFETY COMMITTEE;and,2)Appoint the
Chair to each of the following City Advisory Boards:Planning Commission (PC),
Finance Advisory Committee (FAC),Oversight Committee for the Water Quality Flood
Protection Program (Storm Drain OC),Traffic Safety Commission/Committee (TSC),
and Emergency Preparedness Committee (EPC).
DISCUSSION
Renaming of Traffic Safety Commission to Traffic Safety Committee
Mayor Brooks recently raised a concern that the name of the Traffic Safety Commission
should be changed to Traffic Safety Committee.Since the Planning Commission is the
only advisory board that makes quasi-judicial decisions,and the City's other advisory
boards are called committees,the name change of this board from a Commission to a
Committee is consistent with that practice.
As a way of providing some background on this particular advisory board,on November
18,1975,the City Council established a Traffic Committee by adoption of Resolution
No.75-93.On February 16,1993,the City Council adopted Resolution No.93-9 that
revised the Traffic Committee's basic charter establishing the Committee's purpose and
duties.On February 21,1995,the City Council adopted Resolution No.95-17,once

again amending the charter of the Traffic Committee.And finally,on December 7,
2004,the City Council adopted Resolution No.2004-101,whereby the Traffic
Committee was disestablished and the Traffic Safety Commission (TSC)was
established.
On August 19,2008,after the completion of the 2008 Organization-Wide Assessment
Report from Management Partners,the City Council adopted Resolution No.2008-77
establishing the Traffic Safety Commission's Mission Statement,size of membership,
frequency of meetings,with an annual work plan to be presented to the City Council.
The TSC work plan was last updated and approved by the City Council on July 17,
2012.
The change of the name of the advisory body from Traffic Safety Commission to Traffic
Safety Committee will not affect the functionality of the body,or cause any change to its
Mission Statement,membership,frequency of meetings,or annual work plan.
Appointment of Chairs to City Advisory Boards
On December 19,2012,staff notified the members of the PC,FAC,and Storm Drain
OC that in late February or early March (after appointments to boards with open seats
were completed)that the Council would consider the appointment of a new Chair to
these respective boards.Staff asked those who were interested to notify the City Clerk
no later than February 8,2013..
On February 6,2013,appointments were made to the TSC and the EPC.The next
day,staff notified the members of the TSC and EPC that Council would be making
appointments of a new Chair to each of those advisory boards in March,advising those
who were interested to notify staff by February 18,2013.
The current Chairs of the five City advisory boards were appointed on the following
dates:

Staff heard back from one member of each advisory board as to his interest in serving
as Chair,except for the FAC,where two members expressed interest in the position.
The advisory board members listed below have expressed an interest in serving as
Chair of the following boards for 2013:

Earlier this evening,Council conducted interviews of the two candidates interested in
serving as Chair of the Finance Advisory Committee.Staff has prepared ballots for the
Council's use in the selection of Chair of the Finance Advisory Committee.
As only one member from each of the other City Advisory Boards has indicated a desire
to be considered as Chair of that board for 2013,staff suggests that Council forego the
interviews and consider the appointments of the following:
Dave Emenhiser to the Planning Commission
Lowell Wedemeyer to the Storm Drain Oversight Committee
Bryan Klatt to the Traffic Safety Commission
Tim Weiner to the Emergency Preparedness Committee.

RESOLUTION NO.2013-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES CHANGING THE NAME OF THE TRAFFIC SAFETY COMMISSION TO
TRAFFIC SAFETY COMMITTEE.
WHEREAS,on November 18,1975,the City Council established a Traffic
Committee with the adoption of Resolution No.75-93;
WHEREAS,on February 16,1993,the City Council adopted Resolution 93-9 which
revised the basic charter which established the Traffic Committee's purposes and duties;
WHEREAS,on February 21,1995,the City Council adopted Resolution 95-17
establishing a Traffic Committee and amending Resolution 93-9;
WHEREAS,on December 7,2004,the City Council adopted Resolution 2004-101,
disestablishing the Traffic Committee and establishing a Traffic Safety Commission;
WHEREAS,on August 19,2008,the City Council adopted Resolution 2008-77,

NOW,THEREFORE,THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND,DETERMINE AND RESOLVE AS FOLLOWS:
Section 1.The name of the Traffic Safety Commission shall be changed to Traffic
Safety Committee.The Traffic Safety Committee shall function in the same manner as the
Traffic Safety Commission,with no change to its Mission Statement,membership,
frequency of meetings,or annual work plan.

I note on your March 5th meeting you will be selecting Chairpersons for some of our Committees and
Commissions,including our Planning Commission.
The purpose of this brief note is to heartily endorse for Chairman of your Planning Commission our
current Vice Chairman Dave Emenhiser.
Dave's involvement in civic activities goes back to his days at Indiana University while studying for his
Doctorate.Dave served under Mayor Hudnut of Indianapolis,Indiana,a city of over one million (and
my hometown),in planning and executing affordable housing plans.Dave left to expand into non-
profit businesses and eventually settled here in RPV.He has served our City in many positions,
including Vice Ohairman then Chairman of our Finance Advisory Committee.Dave has been active
for years as Sea Bluff's representative to CHOA while serving as Sea Bluff's vice president and
president numerous times and,as each of you know,is the initiator /sponsor of our area HaAs
Council Candidates debates.
Over the past year Dave has served as Vice Chairman of our Planning Commission and I
understand,at your March 5th meeting,will stand as a candidate for Chairman.As a member of your
Planning Commission,I support Dave 100%and thank you for giving him your consideration.
