COMPLETION OF PENSION REVISION PROCESS &
STATUS OF VACANT POSITIONS

RECOMMENDATION
1)Confirm that staff has complied with Council's direction to hold personnel
recruitments in abeyance until revision to the City's contract with CalPERS for a second
tier pension plan was completed;and
2)Having implemented the 2 nd Tier pension revision as well as the State's AS 340
pension reform,Council to receive and file the list of staff recruitments to be initiated
immediately in a prioritized manner.
BACKGROUND
On September 20,2011,the City Council approved the recommendations made by the
City Council Pension Revision Subcommittee (Wolowicz/Long)and with concurrence by
the City's consultant,Management Partners,to adopt revisions to the City's pension
plan to attain sustainability and cost control for current employees and new hires.In
that recommendation,it was requested that CalPERS prepare a contract amendment to
establish a 2
nd Tier benefit formula for new employees based upon 2%@ 60 formula
with determination of final compensation based upon the average of the three highest
years.All vacant full-time positions were put on hold until the new 2nd Tier went into
effect,which occurred on October 6,2012 with the adoption of Ordinance No.538U.
Subsequent to the adoption of Ordinance No.538U,the State of California passed AS
340,effective January 1,2013,which created a 3
rd Tier of further restricted pension
benefits.All new participants to the CalPERS system after January 1,2013 will enter
this 3rd Tier.

The pension revision initiated by the City Council in 2011 is now complete and in effect,
as are the subsequent pension revisions enacted by the State.Therefore,the pension
benefits for all employees hired in the future will comply with the rules and regulations
for all three pension tiers.
DISCUSSION
The City currently has 56 budgeted full-time positions in FY 12-13.Below is a list of
positions that have been on hold which have either been held vacant or filled by
temporary personnel.Based on the City's staffing needs and workload,the City
Manager's Office will move forward with recruiting for the following positions:
1.Senior Administrative Analyst -Emergency Services,City Manager's Office
2.~uman Resources Manager,City Manager's Office
3.Staff Assistant II,City Clerk's Office
4.LT.Project Manager (Senior Information Technician)-Finance and Technology
Department
5.Director of Recreation and Parks,Recreation and Parks Department
6.Administrative Staff Assistant,Recreation and Parks Department
7.Administrative Staff Assistant,Community Development Department
Recruitment for the following positions will be held off at this time:
Director of Public Works -Public Works Department,currently under contract for
interim services for up to one year.
Assistant Engineer -Public Works Department,currently filled as an intern.
Once these listed positions are filled,the City will still be within its full staffing
authorization.
FISCAL IMPACT
There is no fiscal impact as all positions are authorized and funded in the FY 12-13
Budget.
