Subject: Re-establishment of an Equestrian Committee for Rancho
Palos Verdes
Several members of the community with interests in horses have approached me requesting
that the city re-establish the Equestrian Committee in Rancho Palos Verdes. I support this
request due to the fact that Rancho Palos Verdes has enough horse enthusiasts to qualify these
individuals as a group having unique needs within the community that should be addressed and
recognized by the city. As a semi-rural community RPV has a diverse concentration of horse
areas with the predominate areas being the North Side of the city and in Portuguese Bend.
These areas are separated by several miles but use connecting trails and routes. Having
adequate side-walks, paths and trails to ride their animals is an important concern for horse
riders and owners. Having to coexist and not having any conflicts on these right of ways with
various kinds of traffic i.e. cars, bikes, people is a growing challenge that these stakeholders and
city should address through a forum such as an Equestrian Committee.
Many important ideas and recommendations can be developed and challenges identified
through the efforts of appointed citizens and the city working together to find solutions.
My recommendation to the council is that a 5 member committee be created and that
members of the public who have experience with horses (but not mandatory to serve on the
committee) apply for positions on the committee.
It is also my recommendation that the committee meet 1-2 times per year to address and
resolve the challenges to their unique needs so that horse users/owners and public will
continue to enjoy all that our city has to offer. The committee could work with the recreation
and parks or community development departments that could oversee this type activity but
staff should recommend to the council which is the best fit within the city structure.
