RECOMMENDATIONS
1)Approve the amendment to the Fiscal Year (FY)2012-2013 CDBG Program to
reallocate $64,785 from prior years unallocated funds for the Blackhorse Road
CDBG Access Ramps -ADA Compliance Project-Phase 2;
2)Authorize the Interim Director of Public Works to execute the agreement for CDBG
projects with the Los Angeles County Community Development Commission;and
3)Adopt Resolution No.2013-xxx,A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES,AMENDING RESOLUTION NO.2012-
43,THE BUDGET APPROPRIATION FOR FY 2012-2013,FOR A BUDGET
ADJUSTMENT OF $64,785 TO THE CITY'S COMMUNITY DEVELOPMENT
BLOCK GRANT FUND.
BACKGROUND
On December 18,2012,the City Council awarded Construction and Construction
Management/Inspection Services Contracts for the Blackhorse Road CDBG Access
Ramps -ADA Compliance Project.Staff indicated in the report to City Council that a

separate project (Phase 2)would be required due to LA Metro's comments that resulted
in additional work and were received after the project was let for bid.LA Metro has
requested the City to extend the Blackhorse Road improvements by an additional 20 feet
north resulting in increased sidewalk,a tree removal and additional retaining wall.The
report also indicated that at the second meeting in January 2013,staff will request City
Council's approval to authorize Phase 2 of the project and utilize unallocated CDBG funds
towards the improvements requested by Metro's request.
DISCUSSION
The project scope includes relocating an existing bus stop approximately 20 feet north of
the currently designed location,tree removal,construction of additional sidewalk and
modifications to an existing wall.The project improvements will upgrade existing
conditions along Hawthorne Blvd near Blackhorse Road to improved public transit
accessibility for the elderly and severely disabled.A project location map is included as
an attachment.
Staff has been notified by the Community Development Commission (CDC)that $64,785
in unallocated CDBG funds is available for use on Phase 2 of the Blackhorse Road ADA
Improvements project.The City Council's approval of an amendment to the FY 2012-
2013 CDBG Program would authorize Phase 2 of the project and reallocate available
CDBG funds for the improvements requested by LA Metro.Upon approval of the
proposed reallocation of project funding by the City Council,staff will prepare the CDBG
documents for CDC review and approval.
Pursuant to the federal requirements,a notice for this public meeting was posted at City
Hall,Hesse Park and the Ladera Linda Community Center on December 14,2012.A
copy of the notice is attached to this staff report.
FISCAL IMPACT
The recommended action will authorize Phase 2 and the reallocation of $64,785 in CDBG
unallocated funds for the Blackhorse Road CDBG Access Ramps-ADA Compliance
Project.With adoption of Resolution No.2013-xxx,the Blackhorse Road CDBG Access
Ramps -ADA Compliance Project-Phase 2 budget will be programmed into the City of
Rancho Palos Verdes'FY 2012-2013 budget.

VERDES,AMENDING RESOLUTION 2012-43,THE BUDGET APPROPRIATION
FOR FISCAL YEAR 2012-2013,FOR A BUDGET ADJUSTMENT TO THE CITY'S
COMMUNITY DEVELOPMENT BLOCK GRANT FUND PROGRAM
WHEREAS,Section 3.32 of the Rancho Palos Verdes Municipal Code provides
that all expenditures in excess of budgeted allocations must be made by supplemental
appropriation of the City Council;and
WHEREAS,on June 19,2012,the City Council of the City of Rancho Palos
Verdes adopted Resolution 2012-43,approving a spending plan and authorizing a
budget appropriation for the 2012-13 fiscal year;and
WHEREAS,the City of Rancho Palos Verdes desires that the budget
appropriation for the FY 2012-13 Community Development Block Grant (CDBG)
program be increased;and
WHEREAS,a budget increase in the Community Development Block Grant
Program is necessary to authorize the expenditure of funds for the Blackhorse Road
Americans with Disabilities Act (ADA)Improvements Project-Phase 2;
BE IT,THEREFORE RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES:

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)PROGRAM
NOTICE IS HEREBY GIVEN that the City Council of the City of Rancho Palos Verdes will
conduct a public meeting to receive citizen input on the reallocation of Fiscal Year 2012-
2013 Community Development Block Grant (CDBG)Funds.In accordance with the U.S.
Department of Housing and Urban Development (HUD)regulations,public notices and/or
public hearings are required if there is a proposed new project,substantial change,or
project cancellation.The proposed reallocation is a revision to the CDBG Consolidated
Plan (Action Plan)which identifies projected use of funds for Fiscal Year 2012-2013 for
submission to HUD.The proposed change to the CDBG Program is as follows:

Project funding for the Blackhorse Road ADA Improvements-Phase II Project will be used

clearances for the elderly and severally disabled and remove existing material barriers in
the sidewalk along Hawthorne Blvd.
Said public meeting will be held on January 15,2013 at 7:00 p.m.,in the City Council
Chambers of Hesse Park,located at 29301 Hawthorne Boulevard.
Interested parties wishing to comment on the proposed reallocation are invited to submit
any written comments and/or questions to Judy Huey,Senior Administrative Analyst,Public
Works Department,City of Rancho Palos Verdes,CA 90275,or may visit the public
