RECOMMENDATIONS
Reject all bids received for the subject project on December 4,2012.
BACKGROUND
Current facility components at Robert Ryan Park (11.6 acres)include a recreation
building,an office for staff,restrooms,a baseball field,basketball court,children's
playground,picnic facilities,maintenance yard and shed,and two off street parking lots.
Ryan Park is frequently used by the community and specifically by young athletes over
the weekends and during the holidays or special events.
The restrooms at Ryan Park were built in 1969 and have not had any major improvements
since.The restrooms are in poor condition and not compliant with ADA requirements.
Additionally,the lower parking lot which is designated for use by persons with disabilities,
and the pathway connecting these facilities to the restrooms,are not ADA compliant.
The goal of the proposed improvements is to improve service to the community by making
the restrooms facilities safe,accessible and in good condition.Willdan Engineering and
Alexander &Hibbs AlA,Inc.prepared the plans,specifications and cost estimate for the

engineering and architecture aspects of this project respectively.
DISCUSSION
The project was advertised and sealed bids were received and opened at 11 :00 a.m.on
December 4,2012.The following table summarizes the bids received:

Staff asked the City Attorney to review some irregularities in the first and second lowest
bidders'bids.The City Attorney recommends against waiving these irregularities.The
rest of the bids are noticeably higher than the engineer's estimate,and Staff therefore
recommends rejection of all bids received in order to re-bid the project.
CONCLUSION
Approving staff recommendation can cause a construction delay of 3 to 6 months
depending on Ryan Park's scheduled events,however,considering the current bid
results,staff expects to receive bids which are responsive and reasonably close to the
engineer's estimate.
FISCAL IMPACT
The recommended action will incur a minor cost due to repeating the bidding process.
