RECOMMENDATION
1) Select a date for the conclusion of the California Joint Powers Insurance Authority
(CJPIA) Governance Training Workshop -staff suggests February 5, February 19, or
February 20, 2014; and, 2) Select a date for an Infrastructure Workshop -staff
suggests February 6, February 7 or February 12, 2014, or any other date the Council
suggests.
DISCUSSION
CJPIA Governance Training Workshop (Conclusion)
On December 17, 2013 the Council unanimously voted to complete the leadership
training with the CJPIA. Subsequent to that decision, Human Resources Manager
Robinson, at the direction of City Manager Lehr, sent an email (attached) with
suggested dates for that training. It is anticipated that the training will take
approximately 4 hours; therefore, staff does not recommend adding it to a regular
Council meeting agenda. Staff suggests the Council select one of the following dates
for the CJPIA Workshop, with the meeting to begin at 6:00 P.M.: February 5, February
19, or February 20, 2014.
Infrastructure Workshop
There is a need to hold an additional Council meeting dedicated to the discussion of the
long range infrastructure needs of the City. It is anticipated that the Infrastructure
Workshop will take approximately 3-4 hours, and at Council's direction could call for
participation pf the Finance Advisory Committee and other Advisory Boards; therefore,
staff recommends a dedicated meeting to allow ample time for the discussion of the
City's infrastructure needs. On January 10, 2014, City Manager Lehr sent an email

(attached) to the Council suggesting that this workshop be held on Saturday, February
8, 2014 or Sunday, February 9, 2014. Council's response was not overwhelmingly in
favor of either of these dates; therefore, staff suggests the Council select one of the
following dates for the Infrastructure Workshop, with the meeting to begin at 6:00 P.M.:
February 6, February 7 or February 12, 2014, or any other date the Council suggests.

I did hear back from some of you and I thank you for your reply. I do understand that afternoons do conflict with some
of your schedules, so CJPIA would like to offer the evening dates of Wed., Feb. 5th, Wed., Feb. 19th, or Thur., Feb. 20th
beginning at 6:00 p.m. for the follow up training.

Hello Mr. Mayor and Council Members,
You may recall that the Council approved at the Dec 17th Council Meeting to have the second part of the CJPIA training.
have been asked by CJPIA to see if the Council is amenable to having this four (4) hour training prior to a regularly
scheduled Council Meeting in February rather than having a special evening meeting.
Please let me know if you are agreeable to this so I can coordinate with CJPIA and get this follow up training scheduled.

Infrastructure Workshop Dates
I had an opportunity to speak to a few of you at Tuesday's Council meeting about scheduling an additional Council
meeting dedicated as an Infrastructure Workshop. If the Council agrees to set a date, the workshop would provide a
forum for discussing long range infrastructure issues. The specific topics and objectives would be reviewed and
approved by the Council in advance, but staff would like to establish a tentative date for planning purposes.
The workshop wo~ld likely require a three-hour meeting, and as such, staff anticipates the Council might consider a
morning or afternoon session on Saturday, February 8 or Sunday, February 9. Your feedback as to availability is
appreciated, and will be followed up with a staff report to the Council to establish the date, program topics, public
outreach and so on.
