RECOMMENDATIONS
1. Approve including the Western Avenue Traffic Operations Improvement Project
into the South Bay Measure R Highway Program administered by the South Bay
Cities Council of Governments; and
2. ADOPT RESOLUTION NO. 2015-_ A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF RANCHO PALOS VERDES IN SUPPORT OF THE SOUTH
BAY MEASURER HIGHWAY PROGRAM PROJECT LIST.

BACKGROUND
Measure R is a one-half cent sales tax approved by Los Angeles County voters in
November 2008 to meet the transportation needs of Los Angeles County. One
component of Measure R is the South Bay Highway Program that will provide
approximately $906 million (in 2008 dollars), or roughly $1.4 billion in inflated dollars, over
30 years for much needed ramp and interchange investments to improve the operation
of 1-405, 1-110, 1-105 and SR-91 in the South Bay. The scope of eligible investments also
includes local arterial, signal synchronization and park-and-ride projects that can be

demonstrated to have a significant operational improvement (nexus) to the state highway
system.
Los Angeles County Metropolitan Transportation Authority (Metro) oversees the
distribution of funds and will enter into a project-specific Funding Agreement (FA) with
each project's lead agency that will establish the project schedule and cost estimate. The
Measure R Highway Program is a full cost-reimbursement program subject to annual
audit requirements by Metro. The City has up to five years to spend the funds allocated
to it in a particular fiscal year.
Western Avenue is the only eligible arterial within Rancho Palos Verdes for which
Measure R funds can be used. The South Bay Cities Council of Governments (SBCCOG)
has identified Western Avenue as being a qualified arterial demonstrating operational
improvement needs that would benefit the South Bay region.
DISCUSSION
To efficiently utilize the funds allocated for the City, an Implementation Plan is being
developed in a collaborative process under the policy guidance of the SBCCOG Board of
Directors and the technical auspices of a working group that includes South Bay city staff,
County Public Works, Metro and Caltrans. The South Bay Infrastructure Working Group
is serving as the Technical Advisory Committee for the program.
The Plan will be prepared so that it can be updated periodically as needed. The
Implementation Plan process to date has:
• Identified eligible projects -including identifying the criteria that makes them
eligible;
• Developed a project assessment system to prioritize and group projects using
the following criteria:
o Project readiness
o Multi-jurisdictional effort
o Level of congestion relief
o Regional significance and intermodal integration
o Project need and benefit to transportation system
o Cost effectiveness
o Land use, environmental compatibility, and sustainability
• For each project, established a realistic and achievable project implementation
schedule as well as recommended lead agency;
• Developed a list of projects that can be constructed in the near-term (2-5 years);
and
• Developed a Measure R funding allocation plan for the projects based on the
anticipated fiscal year allocations from Metro to the South Bay program.
PROPOSED RPV MEASURE R PROJECT
The Infrastructure Working Group has endorsed a Project List for the South Bay Cities
through Fiscal Year 2020-21 to be implemented.

The Project List includes one project for the City of Rancho Palos Verdes for an
approximate funding of $3,200,000 to facilitate and improve traffic flow along Western
Avenue. Traffic flow improvements include traffic signal synchronization, adding and
lengthening turn lanes, adding protected turn signals and improving traffic signal timing
to reduce delay. The Western Avenue Traffic Operations Improvement Project is
currently approved and included in the Five Year Capital Improvement Plan and
scheduled for funding in Fiscal Year 2016/2017.
Measure R funding will be available to assist the implementing agencies with
completing all preliminary engineering work, including feasibility studies and preparation
of environmental documents as needed. Upon completion of the pre-final design work
and environmental documents, additional Measure R funding may be allocated in future
years for project design and construction.
The South Bay Measure R Highway Program is a cost-reimbursement program with
no matching fund requirements. Staff time in project development and construction
oversight is also reimbursable. The Program has the same audit requirements as the
Metro "Call for Projects" program.
SBCCOG has requested that the City Council of each city with eligible projects confirm
their commitment to the projects by adopting a resolution (Attachment A) in support
of the South Bay Measure R Highway Program project list. This is to demonstrate to
Metro that the lead agencies concur in the funding application and are committed to
implementing the projects in a timely manner.
CONCLUSION
Western Avenue is a regionally significant arterial in need of operational improvements.
The SBCCOG has identified several projects that are eligible to receive Measure R
funding. Adoption of Resolution No. 2015-_ will confirm the City's support of the
program and approval of the Western Avenue Traffic Operations Improvement Project as
an eligible Measure R project would allow work to begin reducing delays on this important
arterial roadway.
ALTERNATIVES
As an alternative, the City Council may choose not to adopt the Resolution and consider
traffic improvements for Western Avenue at a later date.

PROJECT LIST
WHEREAS, the Measure R Expenditure Plan as approved by the voters of Los
Angeles County in November 2008 will provide approximately $906 million (in 2008
dollars), or roughly $1.4 billion in inflated dollars, over 30 years for much needed
ramp and interchange investments to improve the operation of 1-405, 1-110, 1-105
and SR-91 in the South Bay; and
WHEREAS, as a result of collaborative efforts involving the South Bay Cities
Council of Governments (SBCCOG), its member jurisdictions, the Infrastructure
Working Group (IWG), Caltrans and Los Angeles County Metropolitan Transportation
Authority (Metro), the scope of eligible investments also includes local arterial, signal
synchronization and park-and-ride projects that can be demonstrated to have a
significant operational nexus to the state highway system; and
WHEREAS, collaborative effort has resulted in the identification of over 57
cumulative projects totaling approximately $238 million to be implemented through
Fiscal Year 2020-21 of the South Bay Measure R Highway Program, and
WHEREAS, the City of Rancho Palos Verdes has been identified as being the
Lead Agency for implementation of the Western Avenue Traffic Operation Improvement
project on the Program project list, totaling approximately $3.2 million.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES, CALIFORNIA, DOES HEREBY:
1. Support and endorse the projects to be implemented through Fiscal Year
2020-21 of the South Bay Measure R Highway Program project list; and
2. Take these actions with the understanding that, for each Measure R
Highway Program funded project for which it is the lead agency, it will be
required by Metro to enter into a Funding Agreement (FA) with Metro which
will establish the project schedule, cost estimate and budget, and such
information for each project will be available for entering into the SBCCOG's
project list for tracking; and
3. Endorse and commit to making every good faith effort to complete each
project for which it is the Lead Agency pursuant to the schedule as set
forth in the FA, but in any event within the period ending five years after
a FA for the project is executed; and
4
4. Understand that the Measure R Highway Program is a cost-reimbursement
program subject to annual audit requirements by Metro.
