FISCAL IMPACT There is no fiscal impact associated with authorizing the Mayor to sign a letter supporting the "Palos Verdes Peninsula Village." BACKGROUND On November 6, 2015, Palos Verdes Peninsula Village CFO and former Rancho Palos Verdes Mayor Ann Shaw requested permission to make a presentation of the "Palos Verdes Peninsula Village" program to the City Council, seeking written support for the program (see attachments). Mrs. Shaw will make a presentation at tonight's meeting, and Staff has prepared a draft letter of support for the Mayor's signature. DISCUSSION The Palos Verdes Peninsula Village is part of a national movement of nearly two hundred (200) Villages across the United States which provide programs and support for people who choose to remain in their own homes as they get older. Nearly one-quarter of Rancho Palos Verdes residents are age 65 and older, which is nearly two-and-one-half 1 MEMORANDUM: Letter Supporting "Palos Verdes Peninsula Village" December 1, 2015 Page 2 times the average for Los Angeles County as a whole. The Village Movement arose out of community members' desire to reside in their own homes while being able to access services that address their changing lifestyles as they aged. At its core, the Village Movement is consumer-and customer-driven. Attached is an excerpt from the Palos Verdes Peninsula Village website (http ://www .peninsulavillage .net) that provides a summary of the local Village Movement efforts since 2014. As requested by Mrs. Shaw, a draft letter of support for the Palos Verdes Peninsula Village is attached to tonight's report. Also attached to tonight's report are similar support letters from 55th District State Assemblymember David Hadley and 4th District Los Angeles County Supervisor Don Knabe. CONCLUSION In conclusion, Staff recommends that the City Council receive the presentation about the "Palos Verdes Peninsula Village" program and authorize the Mayor to sign a letter of support. ALTERNATIVES In addition to the Staff recommendation, the following alternative actions are available for the City Council's consideration: 1. Do not authorize the Mayor to sign the support letter for the "Palos Verdes Peninsula Village." Research tells us that 90% of these seniors wish to remain in their own homes in the communities that they know and love. The Palos Verdes Peninsula Village is a local, non-profit, membership organization that is part of the national Village Network of almost 200 villages. Villages create virtual communities that provide programs and services so members can remain in their own homes and communities as they get older. Research shows that the Village model promotes social engagement and access to needed services. But, it also enriches the community. When seniors remain in their communities they continue to contribute by volunteering their time and talents to the many organizations in the area as well as buying locally, paying taxes and voting. We urge Rancho Palos Verdes to join Assemblyman David Hadley, Congressman Ted Lieu and Supervisor Don Knabe in their support of the vision and goals of the Palos Verdes Peninsula Village in providing a community for our seniors to age with independence, dignity, purpose and engagement. It is not enough "to just add years to our lives but more importantly to add life to our years." The vision of the Peninsula Village is a community where members continue to grow , engage with one another, and age with independence, dignity and purpose. Through its volunteers and referrals, it provides support and services for its members who have chosen to live in the communities and homes they love as they get older. Where we are today • The need: the population age 65 and older on the Palos Verdes Peninsula has increased. In 2010 there were 15,737 residents 65 or older, or 24% of the population, of which 2,213 residents were 85 or older. • The interest is clear: About 350 people attended the three meetings on the Village Concept in May 2014. Over 230 people filled out surveys indicating their interest in a Village in our community. • We are an incorporated, non-profit, membership organization that responds to the interests and needs of those who want to remain in their own homes as they age. Our five-member Board of Directors is busy and our 501 (c) 3 filing and tax exempt status are underway. • Four teams of volunteers have been working in the following areas: 1. Financials and Fundraising 2. Governance/Administration and Operations 3. Needs and Resources 4. Communications/Marketing and Outreach/Generate Membership • We anticipate opening in late 2015 with core programs, identified services, volunteer opportunities and a membership of about 60. • Additional programs, services, and referrals will be determined by members and staff. • Member benefits will include o Services such as door to door transportation, minor home maintenance and household help o Educational, cultural and social programs o Technology assistance and social media help o Referrals such as home health care, legal, financial, and many home service providers o Intergenerational connections o Member generated activities and affinity groups 0 • We will be housed with Peninsula Seniors , have a paid staff, an annual budget of approximately $150,000 from memberships , individual donations and grants . • Members don't have to live on the Peninsula.
