RECOMMENDATION
Adopt Resolution No. 2015-_, thereby approving the Energy Efficiency Chapter of the City
of Rancho Palos Verdes' Emissions Reduction Action Plan (ERAP) to voluntarily agree to
reduce communitywide and municipal energy usage to help the State of California meet its
goal to reduce GHG emissions by 15% below 2005 levels, as stated in Assembly Bill 32 .
FISCAL IMPACT
The efforts to prepare the research and action plan has been funded entirely by Southern
California Edison (SCE) and Southern California Gas Company (SCGC). The increased
energy efficiency that would result from the implementation of the measures in the action plan
would offset the improvement costs and would ultimately be a cost savings to the City. As
such, there are no fiscal impacts that result from the preparation of the ERAP.
BACKGROUND
On September 27, 2006, Governor Schwarzenegger signed Assembly Bill 32 (AB 32), which
required a reduction of greenhouse gas (GHG) emissions to 1990 levels by 2020. In addition
to AB 32, on April 29, 2015, Governor Brown issued a new Executive Order (B-30-15) to
establish a California GHG reduction target of 40% below 1990 levels by 2030. The lead
agency for implementing AB 32 is the California Air Resources Board (ARB), which set the
major milestones for implementing the program. The "scoping plan," created and adopted by
the ARB in 2008, proposes a comprehensive set of actions designed to reduce overall GHG
emissions in California, improve the environment, reduce dependence on oil, diversify energy
sources, save energy, create new jobs, and enhance public health. Targets were to be set
within two (2) years of adoption of the "scoping plan."

In 2010, the ARB adopted GHG emission reduction targets (targets), which were applicable
to each of the State's 18 Major Planning Organization (MPO) regions. The cities within the
South Bay are located within the MPO known as the Southern California Association of
Governments (SCAG), which is the entity charged with preparing the federally-required
Regional Transportation Plan I Sustainable Communities Strategy (RTP/SCS) for the SCAG
region. The reduction targets established by the ARB serve as one performance measure
within the RTP. Through a collaborative effort with multiple stakeholders, the ARB provided
each MPO region with the following reduction targets:
• Use of 2005 as the base year;
• Use of an efficiency-based metric (percent reduction in per capita GHG emissions);
• A methodology to allocate cross-MPO Vehicle Miles Traveled (VMT) to each
jurisdiction;
• Conservative 2020 targets (because actions that account for the 2020 built
environment had largely already been made); and
• Acknowledgement of the uncertainty of impacts due to the recession.
As part of the collaborative efforts across multiple statewide agencies, the South Bay Cities
Council of Governments (SBCCOG) actively participated in regional and state-level meetings
to monitor the efforts moving forward by SCAG to prepare the RTP/SCS plans, to ensure that
the regional plans do not have any unintended adverse effects on the cities of the South Bay.
In an effort to better assure a more tailored compliance with the State's and ARB's emission
reduction targets, the SBCCOG sought funding to take the lead on preparing emissions
reduction plans for each city within the South Bay.
In 2013/2014, the SBCCOG received a grant, funded by SCE and SCGC, to prepare the
Energy Efficiency Chapters for each of the Cities' emission reduction plans throughout the
South Bay, excluding the City of LA and the County of LA. Additionally, in June 2014, the
SBCCOG received an additional grant, funded by the Strategic Growth Council, to prepare
actions plans to reduce emissions from other sectors (waste, power storage, transportation,
etc.). Given that the SBCCOG opted to take the lead in preparing these action plans on behalf
of all the South Bay cities without imposing any costs to the cities, the City of RPV agreed to
work in collaboration with the SBCCOG on preparation of the City's ERAP. As a result, the
SBCCOG has prepared the Energy Efficiency Chapter for the City and the SBCCOG is
requesting that each individual City approve the Energy Efficiency Chapter of its emissions
reduction plans at this time.
DISCUSSION
The City's Energy Efficiency Chapter is comprised of two components, one for "community"
measures and the other for "municipal" measures. The "Community Energy Reduction
Measures" include six (6) main goals for increasing energy efficiency that would be applied
community-wide (applicable to residents, businesses, institutions, employees, etc.). The
"Municipal Energy Reduction Measures" include three (3) main goals for increasing energy
efficiency at City facilities.
The SBCCOG Staff met with City Staff from the Departments of Public Works, Community
Development, Recreation and Parks and the City Manager's office to discuss the Draft Energy
Efficiency Chapter and the measures proposed and tailored for the City of Rancho Palos

Verdes. As a result of this meeting, modifications were made to the measures proposed for
the City's Energy Efficiency Chapter. The modified measures are now being presented to the
City Council for approval. Staff believes that the proposed measures are consistent with the
City's current operations, goals and plans for reducing energy use, both at the municipal level
and community level. It is estimated that the City will reach energy reductions equal to State
goals by 2020 if the proposed measures are implemented at the level of effort described for
each. The measures are now being presented to the City Council for approval. Therefore,
Staff recommends that the City Council adopt the attached Resolution,
ADDITIONAL INFORMATION
SBCCOG Representative Attendance
To provide additional information on this item and to be able to answer any questions of the
City Council or the public, a representative of the SBCCOG will be in attendance at the
meeting. Additionally, a representative of the SBCCOG's Consultant (Atkins) will also be in
attendance.
Other South Bay Cities Adoptions
The SBCCOG has taken the lead to prepare the various chapters of these emissions
reduction action plans for all 15 cities throughout the South Bay, all of which will adopt similar
action plans by the end of November 2015. To date, three (3) cities have adopted their energy
efficiency chapters, a total of five (5) (Rolling Hills Estates, Hawthorne, Hermosa Beach,
Gardena and Lomita) are anticipated to adopt similar chapters by November 4, 2015, and the
remaining nine (9) -not including RPV -are anticipated to adopt similar chapters after
November 4, 2015.
Future Approval of the ERAP
As noted earlier, the Energy Efficiency Chapter that is being approved this evening is a
component of the larger ERAP that is also being prepared by the SBCCOG for the City at no
cost. The ERAP is intended to increase sustainability and GHG emission reductions through
waste, greening power generation/storage, land use and transportation measures that are
feasible and in line with the goals and policies of the City's General Plan, as restricted by the
Strategic Growth Council grant stipulations. This phase, and the entire is anticipated to be
before the City Council by the end 2016. When completed, the ERAP will be presented to the
City Council for approval.
CONCLUSION
As Staff has worked closely with the SBCCOG and their consultant to consider measures in
the overall ERAP that are feasible and tailored for the City of Rancho Palos Verdes, Staff
recommends that the City Council approve the Energy Efficiency measures identified in the
attached memos for inclusion in the City's ERAP.
ALTERNATIVES
1. Do not adopt the attached Resolution No. 2015-_ for the Energy Efficiency Chapter
of the ERAP, and direct Staff to continue working with the SBCCOG to complete

Phase II of the overall ERAP, and return to the City Council for consideration of a
complete and final ERAP, including Phase I and Phase II.
2. Identify any additional measures that the City Council would like to incorporate into
the final Energy Efficiency Chapter of the ERAP, direct Staff to work with the SBCCOG
to ensure the additional measures are included in the final Energy Efficiency Chapter,
and Adopt Resolution No. 2015-_.

RESOLUTION NO. 2015-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES APPROVING THE ENERGY EFFICIENCY CHAPTER
OF THE CITY'S EMISSIONS REDUCTION ACTION PLAN (ERAP).
WHEREAS, Rancho Palos Verdes is committed to excellence and leadership in the
community; and,
WHEREAS, Rancho Palos Verdes is aware of the economic, environmental, and societal
benefits of taking a lead role in the implementation of energy efficiency and reduction emissions
caused from excess energy usage; and,
WHEREAS, Rancho Palos Verdes has voluntarily agreed to reduce emissions created
within the City to help the State of California meet its goal to reduce emissions 15% below 2005
levels by 2020, as stated in Assembly Bill 32; and,
WHEREAS, energy efficiency measures included in the Energy Efficiency Chapter of the
ERAP are anticipated to reduce Rancho Palos Verdes' adjusted business as usual emissions
15% below 2005 levels by 2020 and 80% below 2005 levels by 2050 with the final ERAP; and,
WHEREAS, funding from Southern California Edison and Southern California Gas
Company has enabled the South Bay Cities Council of Governments to develop inventories that
itemize the emissions and an Energy Efficiency Chapter of the ERAP for Rancho Palos Verdes
that aims to reduce the emission levels; and,
WHEREAS, City Council is aware that the Energy Efficiency Chapter of the ERAP is an
early chapter of the master Emissions Reduction Action Plan, which will be considered for
adoption at a later time; and,
WHEREAS, Rancho Palos Verdes decides to lead by example through the incorporation
of measures that increase energy efficiency; and,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: The City Council commits to improving energy efficiency and reducing
energy emissions in municipal operations and the Rancho Palos Verdes community.
Section 2: The City Council directs key staff to evaluate recommendations of the
2015 Energy Efficiency Chapter of the ERAP in order to increase participation in existing
programs, develop new programs, and participate in subregional programs that improve
energy efficiency and reduce emissions.
Section 3: The City Council will consider measures that reduce energy
consumption and emissions in municipal facilities and operations, to include measures that:
a. Provide education, outreach, and planning efforts that increase energy
efficiency,

b. Increase energy efficiency in municipal buildings,
c. Increase energy efficiency in community buildings and infrastructure, and
d. Reduce energy consumption in the long term.
Section 4: The City Council continues to support efforts to promote energy
efficiency in the Rancho Palos Verdes community, to include measures that increase energy
efficiency in:
a. Existing residential buildings,
b. New residential development,
c. Existing commercial buildings,
d. New commercial development,
e. Water efficiency, and
f. Decrease energy use by reducing the urban island effect.
Section 5: Based on the, the City Council of the City of Rancho Palos Verdes hereby
approved the Energy Efficiency Chapter of the City's Emissions Reduction Action Plan, thereby
complying with the Assembly Bill 32, and agreeing to reduce energy, water, waste,
transportation and emissions 15% below 2005 baseline levels by 2020, as stipulated in the
attached Exhibit 'A' and Exhibit 'B.'
