BACKGROUND AND DISCUSSION:
This item was continued from the March 20, 2018, City Council meetingto allow the City
Council additional time for discussion.
OnMay16,2017, Staffupdatedthe CityCouncilregardingtheparkingandtraffic
circulation concernsof residents living near DelCerroPark, includingtheimpactuponthe
three (3) residentsofParkPlace(Attachment B).
MitigatingmeasurestocontrolparkingforthoseusingthePalosVerdesNaturePreserve
(Preserve)—suchasimplementing a designated “residents only” permit parking areaand
painting the curbs red—havehelpedcontrolareasalongCrenshawBoulevard,itsextension
totheBurma Road trailheadandthenearbyresidential areas.However, the challenges
regardingParkPlace have not been completely resolved to the satisfaction of its residents.
Staffhasdevelopedseveralillustratedoptions(Attachment A)forthe CityCouncil’s
considerationtoaddresstheresidents’concerns.There is a cost estimate associated with

each option. The responsible party to pay the cost of each option is to be determined.
These options are summarized briefly below:
Option 1 – Leavethecurrentconditions “asis”

Option 2 – GateParkPlaceatCrenshawBoulevard
Install a gateneartheentrancetoParkPlaceoffCrenshawBoulevardthatwouldbeclosed
topublictrafficfromsunsettosunrise.This option would require constructing a
hammerheadturn-around nearCrenshawBoulevard and the approvalofthe Los Angeles

Option 3 – Eliminateparkingspaces on Park Place
Exceptforone(1) existing Americans with Disabilities Act (ADA) parking space, eliminateall
16parkingstalls alongParkPlace, andconvertthatareaintogreenspace. Under this

option, the 16 removed parking stalls wouldnot be replaced. Estimated cost: .
Option 4 – PhysicallyseparateParkPlaceintopublicandprivatestreets
Byinstalling a raisedcurbontheexistingParkPlaceroadwayandextendingthepavement
totheeast,thestreet would be separated intopublicandprivateroadways, with a new gate
to be installed attheprivatedrive. The responsible party for the cost of the installation and
maintenance of this private gate would be the Park Place Homeowners’ Association. The
existingparkingstalls wouldberelocatedtowardCrenshawBoulevard with16perpendicular
stalls (or 7 parallelparkingstalls).There will be one (1) new ADA parking space at the end
of the proposed cul-de-sac. Some of the existing treeswouldremainwithinthe proposed
median “island.” This option is subject to avacation request by the Park Place property

Option 5 – PhysicallyseparateParkPlaceintopublicandprivatestreets,andshorten
publicside
Similar to Option 4, Park Place would be separated intopublicandprivateroadways, with a
gateto be installedontheprivateportioncontrolledbytheresidents.The responsible party
for the cost of the installation and maintenance of this private gate would be the Park Place
Homeowners’ Association. TheexistingparkingwouldberelocatedtowardCrenshaw
Boulevardwith10perpendicularstalls (or 5 parallelparkingstalls).Theshortenedpublic
roadwaywouldbeconstructedona portion of the existinglawn area. Thetreesthat
presentlyexistontheeastsideoftheroadwaywouldberemoved.There will be one(1)
new ADA parking space at the end of the proposed cul-de-sac.This option is subject to a
vacation request by the Park Place property owners and approval by theCity Council.

Option 6 – Eliminateallexistingparkingon Park Place andreplace someof itwith a
newparkinglotona portion of theexistinglawn area
A newparkinglotwith12standard stallsandone (1) ADA parking space wouldbe
constructedonexistinglawn areaneartheCrenshawBoulevard entrance and would be
screened by means of landscaping.TheexistingparkingonParkPlacewouldbeconverted
togreenspace.A new handicapped-accessible path tothevistawalkwouldbeinstalled

Option 7 – Relocatecul-de-sacandeliminatesomeparkingstalls
Remove9 oftheexisting16standard stallsand one (1) ADA parking space onParkPlace
andpropose a new cul-de-sac. One (1) new ADA parking space would be proposed at the
end of the new cul-de-sac. This new cul-de-sac would provideclearseparationfromthe
privatedrivewaysattheendoftheexistingprivate driveway approach.This option is
subject to avacation request by the Park Place property owners and approval by theCity

On January 20, 2018, Staff met with Park Place and Del Cerro Homeowners’ Association
presidents, a few board members, and one residentto review the first seven (7)options
identified by Staff. Based on input from this meeting, Option 8 was developed.
Option 8 – EliminateallparkingspacesonParkPlaceandprovidehandicapped-
accessibleparkingonCrenshawBoulevard
Eliminateall16parkingstallsandone (1) ADA parking spacealong ParkPlaceandconvert
thatareaintogreenspace. Install thick vegetation to screen the park. Further, install a
gatenear theentrancetoParkPlaceoffCrenshawBoulevardthatwouldbeclosedto
publictrafficfromsunsettosunrise.Thisoption wouldrequirea hammerhead turn-around
andapprovalofthe Los AngelesCountyFireandSheriff’sDepartments.A new
handicapped accessible path tothevistawalkwouldbeinstalledalongParkPlace withone
(1) new ADAparkingspace provided alongCrenshawBoulevard.Under this option, the 16
