RECOMMENDATION
Adopt Resolution No. 2015-_ a Resolution of the City Council of the City of Rancho Palos
Verdes approving a Coastal Permit (Case No. ZON2015-00348) to establish permit parking
on Channelview Court,
BACKGROUND
Concerns regarding parking issues in the Seabluff area were first brought to the attention of
the Traffic Safety Committee in March 2014, at which point the Committee heard public
testimony and recommended that a traffic engineering investigation be initiated in addition to
Staff coordination with the Terranea Resort on parking issues. The study was conducted by
the City's traffic engineering consultant, Willdan Engineering, Inc., on Easter Sunday, April
20, 2014, and the resultant report was reviewed by the Traffic Safety Committee at its May
12, 2014 meeting. Public testimony was again heard by the Committee and the Committee
recommended the pursuance of implementing a permit parking program for the SeaBluff
area, in addition to continuing coordination with Terranea and implementing a section of No
Parking Anytime restriction in the cul-de-sac bulb of Channelview Court.
After this meeting, Staff met with representatives from the California Coastal Commission
who expressed concerns with implementing parking restrictions through a neighborhood
permit parking program in this area of the coastal zone. The California Coastal Commission
representatives indicated that since this area is within a coastal zone, any type of restriction
to public parking could be protested by any member of the public and potentially appealed
through the California Coastal Commission's hearing process -citing other coastal areas
where this had occurred in the past. Concurrently, continued_ coordination occurred between
Staff and Terranea and additional efforts were implemented to discourage their staff from
parking in this residential area. Staff periodically monitored the parking conditions in this
area and then initiated an "after -study" to be performed by the same traffic engineering
consultant, Willdan Engineering, Inc., to more formally evaluate any changes in the
conditions from when the initial study was conducted. The "after -study" was performed on
Easter Sunday, April 5, 2015, using the same methods as implemented for the initial study
performed on the previous Easter Sunday, in order to have as close of comparison of the
parking conditions as possible. This methodology included the performance of a license
plate survey and origin -destination survey of the vehicles parked on the streets in this area.
The results of the "after -study" were presented at the Traffic Safety Committee Meeting held
on June 22, 2015, which showed that the on -street parking attributed to Terranea in the
Seabluff area had significantly decreased, while the vehicles that appeared to belong to
guests of the residents and to people visiting the trails, coastline, and park had increased.
The study report also pointed out that the number of on -street parking spaces occupied by
vehicles on the Seabluff neighborhood streets did not meet the guidelines generally used by
the City for implementation of a neighborhood permit parking program. The Committee again
heard public testimony at this meeting and was informed by the President of the Seabluff
Homeowners Association that, despite the decrease in parking attributed to Terranea shown
in the study and the potential risk of appeal by the California Coastal Commission, the
majority of the residents on Channelview Court still wish to pursue the implementation of a
neighborhood permit parking program for their street as soon as possible.
Therefore, the Committee recommended that the implementation of a Neighborhood Permit
Parking Program on Channelview Court be forwarded to City Council for consideration. In
addition, the Committee recommended that if the Neighborhood Permit Parking Program is
implemented on Channelview Court, Staff monitor the parking conditions in the greater
Seabluff area to see if there is any issue of the parking overflowing on to the other residential
streets neighboring Channelview Court as a result of the permit program being put in place.
The Committee also recommended that Staff further investigate if the proposed red curb at
the end of the cul-de-sac of Channelview Court is still needed. Staff spoke with the
President of the Seabluff Homeowners Association and agreed to a phased approach of
waiting until after the implementation of permit parking to see if the red curb at the end of the
cul-de-sac of Channelview Court would be needed to aid traffic circulation at that point.
The Traffic Safety Committee also recommended that Staff consider, as part of the
Neighborhood Permit Parking Program on Channelview Court, creating a methodology in
which any member of the public could apply for a one -day parking permit to enable he or she
to park on Channelview Court for coastal access. Staff is currently looking into how this type
of program could be implemented but did not want to further delay the neighborhood permit
parking program being brought forward for the City Council's consideration.

Neighborhood Permit Parking
In accordance with Municipal Code Chapter 10.20, a neighborhood may apply for permit
parking with a minimum 60% approval by residents. Petitions signed by at least 60% of the
affected residents have been received and verified. Staff conducted a field survey and has
determined that permit parking would be appropriate for this street. The permit parking
program would apply to Channelview Court every day of the week, 24 hours a day. The
conditions and terms of the permit parking program is included in the attached Resolution
(see attachment B).
Coastal Permit
The Coastal Permit procedure provides for review of uses and developments within the
coastal zone to determine conformity with the City's Coastal Specific Plan and State
regulations. The coastal zone comprises all land seaward of Palos Verdes Drive South and
Palos Verdes Drive West. Within the coastal zone are designated areas which development
therein is non -appealable or appealable, from a City decision, to the Coastal Commission.
The proposed permit parking area, Channelview Court, is located within the appealable area
of the coastal zone. As a result, the City Council's decision on this matter is appealable to
the Coastal Commission.
In granting a Coastal Permit for the proposed permit parking along Channelview Court, the
following findings must be made (findings in bold and Staff's analysis in regular font):
A. That the proposed development is consistent with the Coastal Specific Plan;

The Coastal Specific Plan (CSP) identifies parking problems in parts of the coastal zone and
the need to address the matter. For example, the CSP indicates that since the opening of
the Abalone Cove Shoreline Park, some park patrons have used residential streets for auto
parking, particularly on weekends and holidays. It was thought that the limited on-site
parking would more or less limit the number of patrons, but soon after it was clear that this
self-limiting hypothesis was not going to be the case. Rather, because of its popularity, cars
overflowed to any and all available parking spots. The parking overflow adversely impacted
adjacent residential areas and efforts such as posting no parking and blocking non-resident
access to residential areas have since relieved most of the parking problems. The CSP
continues to explain the need to work with the residents to implement privatizing streets or
regulating parking (CSP Pages S4-14 and S5-15).
Similar to the situation identified in the CSP at Abalone Cove Shoreline Park, the increasing
popularity of Terranea Resort and its public amenities (ie. trails, viewing stairway, etc.) has
resulted in increased public and Terranea employee parking in the residential neighborhood
of Channelview Court. Channelview Court is a public residential street with public parking
allowed on both sides, extending west from Seawolf Drive and ending in a cul-de-sac next to
Terranea Way. Although there is free public parking available for public trail users on the
Terranea property, the parking is limited. Given the location of Channelview Court with a

path at the end of the cul-de-sac that provides access to Terranea Way, residents on
Channelview Court have been raising concerns with public parking on their street. In
response to these concerns and -at the recommendation of the Traffic Safety CommittpP__two
parking studies were prepared. These parking studies confirmed that Terranea Resort
employees and patrons play a role in over -parking, particularly on Channelview Court.
Additionally, the findings of the parking studies revealed that permit parking could effectively
eliminate parking intrusion along Channelview Court as the displaced number of available
parking spaces could be absorbed by the larger SeaBluff neighborhood. Thus, as proposed,
the permit parking program will be enforced 24 hours a day, 7 days a week and signs will be
posted restricting parking. The proposed method of parking regulation is consistent and no
different than the actions identified in the CSP that addressed parking overflow surrounding
Abalone Cove Shoreline Park by posting no parking signs and blocking non-resident access.
As a result, Staff believes that the proposed permit parking along Channelview Court is
consistent with the Coastal Specific Plan and this finding can be met.
CoastalB. That the proposed development, when located between the sea and the first
public road, is consistent with applicable public access and recreation policies
of the '
Channelview Court is located within Coastal Zone, Subregion 3. The four policies within
Subregion 3 (CSP Page S3-14) do not relate to public access or recreation. The 1978
Coastal Specific Plan includes language about the former Marineland of the Pacific within
Subregion 3. The CSP does not identify any parking concerns or problems as a result of
Marineland patrons. Accordingly, there is no policy indicating the need for the provision of
additional parking or restricting parking in neighboring streets. However, Marineland was
demolished and replaced with Terranea Resort in 2009. The increasing popularity of
Terranea and surrounding public amenities soon resulted in overflow parking into
neighboring streets. The proposed permit parking is the City's proposed method to mitigate
the parking problems along Channelview Court. The parking study indicates that even with
the displaced parking from Channelview Court, there will still be a surplus of available public
parking areas for the public to access the coastal trails and beaches.
Although Subregion 3 does not have a specific policy that addresses parking issues,
Subregion 4 includes a policy that reads "Continue to work with the residents and the County
to solve the parking problems caused by Abalone Cove Beach Park (CSP Page S4-94)."
This policy to address the parking problems in the past as the neighborhood west of Abalone
Cove Beach Park also experienced overflow parking in the past. This problem was mostly
relieved through the efforts of posting no parking signs and blocking non-resident access to
the residential areas. The current situation in the SeaBluff neighborhood, especially along
Channelview is very similar to the parking problems that stemmed from the use of Abalone
Cove Beach Park. The proposed method of posting no parking signs and regulating parking
mimics past efforts for Abalone Cove Beach Park as identified in the CSP and therefore,
Staff believes that the proposed permit parking along Channelview Court is consistent with
the policies of the Coastal Act. As such, this finding can be met.
In accordance with the provisions of the California Environmental Quality Act (CEQA), Staff

has determined this project to be categorically exempt under Class 1, Existing Facilities.
Class 1 consists of the operation, repair maintenance, permitting, leasing, licensing, or minor
alteration of existing public _or private structures, facilities, mechanical equinm_Pnt, or
topographical features, involving negligible or no expansion of use beyond that existing at
the time of the lead agency's determination. The key consideration is whether the project
involves negligible or no expansions of an existing use. The proposed project will limit the
allowed parking on an existing public street, which involves no expansion to the existing use
of the street. Therefore, no further environmental review is required and the proposed
request is exempt from the provisions of CEQA.
Staff recommends that the City Council approve the requested Coastal Permit (ZON2015-
00348) for the implementation of a neighborhood permit parking program on Channelview
Court that will be in effect 24 hours a day, seven days a week. The program would be
administered by Staff, including the issuance of the permanent resident parking permit
decals and the maximum of two guest permits per residence. Enforcement would be
performed initially by the Sheriff Department. Additional enforcement could supplement the
Sheriff Department's efforts if other enforcement organizations are approved by the City
Council in the future.

Adopting Staff's recommendation will result in an impact to the FY 2015-2016 budget. The
costs associated with establishing the permit programs is approximately $2,000, which funds
the production and installation of the permit parking signs and procures the parking decals.
Funding for these costs is available in the Traffic Management Program of the adopted FY
2015-2016 budget.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES APPROVING A COASTAL PERMIT
TO ESTABLISH PERMIT PARKING ON CHANNELVIEW COURT
WHEREAS, Chapter 10.20 of the Rancho Palos Verdes Municipal Code
authorizes the City Council to establish permit parking in areas in the City by resolution
pursuant to the authority provided by California Vehicle Code Section 22507; and
WHEREAS, Terranea and hiking trails are located just to the southwest of
Channelview Court and members of the public accessing Terranea and the trails have
been observed parking their vehicles for long periods of time on this street. These
parked vehicles are precluding residents who live in this area from being able to park
vehicles in front of their homes, which is causing a deterioration of their residential
quality of life; and
WHEREAS, the residents along Channelview Court, have requested the City to
regulate the parking in this neighborhood to address the parking problems associated
with non-residents parking cars on this street; and
WHEREAS, the establishment of permit parking everyday, 24 -hours a day, is
intended to reduce parking impacts along this street created by nonresident vehicular
parking, and is necessary to provide reasonably available and convenient parking for
the benefit of residents who live on this street and their guests.
WHEREAS, pursuant to the provisions of the California Environmental Quality
Act, Public Resources Code Sections 21000 et. seq. ("CEQA"), the State's CEQA
Guidelines, California Code of Regulations, Title 14, Section 15000 et. seq., the City's
Local CEQA Guidelines, and Government Code Section 65962.5(f) (Hazardous Waste
and Substances Statement), the proposed project has been found to be categorically
exempt under Class 1 (Section 15301); and,
WHEREAS, the City Council held a duly noticed public hearing on August 4,
2015, at which time all interested parties were given an opportunity to be heard and
present evidence;
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY RESOLVE AND ORDER AS FOLLOWS:
Section 1: Required Findings. The City Council finds that the establishment of
a permit parking area for Channelview Court every day, 24 hours a day, is necessary to

provide parking on this_street for the residents who live there that is caused -by -long term
parking of nonrPGident vehicles on this street. These adverse imgcts have resulted in
deterioration of the residential quality and character of the Channelview Court
neighborhood to the detriment of its residents and their property values. For these
reasons, the City Council finds that the establishment of a permit parking area for the
street listed in Section 2 of this Resolution is necessary to avoid the adverse impacts
upon the adjacent residential area indicated above and to provide reasonably available
and convenient parking for the benefit of the residents along this street throughout the
day and evening.
Section 2: Designation of Permit Parking Area. Based upon the findings in
Section 1, the following area is designated for permit parking:
Channelview Court (both sides from Seawolf Drive to end of the street).
Section 3: Designation of Parking Restrictions. Pursuant to Section 22507 of
the Vehicle Code, the permit parking restrictions on the street listed in Section 2 above
shall be as follows:
No parking except by permit only.
Section 4.: Posting of Signs. The parking prohibitions contained in Section 3 of
this Resolution shall not become effective until signs have been posted giving adequate
notice of the parking restrictions imposed by this resolution. The Director of Public
Works is hereby authorized to erect such signs. Vehicles that are parked without
displaying the required permit may be towed pursuant Vehicle Code Section 22651(n).
Section 5: Coastal Permit Findings. A Coastal Permit for permit parking along
Channelview Court is warranted because:

Deputy Johnson reported that there were no fatal traffic collisions,- and that the number
of citations for parking and moving violations are going up a bit. He also stated that
more patrolling has been taking place on Palos Verdes Drive South, Hawthorne Blvd.-,
and Crenshaw Blvd., which resulted in an increase in the number of citations given at
those specific areas and, as a result, he noticed the number of accidents decrease.
Committee Member Kramer asked Deputy Johnson how he has been received by the
community. Deputy Johnson responded that he feels very welcome and that Rancho
Palos Verdes is a very gracious community.
Bob Nelson
Mr. Nelson stated that he is speaking tonight as Chair of the Planning Commission and
wanted to give input and speak to the Traffic Safety Committee about the Western
Avenue Corridor Design Implementation Guidelines. He stated that on July 27th, 2015,
the Traffic Safety Committee will be given a presentation regarding this subject matter,
and therefore, he wanted the Traffic Safety Committee to know that all the alternatives
shown in those guidelines provided (presumably to be presented on July 27th) have not
been approved by the Planning Commission. He also wanted to clarify that, even
though it was stated that the Planning Commission had approved Option D design on
April 28th, 2015, the Planning Commission in fact did not approve this design alternative.
He continued by explaining that on April 28th, 2015, the Planning Commission approved
the clean-up of the streets, improving the traffic flow, and beautification of the corridor.
He added that the City of Rancho Palos Verdes' three main responsibilities for this area
are to remove the graffiti, trim the trees, and clean up the streets. He stated that the
design guidelines proposed go beyond what was discussed at the April 28th Planning
Commission meeting.
Mr. Nelson also presented the Traffic Safety Committee with the approved Planning
Commission minutes of April 28th, 2015, which he stated shows the Planning
Commission's disapproval for the proposed bike lanes shown on Option D. He stated
that he feels that we do not need a two-way bike lane on Western Avenue. He added
that the presentation that was given to the Planning Commission differed from the one
presented to the City of Los Angeles and Caltrans. He explained that he is concerned
that a different presentation will also be given to the Traffic Safety Committee on July
27tH which seems to be the only remaining opportunity to comment and advise before
the matter is taken to the City Council. He concluded that he, therefore, wants to make
it clear that the Planning Commission is not in agreement with the proposed designs.

Chair Self commented that this item had been discussed at the Mayor's breakfast.
Committee Member Kramer_aGked for clarification as to which government ages -y has
jurisdiction over Western Avenue. Senior Engineer Countryman explained that Caltrans
maintains the road but the City of Rancho Palos Verdes does take care of certain
maintenance tasks such as tree trimming and that the City of Los Angeles also shares
some maintenance responsibilities as well. Committee Member Kramer then asked
who would be responsible for any roadway reconfigurations. Senior Engineer
Countryman responded that it would be a coordinated effort among all three
government agencies (City of Rancho Palos Verdes, City of Los Angeles, and Caltrans).
Vice Chair Vlaco asked who initiated the Western Avenue study. Mr. Nelson responded
that the Community Development Department initiated it, since they received a grant
from the South Bay Cities Council of Governments (SBCCOG).
Al Edgerton
Mr. Edgerton raised his concern regarding the number of accidents and other incidents
in the Del Cerro community that have not gone on record. He stated that various
vehicle accidents, property damage, and vehicle injuries have happened in the area
where the police and the Fire Department have been called, but for some reason, the
incidents do not get recorded by these departments or reported to the City. Mr.
Edgerton commented that the residents have gone to the City to request a speed limit
reduction, which, according to the law, requires a traffic study to be performed. He
explained that, due to the lack of accidents reported, this area cannot meet the
requirements needed to reduce the speed limit. He asked that the Sheriff Department
report any significant property or vehicle damage incidents, even if no injuries occur, so
that they can be accounted for in future statistics.

Chair Self asked Staff to look into this matter raised by Mr. Edgerton.
OLD BUSINESS:
1. SEADLUFF NEIGHBORHOOD PERMIT PARKING STUDY UPDATE
Recommendation:
Discuss the recent results of the "after -study" performed and provide a
recommendation for consideration by the City Council.
Senior Engineer Countryman provided background on the item, including a brief
overview of the history of the item. She stated that the after -study was performed on
the same holiday (Easter Sunday) as the previous study in order to make an "apples -to -
apples" comparison. Senior Engineer Countryman proceeded to introduce Consulting
Traffic Engineer Smith to present the after -study results.

Consulting Traffic Engineer Smith ed that a license plate survey was performed
every hour on Channely e�P_.Court, Seawolf Drive, Beachview Drive, Nantaskef--Drive,
and Seacove Drive between 8 a.m. and 8 p.m. She indicated that, on Channelview
Court, there was a 25% increase in vehicles parked on the street, compared to the
previous report, and there was a 32% decrease on Seawolf Drive, a 38% decrease on
Beachview Dr., a 3% increase on Nantasket Dr., a 38% decrease on Seacove Drive,
and a 22% decrease in the overall total for the Seabluff area, compared to last year's
study. She explained that several cameras were used to identify the destinations of
those who parked on the streets and mentioned that it was noticed that the overall
Seabluff totals, compared to last year's, had a 66% increase in the number of
residents/visitors of residents, a 75% decrease of residents of other streets in the
Seabluff study area, a 136% increase in recreational users (outside visitors), and a 76%
decrease in Terranea employees, parked on the streets.
Senior Engineer Countryman proceeded to go over some of the possible next steps,
including implementation of the permit parking program in the entire Seabluff area,
implementation of the permit parking program on one street only, implementation of a
no parking at any time restriction at the end of the Channelview Court cul-de-sac,
continued monitoring of the parking situation in the area, and maintaining the dialogue
with Terranea to continue to discourage employees from parking on the neighborhood
streets. She stated that these are some of the concepts previously discussed, and that
the City welcomes any additional ideas from the Committee or residents, in order to find
the best possible solution for the residents and the community.
Committee Discussion and Staff Questions
Chair Self asked for clarification on the California Coastal Commission's jurisdiction
over the area. Senior Engineer Countryman responded that the City has the authority
to implement the neighborhood permit parking program, however, one of the California
Coastal Commission's main goals is to ensure coastal access is maintained for the
general public. She explained that City Staff has met with representatives from the
California Coastal Commission on several occasions regarding the implementation of a
permit parking program in the area. Senior Engineer Countryman added that, since the
California Coastal Commission has jurisdiction over the coastal zone, the permit parking
program could be appealed if any protests were received.
Chair Self asked if the increase in the number of recreational users parked on
Channelview Court were trail users or people going to Terranea that had parked on the
street in order to avoid the parking fee at the resort. Consulting Traffic Engineer Smith
stated that, according to the survey observations, these people appeared to be trail
users.
Committee Member Ott asked if the studies show if a vehicle had moved from one
street to another within the Seabluff area. Consulting Traffic Engineer Smith explained
how the tracking of vehicle license plates occurred if a vehicle moved from one street to

the next, and stated that, although the study did not specifically look into that, license
plate numbers were collected every hour during the study period, and, therefore, that
particular information could be obtained from further analysis of the study data.
Vice Chair Vlaco asked if the parking duration for each vehicle was analyzed.
Consulting Traffic Engineer Smith responded no, but that this could be determined from
the data that was collected in the study.
Committee Member Kramer asked if there have been any parking restrictions on
Channelview Court implemented by the City as a result of last year's meeting, such as
red curb painted. Senior Engineer Countryman stated that no restrictions have been
implemented yet and that the red curb was one of the options to be considered.
Vice Chair Vlaco asked what the goal is in terms of parking reduction. Consulting
Traffic Engineer Smith responded that it really depends on the community and the
residents' desire.
Chair Self asked if the conversations between the City and Terranea regarding the
parking issues in the area would continue. Senior Engineer Countryman responded
that that can be one of the options that the Committee recommends.
Chair Self Opened the Public Hearing.
Bob Nelson
Mr. Nelson indicated that he is now speaking as a resident and not as a member of the
Planning Commission, and commented that no red curb has been painted on
Channelview Court per the City's direction, but the illegal red curb painted on Seacove
Drive still remains. Mr. Nelson also stated that he wanted to thank Senior Engineer
Countryman for providing him and a Channelview resident with a copy of the study
report. He stated that he appreciates having a second study report done, for it confirms
the noticeable reduction of parked vehicles in the area. He stated that it is a telling
comment that the Terranea parking is down. He also commented that all it takes is one
person to protest and advised the Traffic Safety Committee and the City to get in
agreement with the California Coastal Commission.
Dave Emenhiser
Mr. Emenhiser stated that he is also speaking as a resident and as President of the
Seabluff Homeowners Association, and expressed the need to see some action on the
City's part, since the parking issues in the area have been going on for two years. He
added that Mr. Nelson is representing the minority. He mentioned that he appreciates
the effort that has been done to reduce the number of Terranea employees parked on
their street, but that the overall reduction in the number of vehicles has not been
significant. He explained that the City approved the amount of parking available on-site
at Terranea. He stated that Terranea recently increased their parking fees, and as a

result, they have seen visitors parking on the residential street in order to avoid paying
Terranea's parking fees. He concluded by stating that he is only asking to have
changes made on Channelview Court.
Chair Self asked where the City stands with the California Coastal Commission
regarding the permit parking program in the Seabluff area. Senior Engineer
Countryman replied that the City met with representatives from the California Coastal
Commission and that the representatives had expressed their concerns about having
preferential parking in a coastal zone based on other experiences they have had in
other coastal communities. She also stated that the California Coastal Commission
representatives recommended that the City work with them to come up with a sensible
solution, but that they also stated that this would still not be any guarantee against
anyone contesting it.
Committee Member Kramer asked if the California Coastal Commission had given any
specific suggestions on how to approach the parking situation. Senior Engineer
Countryman responded that no specific direction was given, but that they indicated that
they did want the public to have access to the area.
Chair Self asked if public access on Channelview Court even matters, since it is far from
the coast. Senior Engineer Countryman replied that Channelview Court is considered
to be within the coastal zone, and is therefore treated the same as the other streets in
the coastal zone that are closer to the coastline.
Committee Member Guerin asked if an agreement has to be reached with the California
Coastal Commission before taking the issue to the City Council. Senior Engineer
Countryman explained that the City Council can move forward with implementation of
the permit parking program, but that there is a possibility that someone might contest it.
Committee Member Kramer commented that he feels disappointed that nothing has
been done in two years. He stated that he sympathizes with the residents of the area
and that he would like to see more done. He also mentioned that although the study
shows a reduction in Terranea employees parked on the streets, more effort should be
done on Terranea's part to eliminate it completely. Committee Member Kramer also
stated that he is in favor of the permit parking program, but that he does have concerns
with parking "spilling over" onto the adjacent streets if the program is implemented on
Channelview Court only. He also indicated that he wants to explore the idea of having a
single -day pass for the public to be able to park on Channelview Court in order to
mitigate the parking problem in the neighborhood and to comply with the California
Coastal Commission at the same time.

Chair Self commented that he agrees with Committee Member Kramer and that he is
tired of seeing --people park there. He also stated that at a minirpA,. Fa permit parking
program should—be-implemented on Channelview Court, but that he_would like to see
the program get extended throughout the area, with the possibility of having a one -day
parking pass available for the public.
Vice Chair Vlaco stated that she also agrees with Chair Self and Committee Member
Kramer. She added that she feels that a good starting point would be implementing the
permit parking program on Channelview Court and red curb, and then recommended a
follow-up be performed to see how the permit parking program impacts the other streets
in the area, and to make any necessary changes accordingly.
Committee Member Ott asked what the parking hours would be, who would set the time
limit, and how the parking tickets would be dispensed. Senior Engineer Countryman
stated that the parking hours, among other, details can be worked out with the residents
of the area. She also pointed out that parking meters and dispensers have been
opposed by the residents in the City recently, and therefore, their implementation would
be uncertain. Committee Member Ott asked if the implementation of the parking
dispenser at Abalone Cove Shoreline Park also had to go through the Coastal
Commission. Senior Engineer Countryman responded that she does not know all of the
history and details of the Abalone Cove Shoreline Park parking dispenser
implementation, but that it was her understanding that City Staff worked with the
representatives of the California Coastal Commission regarding the recent parking fee
changes.
Committee Member Kramer asked if the City has received any complaints from
residents other than the ones on Channelview Court, or any permit parking program
requests from any of the residents on the adjacent streets. Senior Engineer
Countryman responded that the initial complaints and requests for a permit parking
program were from the Seacove Drive residents, the owner of the vacant lots on
Nantasket Drive, as well as from the Channelview Court residents, but most recently it
has just been the Channelview Court residents expressing continued interest.
Committee Member Kramer asked if it would be necessary to paint red curb on the
Channelview Court cul-de-sac if the permit parking program is implemented on that
street. Vice Chair Vlaco stated that her understating of the red curb at the end of the
Channelview Court cul-de-sac was to facilitate emergency vehicles to turn around.
Senior Engineer Countryman commented that her understanding was that the red curb
idea was to aid vehicle circulation and that she did not know of any specific request
from the Fire Department indicating that emergency vehicle access was being
impacted. Committee Member Kramer asked if it was Staff's recommendation to
implement red curb at the end of the Channelview Court cul-de-sac. Senior Engineer
Countryman replied that Staff is open to the recommendation of the Traffic Safety
Committee. Vice Chair Vlaco asked if the residents would want the red curb on the
Channelview Court cul-de-sac, since they might need the parking spaces for their
visitors. Senior Engineer Countryman stated that that idea was supported in the past,

but that it could be revisited to check if that is SUU something the residents are in favor

Senior Engineer Cn!_+mtryman stated that the slurry seal is almost complc4c and that
striping and the reflectorized signage is currently being placed. She also stated that
sweeping is currently on-going in order to pick up any loose aggregate, which is
generated as part of the slurry seal curing process. Senior Engineer Countryman
expressed her appreciation of the residents' patience and cooperation during this period
of inconvenience due to the construction.
Chair Self asked for the next Residential Street Rehabilitation Project areas. Senior
Engineer Countryman explained that the next Residential Street Rehabilitation Project
will take place in Maintenance Area 2, which is located north of Crest Rd. along both
sides of Hawthorne Blvd. to the neighborhood south of Monero Drive, and Maintenance
Area 6, which covers areas along Palos Verdes Drive South between Seawolf Dr. and
Conqueror Dr.
Committee Member Kramer commented that he has seen white paint on the road in
Maintenance Area 2. Senior Engineer Countryman replied that an inventory of the
street conditions is currently taking place there. She added that, due to the budgetary
constraints, some marked areas may not be included in the residential streets
rehabilitation project, but instead in other future projects, like the annual sidewalk repair
program.
2. Del Cerro Area Parking Issues Update
Senior Engineer Countryman communicated that at their June 161h meeting, the. City
Council approved various items for the Del Cerro area, such as implementing a permit
parking program in the Del Cerro Homeowners Association, Valley View Road, and
Island View communities, red curb on Crenshaw Boulevard on the northbound side from
Crest Road to Burrell Lane, striping for parallel parking on Crenshaw Blvd. on the
southbound side from Valley View Road to Park Place, designating seventeen parking
spots for residents only on Park Place, extending the red curb by the park entrance to
enhance visibility, and reinstating the CDBG grant -funded project in the City's budget to
accommodate a decomposed granite (D.G.) trail along the Crenshaw Boulevard
extension from Park Place to the Preserve entrance. She added that the City Council
did not approve implementation of pay -to -park stations.
Committee Member Kramer asked if a reason for not approving the angled parking on
Crenshaw Boulevard was stated at the City Council meeting. Senior Engineer
Countryman responded that it seemed that safety was the City Council's main concern
with regards to vehicles having to back into the travel lane when leaving. Vice Chair
Vlaco added that some of the City Council's comments were related to the safety of the
children when getting out of the vehicles.
Chair Self asked if the Council's reason for the permit parking program in the adjacent
neighborhoods was to prevent parking "spilling over." Senior Engineer Countryman
responded that, yes, that is correct.

Senior Engineer Countryman extended an invitation to the Traffic Safety Committee to
coordinate with the Public Works booth during the event. Chair Self and Committee
Member Guerin indicated that they will be out of town, and therefore, will not be able to
attend. Vice Chair Vlaco, Committee Member Kramer, and Committee Member Ott
indicated that they may be able to attend for a couple of hours.
5. Public Engagement Seminar
Senior Engineer Countryman also extended an invitation to the Traffic Safety
Committee to participate in the Public Engagement Seminar that will be offered by the
Davenport Institute at the Point Vicente Interpretive Center on Tuesday, July 21, 2015.

Subject: SeaBluff Area Permit Parking Assessment
Dear Ms. Countryman:
Willdan Engineering (Willdan) is pleased to submit this summary of our parking study to
evaluate the merits of establishing permit parking on Channelview Court, Seawolf Drive,
Beachview Drive, Nantasket Drive and Seacove Drive in the SeaBluff area of the City of Rancho
Palos Verdes (see Exhibits A and B). The study area is located on a bluff overlooking the
Pacific Ocean and is generally south of Palos Verdes Drive South and east of the Terranea
Resort.
Following an extended period of warm weather, the City of Rancho Palos Verdes received three
separate requests in September 2013 for permit parking in the SeaBluff area. One request
came from the residents of Seawolf Drive, the second came from the Sea Bluff Homeowners
Association on behalf of Channelview Court residents, and the third came from residents of
Seacove Drive and the owner of the undeveloped property on the west side of Nantasket Drive.
In response to the residents' concerns, Willdan was brought in by the City to perform a parking
study for the SeaBluff area to assess the magnitude, extent and sources of the parking intrusion
and to evaluate the effectiveness of permit parking and other possible measures to address the
residents' concerns and improve traffic safety.
SeaBluff Resident Parking Concerns
Seawolf Drive residents reported that every weekend, all parking on Seawolf Drive is taken up
by Terranea Resort employees for most of the day, and their guests have no place to park.
They requested that the City prohibit Terranea from using Seawolf Drive for employee parking.
Channelview Court residents are concerned about the increase in parking by Terranea Resort
employees, beach -goers and the Villas apartment residents, and requested permit parking
restrictions on Saturdays, Sundays and Holidays. The Seacove Drive and Nantasket Drive
property owners reported that their driveways are being partially or fully blocked daily by parked
cars, that motorists are moving the residents' trash cans so that they can park in front of their
house, that their mailbox has been hit repeatedly, and that broken glass has been left in their
driveway and sidewalk. The owners reported that these problems are caused by Terranea
employees and the Villas residents. To remedy the problems, the owners requested
restricted/permit parking on the south side of Seacove Drive and the west side of Nantasket
Drive.

Existing Conditions
The SeaBluff study area is generally a single-family residential neighborhood with the exception
of the Villas at Rancho Palos Verdes apartments. The streets included in the study are
Channelview Court, Seawolf Drive, Beachview Drive, Nantasket Drive and Seacove Drive (see
Exhibit B).
Channelview Court is a 32 -foot wide residential street with parking allowed on both sides. It
extends westerly from Seawolf Drive and ends in a cul-de-sac next to Terranea Way. It has 16
single family homes. The prima facie speed limit is 25 miles per hour.
Seawolf Drive is the main entrance to the SeaBluff neighborhood from Palos Verdes Drive
South. Seawolf Drive is a 60 -foot wide residential street with parking allowed on both sides. It
extends south from Palos Verdes Drive South and forms a "T" intersection with Beachview
Drive. Each end of the street is stop controlled. There are two single family homes with direct
access to Seawolf Drive.
Beachview Drive is a 40 -foot wide residential street with parking allowed on both sides. It has
16 single family homes on the north side of the street and the Villas apartments on the south
side. The prima facie speed limit is 25 miles per hour.
Nantasket Drive is a 40 -foot wide residential street with parking allowed on both sides. It has
four undeveloped single family lots on the west side of the street and the Villas apartments on
the east side. The prima facie speed limit is 25 miles per hour.
Seacove Drive is a 40 -foot wide residential street with parking allowed on both sides. It has 10
single family homes on the south side of the street and the Villas apartments on the north side.
The prima facie speed limit is 25 miles per hour.
City -maintained trails in and around the SeaBluff area lead to the beach, the bluffs and
Terranea Resort. The trails, which can be accessed from both ends of Nantasket Drive, are
shown on Exhibit B. The trails are popular with SeaBluff residents and also draw hikers from
outside of the neighborhood. Visitors from outside the neighborhood either arrive on foot using
the Palos Verdes Drive South sidewalks and the trail system or park on neighborhood streets.
Terranea Resort has a free public parking lot for beach and trail access, however, it is not as
close to the trails or as convenient as the streets in SeaBluff. It is also relatively small and may
fill up quickly.
As previously noted, the Terranea Resort can be accessed from the SeaBluff area using the trail
system that links with Nantasket Drive. A path from the Channelview Drive cul-de-sac to the
nearby intersection of Palos Verdes Drive South & Terranea Way also provides easy access to
the Terranea Resort. When the resort hosts special events open to the public, such as special
meals, additional staff is brought in to assist with the event. Terranea has an arrangement with
the City of Rancho Palos Verdes to use the City Hall parking area as supplemental parking
when they hold these special events. Based on resident feedback, many Terranea staff elect to
park in SeaBluff instead of using the supplemental parking.

Parkina Survey
A parking survey, consisting of a license plate survey and an origin and destination study, was
performed for the SeaBluff area to assess the level of parking intrusion on Channelview Court,
Seawolf Drive, Beachview Drive, Nantasket Drive and Seacove Drive. Public testimony at the
March 24, 2014 Traffic Safety Committee Meeting indicated that the parking intrusion from
Terranea staff usually occurs on holidays and weekends, particularly when the resort has
special events. To assess the reported intrusion from trail -users, it was important that the
weather be clear and warm on the day of the surrey. To meet these two conditions, the data
was collected on April 20, 2014, Easter Sunday, when the weather was clear and warm, and
Terranea Resort held a special Easter dinner.
License Plate Survey
The license plate survey consisted of noting the license plate numbers of each vehicle parked in
the study area, once an hour, from 8:00 AM to 8:00 PM. To better assess the parking intrusion,
Beachview Drive and Seacove Drive were each split into two data -collection segments, with one
segment adjacent to the apartments, where the apartment residents would be most likely to
park, and the other segment adjacent to the single family homes.
The license plate numbers were submitted to the Los Angeles County Sheriffs Department for
look up. For each license plate number, the Sheriffs Department noted if the owner's registered
address was on the study street, on another street within SeaBluff, from outside of the study
area (non-residents), or not found. The results of the survey are summarized in Table 1. The
survey data sheets are being provided to the City separately, for privacy reasons.
For each study street, Table 1 provides the number of distinct vehicles that were parked on the
street during the study period (8:00 AM — 8:00 PM), the percentage of those vehicles registered
to residents of the street, the percentage registered to SeaBluff residents living on other study
streets, the percentage registered to non-residents, and the percentage of vehicles with the
address not found due to out-of-state plates or no plates (new vehicles). A more detailed
breakdown of the results, by side of street parked and by section of Beachview Drive and
Seacove Drive parked, is provided in attached Table A-1. The overall results for each street are
described in the following paragraphs and include the variation over time.
On Channelview Court, 32 different vehicles were parked there during the study period, with
22% being residents and 72% being non-residents of SeaBluff. The number of vehicles parked
there at any given time ranged from 15 at 8:00 AM (7 resident vehicles), to 29 in the late
afternoon (7 resident vehicles), to 14 at 8:00 PM (6 resident vehicles). Most of the non-resident
vehicles were parked on the north side, which has two single-family homes near Seawolf Drive.
The north side of Channelview Court was approximately 60% parked and the south side was
approximately one-third parked, with more than half of the vehicles parked on the south side
belonging to Channelview Court residents.
On Seawolf Drive, 28 different vehicles were parked there during the study period, 14% being
residents, and 82% being non-residents of SeaBluff. The number of vehicles parked there at
any given time ranged from 9 at 8:00 AM (3 resident vehicles), to 23 in late afternoon (3 resident
vehicles), to 12 at 8:00 PM (3 resident vehicles). Seawolf Drive was approximately 80% parked

during the peak time. Seawolf Drive has only two residences on it and none of the parked
vehicles were registered to a Seawolf Drive address.
On Beachview Drive, 84 different vehicles were parked there during the study period, with 30%
being residents and 63% being non-residents. The number of vehicles parked there at any
given time ranged from 40 at 8:00 AM (16 resident vehicles) to 48 mid-afternoon (11 resident
vehicles) to 44 at 8:00 PM (17 resident vehicles). Approximately half of the available parking
spaces on Beachview Drive were occupied during the peak time. The addresses for 12 single
family homes and a portion of the Villa apartments are on Beachview Drive.
On Nantasket Drive, 91 different vehicles were parked there during the study period, with 25%
being residents and 68% being non-residents. The number of vehicles parked there at any
given time ranged from 53 at 8:00 AM (11 resident vehicles) to 55 at midday (10 resident
vehicles) to 47 at 8:00 PM (14 resident vehicles). Nantasket was essentially fully parked during
the peak time. Currently, the only addresses on Nantasket Drive are the Villa apartments.
On Seacove Drive, 125 different vehicles were parked there during the study period, with 13%
being residents and 82% being non-residents. The number of vehicles parked there at any
given time ranged from 45 at 8:00 AM (7 resident vehicles) to 72 in mid-afternoon (4 resident
vehicles) to 40 at 8:00 PM (5 resident vehicles). Seacove was essentially fully parked from
Nantasket to Via Palacio during the peak time. The only addresses on Seacove Drive are 10
single family residences.
Altogether, the license plate survey showed that 360 different vehicles were parked on the study
streets during the study period, with 21% being residents of the study streets and 73% being
non-residents.
The license plate survey appears to provide strong evidence that the SeaBluff area had a high
level of parking intrusion on the study day. It is important to note, however, that this type of
license plate study has limitations and the results can only be an indicator. The number of
resident vehicles is most likely underestimated due to some residents having new cars with no
plates, having old addresses on their vehicle registration, and due to not being able to account
for visitors. The reverse is also true, in that the number of non-residents is probably too high.
The origin -destination surrey provides another perspective on these results.
For reference purposes, Table 3 was developed to arrive at an approximate estimate of how
many on -street parking spaces are available on the five study streets, the maximum number
that were occupied on the April 20, 2014 survey date and, in theory, how many were not
occupied. The number of on -street spaces was calculated by measuring the length of curb
between intersections and driveways using Google Earth, and dividing that by 21.5 feet, the
average length of parking space needed per vehicle. The average length was derived by
dividing the length of Nantasket Drive between intersections by the maximum number of
vehicles parked there. Nantasket Drive was used since it was observed to be fully parked. The
resulting estimate of available parking spaces is approximate since the parking demand may be
higher on certain holidays/weekends, however, it provides a reasonable tool for assessing the
impact of potential actions.

Origin -Destination Parking Survey
One of the purposes of the study is to identify who is causing the parking intrusion, which has
been reported by residents to be employees and patrons of the Terranea Resort, beach -goers,
and users of the local trails. An origin -destination study was performed to gain some insight on
this matter. Observations were made of where motorists went after parking their vehicles,
noting whether they went to a path leading to the Terranea Resort, to a trail entrance or to a
residence. It was also noted if they were wearing or carrying a uniform or bag that would
indicate working at the resort. This survey was performed concurrently with the license plate
survey and represents a sampling of the parked vehicles. The survey focused on only a part of
each study street, except for Nantasket Drive and Seawolf Drive, which were short enough to
allow a full survey. The results of the origin -destination parking survey are summarized in
Table 2. The data sheets for the survey are provided in Attachment A-1.
Table 2 provides two pieces of useful information. It indicates that many of the "non-resident'
vehicles identified in Table 1 actually belong to SeaBluff residents or their visitors and that the
overwhelming majority of the remaining "non-resident' vehicles belong to Terranea Resort
employees or patrons rather than to recreational users.
Although it would seem that the results of Tables 1 and 2 could be used to directly compare the
"resident' versus "non-resident' vehicles, the results would be skewed, since there are
unidentified addresses in the license plate survey that could belong to any of the other
categories.
In addition to the data provided, the origin -destination survey observations also noted the
following:
• Some of the parked vehicles belonged to families visiting residents, probably for Easter.
• Some of the Terranea Resort employees were dropped off at their vehicles when
returning, apparently by co-workers who parked at Terranea.
• Vehicular traffic was light enough that pedestrians felt safe walking in the roadway
instead of on the sidewalks, and crossing streets in a casual maner. In one instance,
parents had their young daughter (under 5 years old) ride her bicycle, which had training
wheels, in the very middle of Beachview Drive from Seawolf Drive to Nantasket Drive to
the trail, while the mother walked behind her and the father rode his bicycle beside her.
Every time a car came, the mother pulled her child to the side.
• There were many U-turns made in the middle of streets as motorists looked
for/accessed parking spaces. In particular, a lot of vehicles traveling southbound on
Nantasket would either make a U-turn right at the corner of Nantasket and Seacove or
on Seacove just past Nantasket. Since there was not enough space to make a U-turn,
the motorists typically had to back up to be able to complete their turn. There were a
few instances where people did that with one or two cars behind them and then the cars
behind them would try to get around the first car while they are trying to complete their 2 -
or 3 -point U-turn.

Other Observations
The data collection firm performing the parking surveys provided the following informal
observations:
• Approximately 10 to 20 vehicles parked on Coastsite Drive throughout the day. They
appeared to be related to the Bay Club condominium complex on the east side of the
street and not to the Terranea Resort or trail - users.
• There were not many vehicles parked on Seacove Drive between Coastsite Drive and
Via Palacio, approximately one or two on the north side and five or six on the south side
throughout the day. The vehicles appeared to be related to homes on the streets off of
Via Palacio north of Seacove Drive (not within the study area).
• On Seahill Drive, two to five vehicles were parked there at any given time. It did not
seem to be heavily used for parking.
• On Channelview Court, there was a party towards the end of the evening, which caused
a significant spike in the number of parked vehicles.
• Nantasket Drive was fully parked most of the day. As soon as a space opened up, it
was filled again.
• Terranea Resort was very busy. At approximately 10:00 AM, vehicles were already
parked on Terranea Way just north of the driveway for the first street south of Palos
Verdes Drive South.
• There was a definite increase in the number of available parking spaces in the late
afternoon, when there appeared to be a shift -change at Terranea Resort. Vehicles that
had already been parked when the license plate survey began at 8:00 AM and remained
there during the day, were no longer there. A sampling of the license plate survey data
on Channelview Court, Seawolf Drive and the south side of Seacove Drive tended to
confirm this.
Permit Parkina Assessment
The residents' requests for permit parking were evaluated regarding the effectiveness of permit
parking in resolving the residents' concerns. The assessment was based on the parking
surveys and the City's permit parking policy (Attachment A-2), which states that permit parking
boundaries will be determined on a block -by -block basis. Staff has provided additional
clarification by noting that permit parking can be implemented on only one side of a street.
Permit Parking Restrictions As Requested by Residents
The results of the license plate survey were analyzed to assess the potential impact of
implementing permit parking restrictions. Residents of Channelview Court, Seawolf Drive,
Seacove Drive and the owner of future single family homes on Nantasket have requested permit
parking on their streets The parking analysis indicated that a large percentage of the vehicles
parked on these streets are owned by study -area residents or their visitors. Implementing
permit parking on Beachview Drive or Nantasket Drive would not greatly reduce the number of

parked vehicles on these streets. It was observed that Nantasket Drive was also fully parked on
--
a weekday evening after residents returned home from work or school.
The situation occurring on the south side of Seacove Drive might not be remedied if permit
parking were implemented area -wide, since it is not clear if their reported problems are caused
by non-residents or local residents. Since their problems are also occurring on days other than
weekends and holidays, it would be appropriate for any parking restriction to be 24/7. The total
removal of parking would be more effective than permit parking since No Parking is generally
better respected than permit parking and it would address the problem if permit parking were
implemented area -wide. It would depend, however, on whether or not the residents need on -
street parking for their visitors or maintenance contractors. If permit parking or No Parking
restrictions were implemented on the south side of Seacove Drive from Nantasket Drive to
Coastsite Drive, 43 on -street parking spaces would no longer be available, leaving 48 spaces to
serve the 75 -space demand. The 27 vehicles that could no longer be accommodated would be
displaced to other streets.
The same action suggested above for Seacove Drive could also be the most appropriate action
for the west side of Nantasket Drive when the new homes are built. It is likely they would have
similar problems. Prohibiting parking could be a condition of development. Should parking be
removed from the west side of Nantasket, 32 parking spaces would no longer be available and
those currently parking there would be displaced. Since Nantasket Drive would have no unused
spaces available (Table 3), approximately 32 vehicles would be displaced to other streets.
The parking study indicates that Channelview Court is primarily affected by Terranea Resort
employees and it is mainly on the north side of the street. The residents of Seawolf Drive are
affected by parking on both sides of the street by Terranea employees. Like Seacove Drive, the
effectiveness of permit parking would be limited on Seawolf Drive if permit parking were
implemented area -wide. If the requested permit parking were implemented, 96 parking spaces
would no longer be available to others, resulting in the displacement of approximately 45
vehicles (52 minus 7 spaces used by Channelview Court residents) to other streets.
In summary, application of the data in Table 3 shows that if permit parking was implemented, as
requested by the residents (on both sides of Channelview Court, both sides of Seawolf Drive, on
the west side of Nantasket Drive and the south side of Seacove Drive), 164 on -street parking
spaces would no longer be available to the public (7 of the spaces on Channelview were
occupied by Channelview residents). The 164 parking spaces were occupied by 112 vehicles
not belonging to residents of the street/side of the street. There would be 49 available parking
spaces remaining on the other streets/sides of streets to accommodate the 112 displaced
vehicles, which would not be adequate. Permit parking on these streets/sides of streets would
result in an overall deficiency of 63 parking spaces, with motorists proceeding to non -study
streets to find parking. To insure the parking intrusion was not moved to other streets, permit
parking would have to be extended to the full bluff area, including non -study streets.
Limiting the Requested Permit Parking Restrictions
As previously noted, permit parking implemented area -wide might not be effective for some of
the streets requesting it. An approach that would limit the requested permit parking was

considered as an option. Table 4 summarizes the analysis of implementing permit parking on
only one side of each of the requested streets, in an incremental manner.
Since Seacove Drive residents appear to be experiencing the most serious problems from the
parking intrusion, they were considered first. If permit parking were implemented on the south
side of Seacove Drive, there would be an insufficient number of unrestricted parking spaces left
on the north side of the street (48) to accommodate the demand (75), resulting in approximately
27 vehicles that would need to find parking on another street.
Seawolf Drive is the next most affected street. If permit parking were implemented only on the
east side of the street, where the two homes are, there would be an insufficient number of
unrestricted parking spaces (16) left on the west side to accommodate the demand (24),
resulting in approximately 8 displaced vehicles that would need to find parking on another
street. Adding the displaced vehicles from Seawolf Drive to those from Seacove Drive, results
in a total of approximately 35 vehicles that would be displaced.
If permit parking were only implemented on the south side of Channelview Court, there would
be just enough unrestricted parking spaces on the north side (28) to accommodate the demand
(28). Therefore, no vehicles would typically be displaced and the cumulative total of displaced
vehicles would remain at 35.
Since permit parking was not requested for Beachview Drive, it was assumed, for this option,
that permit parking would not be implemented on this street. From Table 4, Beachview Drive
has a parking surplus of approximately 41 parking spaces. Adding these spaces to the
cumulative total provides a net surplus of approximately 6 parking spaces over the demand.
This indicates that implementing the proposed limited permit parking would typically satisfy the
overall parking demand without the need to provide permit parking for the entire area.
The situation would change when the future condition of four new single family homes are built
on the west side of Nantasket Drive. Since Nantasket Drive is fully parked, there would not be
any surplus of spaces to draw from on the east side of the street if permit parking or No Parking
were implemented on the west side. The deficit would be approximately 32 spaces, which
would give a cumulative deficit of 26 parking spaces. The analysis indicates that construction of
the houses would create the need to implement permit parking on all streets on the bluff,
including streets not included in this study.
As previously noted, if permit parking were implemented area -wide, the situation for Seacove
Drive residents would not likely be remedied with permit parking. A No Parking restriction might
be the only recourse. This could also be true for future residents of the west side of Nantasket.
Permit Parkinq Days and Hours
The days and hours for the permit parking restrictions were also considered. The City's policy
allows these to be tailored to each situation. In this case, the parking intrusion primarily occurs
on weekends and holidays, and to target the Terranea employees, the restriction could be from
8:00 AM to 6:00 PM or all day on Saturday, Sunday and Holidays.

At the March 24, 2014 Traffic Safety Committee Meeting, there was a discussion about what
"holiday" means and how to make it clear to the public. A review of the California Manual on
Uniform Traffic Control Devices, which specifies what traffic control signs say and how they are
used, does not define "holiday", nor does the California Vehicle Code. Typically, it is
understood to mean the standard national holidays. There is a concern that this could be
misinterpreted by both motorists and Sheriffs Deputies because the City typically does not
observe certain national holidays and uses that time to close City Hall for a week during the
December holidays and New Year's Day. There does not appear to be a good solution for this
and the word "holiday" should probably not be used.
One alternative is to limit the signs to Saturdays and Sundays, which would handle the parking
intrusion most of the time, but not when it is the worst. Another alternative is to make it 24
hours a day, 7 days a week. This would be the most effective way to do it, however, it would
also keep the casual trail users and beach -goers out. The City has gone to a great effort to
create the trails and restricting public access to them would be counter to City policy. A "2 -hour
parking except with permit" restriction on the west side of Nantasket Drive and the south side of
Seacove Drive would make the trails available to the casual users while discouraging access for
Terranea Resort employees.
Other Potential Actions
Permit parking is the best tool available to address parking intrusion/overflow parking and there
are not many effective alternatives. One alternative, however, is to provide additional parking.
A certain number of parking spaces could be gained by marking parking spaces on the street,
which would reduce the length of the average parking space and force motorists to park more
efficiently.
Another possibility would be to install diagonal parking on Seawolf Drive. This would need
further analysis, however, related to the steep grade and potential sight distance issues.
Findings
Based on an analysis of the study data and observations, we find the following:
• The study confirmed that the SeaBluff area is subject to parking intrusion from Terranea
Resort employees and trail users.
The Terranea Resort employees and patrons play a large role in the over -parking on
SeaBluff area streets, particularly on Channelview Court, Seawolf Drive, Nantasket Drive
and Seacove Drive, on weekends and holidays. This is despite an arrangement the
resort has with the City of Rancho Palos Verdes to use the City Hall parking area as
supplemental parking when they hold special events. This arrangement was activated
the day of the survey, with many Terranea employees parking at City Hall. Based on
resident feedback and observations made during the origin -destination parking study,
many other Terranea employees elect to park in SeaBluff instead of using the
supplemental parking during special events. The area trails provide easy access to the
Terranea Resort from the SeaBluff area.

• A limited amount of parking on the study streets is occupied by recreational users, using
the trails and going to the beach.
• A majority of the parking on Beachview Drive and Nantasket Drive is used by residents.
Heavy parking in the late afternoon/early evening on Nantasket Drive and on the west
end of Beachview Drive was also observed on a weekday.
• The search for parking by motorists results in mid -block U-turns, which in turn, block
traffic and cause undesirable driver behavior.
• The heavy parking demand is clustered at the west end of the area, where the trails to
Terranea Resort are located. It does not extend to the full length of Beachview Drive or
Seacove Drive, or to non -study streets in the area.
• Permit parking could effectively eliminate parking intrusion by Terranea Resort
employees and guests. It could also, however, require permit parking for the entire
SeaBluff area, including streets not within the study area, and it would require regular
enforcement. It could also prevent recreational trail users from parking on the streets.
• If the permit parking restrictions requested by the residents for Seacove Drive,
Nantasket Drive, Channelview Court and Seawolf Drive were implemented, there would
not be enough parking spaces on the other street/sides of streets to accommodate the
displaced vehicles, and the parking intrusion would likely extend to streets outside of the
study area.
• Limiting the requested permit parking to the south side of Channelview Court, the east
side of Seawolf Drive and the south side of Seacove Drive would generally meet the
needs of the residents of these streets without moving the parking intrusion to non -study
streets. If permit parking or No Parking were implemented on the west side of Nantasket
Drive in the future, however, there would no longer be enough unrestricted parking
spaces to accommodate the current demand, and streets outside of the study area
would start to be affected.
In summary, implementation of permit parking in the study area would tend to move the
weekend and "holiday" parking intrusion onto other nearby streets not included in the study
unless permit parking were to be implemented on all streets in the area.
Recommendations
The following actions are recommended:
Implement permit parking at all times on all study streets, with a "2 -hour parking except
with permit' restriction on the west side of Nantasket Drive and the south side of
Seacove Drive. Expand the permit parking restriction to include streets on the bluff
outside of the study area, including Seahill Drive, Vista Pacifica, Via Palacio, Via Baron,
Coastsite Drive and Sandy Point Court, as requested by the residents and as they meet
the qualifications for permit parking.
2. If permit parking is implemented, monitor the south side of Seacove Drive to see it
permit parking was effective in addressing their concerns. If not, consider installing No
Parking Any Time restrictions on all or part of the south side of Seacove Drive, in

accordance with tha wishes of the affected residents. Provide the same monitoring once
the new homes on the west side of Nantasket Drive are built. If No Parking Any Time
were to be installed, the 2 -hour parking restriction might need to be added to the other
sides of these two streets or to other nearby streets.

The purpose of the Neighborhood Permit Parking Program (NPPP) is to provide
residents in residential neighborhoods parking relief associated with adjacent
businesses, schools or attractions that generate parking. Some of the program benefits
may include:
• Protect residents from unreasonable burdens in gaining access to the property
• Preserve neighborhood living
Maintain convenience and attractiveness
• Preserve residential character of the neighborhood
• Safeguard peace and tranquility
The implementation of the Neighborhood Permit Parking program combined with
consistent enforcement will reduce the problem of non-resident parking while offering
reasonable access to parking near homes.
ELIGIBILITY
Whenever the Director of Public Works or his designee determines that the streets of a
neighborhood in which residential uses are permitted and other uses such as
commercial, recreational or industrial uses are not permitted, that street is eligible for
permit parking if:
• more than 25% of the number of parking spaces are occupied by neighboring other
uses; and
• the total of number of spaces actually occupied by any vehicle exceeds 75%.
An Engineering survey must determine the parking availability.

ii the above conditions are met, the Director of Pudic Works or his designee shall
prohibit parking during the hours when such use has been found on those streets or
portions thereof to have been affected.
PARTOPATION
Permit parking boundaries shall be determined on a block by block basis. The Director
of Public Works will initiate a Traffic Engineering Parking survey where increased
parking by non-residents exists. If it is determined that a parking problem exists, the
affected street and/or neighborhood must agree to the permit parking program by
submitting a signed petition that bears the signatures of at least 60% of the affected
residents.
Similarly for streets that are currently enrolled in a permit parking program, to opt -out, at
least 60% of desired residents must indicate their desire to discontinue the permit
program by submission of a petition.
A recommendation from the Director of Public Works will be made to the City Council
for adoption of a resolution to enroll or discontinue a street or neighborhood into or out -
of the program and upon adoption, appropriate signs will be erected or removed on the
affected streets.
PERMITS
Upon adoption by City Council, permits will be issued and managed by the Public
Works Department. Each household is eligible to obtain parking permits for each
registered vehicle (up to 3 vehicles) and one (1) Flexpass which is to be used at the
homeowner's discretion for visiting guests or care -givers. Service Vehicles that are
clearly marked are exempt from the permit requirements.
Special Event Guest Parking may be issued for special circumstances and large
gatherings such as graduations, weddings, tea parties, etc. Special event guest parking
will be evaluated on a case-by-case basis.

APPLICATIONS --
Applications will be made available to the public at City Hall and the City's website. After
completion of the application, an applicant can either mail in the application and all
required documents or submit in person to the Public Works Department.
The required documents for a permit include:
Current vehicle registration and proof of residency by submitting one of the following
documents: utility bill, telephone bill, cable bill or current auto insurance.
Permit fees shall be approved by City Council and adopted by resolution.

Subject: Seabluff Area Permit Parking Assessment
Dear Ms. Countryman:
Willdan Engineering (Willdan) is pleased to submit this summary of our "after" parking study to
determine if there have been any changes in the parking intrusion in the Seabluff area. Willdan
performed an initial parking study in Spring 2014 to assess the magnitude, extent and sources
of the parking intrusion and to evaluate the effectiveness of permit parking and other possible
measures. A license plate survey of parked vehicles, as well as observations of the vehicles'
owners for an origin -destination study were conducted on Easter Sunday, 2014. The results of
the initial study were summarized in our Seabluff Area Permit Parking Assessment letter report,
dated May 9, 2014.
The initial study confirmed that the Seabluff area is subject to parking intrusion from Terranea
Resort employees and trail/beach users. A follow-up "after" study was performed based on new
surveys conducted on Easter Sunday 2015. The purpose of the "after" study is to assess the
current condition and see if there have been any improvements due to City staffs efforts to
resolve the parking situation with Terranea Resort officials. This report summarizes the findings
of the 2015 study and compares the results with the 2014 study.
It should also be noted that the Traffic Safety Committee reviewed the initial report at their May
12, 2014 meeting and passed a motion to forward the staff recommendation to the City Council
to establish No Parking Any Time restrictions on the Channelview cul-de-sac. They also
directed staff to work with the Terranea Resort and to plan to have an areawide permit parking
program for the Seabluff area. Subsequent to this meeting, staff learned that California Coastal
Commission approval would be necessary to implement permit parking south of Palos Verdes
Drive South. Staff is currently looking into the California Coastal Commission requirements.
Parking Survey
A parking survey, consisting of a license plate survey and an origin and destination study, was
performed for the Seabluff area to assess the level of parking intrusion on Channelview Court,
Seawolf Drive, Beachview Drive, Nantasket Drive and Seacove Drive. Public testimony at the
March 24, 2014 Traffic Safety Committee Meeting indicated that the parking intrusion from
Terranea staff usually occurs on holidays and weekends, particularly when the resort has
special events. To assess the reported intrusion from trail -users, it was important that the
weather be clear and warm on the day of the survey. To meet these two conditions, the data

was collected on April 20, 2014, Easter Sunday, when the weather was clear and warm, and
Terranea Resort held a special Easter dinner. The "after" study data was collected on April 5,
2015, Easter Sunday, when the weather was again clear and warm, and the resort held a
special Easter dinner.
License Plate Survey
The license plate survey consisted of noting the license plate numbers of each vehicle parked in
the study area, once an hour, from 8:00 AM to 8:00 PM. The license plate numbers were
submitted to the Los Angeles County Sheriffs Department for look up. For each license plate
number, the Sheriffs Department noted if the owner's registered address was on the study
street, on another street within Seabluff, from outside of the study area (non-residents), or not
found. The results of the survey are summarized in Table 1. The survey data sheets are being
provided to the City separately, for privacy reasons.
Table 1 provides the license plate results from the original survey on Easter Day, 2014 and from
the follow-up survey on Easter Day, 2015. For each study street, Table 1 shows the number of
distinct vehicles that were parked on the street during the study period (8:00 AM — 8:00 PM), the
percentage of those vehicles registered to residents of the street, the percentage registered to
Seabluff residents living on other study streets, the percentage registered to non-residents, and
the percentage of vehicles with the address not found due to out-of-state plates or no plates
(new vehicles). Table 1 also provides a comparison of the results from 2014 and 2015 to
indicate how the situation has changed.
A review of Table 1 shows that, overall, the number of unique vehicles parked on the study
streets was 22% less in 2015 than in 2014, including a 25% reduction of the vehicles parked by
non-residents.. The reduction was also due to 13% fewer residents' vehicles and 59% fewer
vehicles owned by other Seabluff residents parked on the streets. The number of vehicles
whose owners could not be identified increased by 11 vehicles or 83%. These vehicles could
belong to residents or non-residents, however, so this increase does not have a real
significance.
Origin -Destination Parking Surve
One of the purposes of the studies is to identify who is causing the parking intrusion, which has
been reported by residents to be employees and patrons of the Terranea Resort, beach -goers,
and users of the local trails. An origin -destination study was performed on Easter Sunday in
both 2014 and 2015 to gain some insight on this matter. Observations were made of where
motorists went after parking their vehicles, noting whether they went to a path leading to the
Terranea Resort, to a trail entrance or to a residence. The surveys also noted if they were
wearing or carrying a uniform or bag that would indicate working at the resort. These surveys
were performed concurrently with the license plate surveys and represent a sampling of the
parked vehicles. The survey focused on only a part of each study street, except for Nantasket
Drive and Seawolf Drive, which were short enough to allow a full survey. The results of the
origin -destination parking survey are summarized in Table 2. Table 2 also provides a
comparison of the results from 2014 and 2015 to indicate how the situation has changed.

Table 2 provides two pieces of useful information. It indicates how many of the "non-resident"
vehicles identified in Table 1 actually belong to Seabluff residents or their visitors. Table 2 also
provides clarity regarding the purpose of the non-residents' visits to the neighborhood, including
whether they are Terranea Resort employees or recreational visitors. The data sheets for the
survey are provided in Table A-1 in the attachments.
A review of Table 2 shows that, overall, the number of people observed to park on the study
streets increased by 16% in 2015, including a 66% increase in residents or their visitors (from
67 to 111), and a 136% increase in recreational users (from 22 to 52). The number of other
Seabluff residents parked in the study area decreased by 75%, from 16 to 4. Significantly, the
number of Terranea employees also decreased, by 76%, from 49 to 12.
Although it would seem that the results of Table 1 and Table 2 could be used to directly
compare the "resident" versus "non-resident" vehicles, the results would be skewed,, since there
are unidentified addresses in the license plate survey that could belong to any of the other
categories.
Table 3 provides another snapshot of the conditions in 2014 and 2015. It was developed to
arrive at an approximate estimate of how many on -street parking spaces are available on the
five study streets and the maximum number that were occupied on the 2014 and 2015 survey
dates. Table 4 shows the change in the maximum number of occupied parking spaces and the
maximum percent occupancy for each street.
A comparison of the results of the 2014 and 2015 license plate survey and origin -destination
survey for each street are provided in the following paragraphs.
Channelview Court
Table 1 indicates that, overall, the number of unique vehicles parked on Channelview Court
increased by 25%, from 32 to 40. The number of vehicles belonging to Channelview residents
decreased from 7 to 6, whereas the number of non-resident vehicles increased by 9, from 23 to
32. Table 2 indicates that the increase of parked vehicles was not due to Terranea Resort
employees, but primarily due to people visiting the residents. The number of Terranea Resort
vehicles declined by 50%, from 6 to 3, whereas the number of vehicles related to residents and
their visitors increased by 13, from 6 to 19. Recreational user vehicles increased by 1, from 3 to
4. Table 3 shows that the maximum number of occupied spaces decreased by 3 from 2014 to
2015, with at most, 56% of the spaces on the north side and 25% of the spaces on the south
side occupied in 2015. It remains too few to meet the City's permit parking requirements.
Seawolf Drive
Table 1 indicates that, overall, the number of unique vehicles parked on Seawolf Drive
decreased by 32%, from 28 to 19. There are only two residences on Seawolf Drive and none of
the parked vehicles were registered to a Seawolf Drive address in 2014 or 2015. The number
of vehicles belonging to other Seabluff residents and to non-residents both declined, by 3 (from
4 to 1) and by 7 (from 23 to 16) for non-residents, respectively. Table 2 indicates that the
residents had visitors this year, in 4 vehicles, whereas they had no visitors last year. The
number of Terranea Resort employees parked on Seawolf Drive declined by 50%, from 6 to 3.

Table 3 shows that the maximum number of occupied spaces decreased by 12 from 2014 to
2015, with at most, 25% of the spaces on the east side and 44% of the spaces on the west side
occupied in 2015. It remains too few to meet the City's permit parking requirements.
Beachview Drive
Table 1 indicates that , overall, the number of unique vehicles parked on Beachview Drive
decreased by 38%, from 84 to 52. The number of vehicles owned by Beachview Drive
residents, other Seabluff residents and non-residents all declined. The most significant
decrease was by non-residents, which was reduced by 51%, from 53 to 26. Table 2 indicates a
slight overall decrease in the number of people observed to park on Beachview Drive. The
number of vehicles belonging to residents' visitors increased by 1, from 30 to 31, the
recreational users decreased from 4 to 2 and Terranea employees decreased from 1 to none.
Table 3 shows that the maximum number of occupied spaces decreased by 7 from 2014 to
2015, with at most, 46% of the spaces on the north side and 46% of the spaces on the south
side occupied in 2015. It remains too few to meet the City's permit parking requirements.
Nantasket Drive
Table 1 indicates that, overall, the number of unique vehicles parked on Nantasket Drive
increased slightly, from 91 to 94. The number of vehicles belonging to Nantasket Drive
residents decreased by 4, from 18 to 14, as did other Seabluff residents' vehicles, decreasing
by 2, from 5 to 3. The number of non-resident vehicles increased by 4, from 62 to 66, as did
those whose owners could not be identified, from 6 to 11. The breakdown in Table 2, however,
indicates that the number of people observed to be parking vehicles belonging to residents or
their visitors increased by 13, from 31 to 44, as did those belonging to recreational users,
increasing by 13 from 3 to 16. The number of Terranea Resort employees decreased by 8,
from 12 to 4. Table 3 shows that the maximum number of occupied spaces decreased by 4
from 2014 to 2015, with at most, 78% of the spaces on the east side and 103% of the spaces on
the west side occupied in 2015 (more vehicles apparently managed to squeeze in). Although
there are fewer parked vehicles, these percentages still meet the City's permit parking
requirements.
Seacove Drive
Table 1 indicates that, overall, the number of unique vehicles parked on Seacove Drive declined
by 38%, from 125 to 77. The only addresses on Seacove Drive are 10 single family residences
and none of the parked vehicles were registered to a Seacove Drive address in 2014 or 2015.
The number of vehicles belonging to other Seabluff residents decreased by half, from 16 to 8,
and those belonging to non-residents decreased by 44%, from 103 to 58. The number of
vehicles from owners who could not be identified increased by 5, from 6 to 11. Table 2
indicates only a net decrease of 1, from 44 to 43, in the number of people observed to be
parking vehicles. Those observed to be residents or resident visitors increased to 13 from none
in 2014. On the other hand, the number of other Seabluff residents declined from 10 to none.
The recreational users (many visiting Vanderlip Park), increased 18, from 10 to 28. The
Terranea employees drastically decreased, by 92%, from 24 to 2. Table 3 shows that the
maximum number of occupied spaces decreased by 31 from 2014 to 2015, with at most, 46% of
the spaces on the north side and 51% of the spaces on the south side occupied in 2015. It
remains too few to meet the City's permit parking requirements.

Parking Intrusion North of Palos Verdes Drive South
Residents of the neighborhood opposite Seabluff on the north side of Palos Verdes Drive South
have recently stated that Terranea Resort employees appear to be parking on their streets
(Albero Court & Nuvola Court) now. In response to this, we placed video cameras to record this
new activity. During the course of the day, the video cameras show two possible Terranea
employees parking on Nuvola Court. (see Table A-11). This would not be sufficient for permit
parking under the City's policy. The City should notify Terranea Resort that some of their
employees have moved to neighborhoods north of Palos Verdes Drive South. A more detailed
and specific study is recommended should the situation worsen.
Findings and Conclusions
The license plate survey showed that, overall, the number of vehicles that were parked on the
study streets decreased by 22% between this year and last year, from 360 to 282. Parking
declined in all three of the primary categories of surveyed street residents (-13%), other Seabluff
residents (-59%) and non-residents (-25%). The origin -destination survey, however, clarified
that the number of non-residents visiting the residents increased by 66% overall, whereas the
number other Seabluff residents declined by 75%.
The number of recreational users increased significantly, by 30, from 22 to 52. Most of the
increase occurred on Nantasket Drive and Seacove Drive.
The comparison of the survey results for 2014 and 2015 clearly indicates that the number of
Terranea Resort employees parking in Seabluff has significantly decreased, by 76% overall,
from 49 to 12. The decrease occurred on every study street, with the greatest reductions on
Nantasket Drive and Seacove Drive.
It appears that the City's efforts to gain cooperation from the Terranea Resort have been
effective. There appear to be more recreational users, however, which has partially offset the
reduction in parking intrusion by the Terranea Resort.

We just received the notice yesterday (dated June 17, 2015) in the snail for the upcoming meeting next Monday,
We have browsed through the meeting agenda and complete report on your website and wish to make our comments available to the
Traffic Safety Committee. The comments are short due to the short notice but want to share our insights on the situation.
We bought our home on Channelview Ct. in November, 2013 and moved into the home in April, 2014. We live on the corner of
Channelview Ct. &, Seawolf Dr. and thus are able to see the parking activity on both of these streets quite easily. Besides the parking issues,
we also note trash is leh in the streets, etc, especially on Seat-volf Dr. on the west side close to f VDS.
As noted in your Potential Nlext Steps Based on the information collected thus far, there are several potentially feasible next steps
We saw the results of the one day studies done for the city but don't have full confidence in one day comparative studies as there are too
many variables and not enough definitive & believable data. Living in the neighborhood gives another viewpoint over extended periods.
We believe the best viable step would be:
Implementation of ars area -wide Seabluff neighborhood permit parking program%.
This should be an all year 24hr/7day permit parking for all the Sea bluff neighborhood.
Anything less would not alleviate the parking issues in our opinion.
Since we have moved here we have observed Terranea employees on all days (not just weekends) and at varying hours parking on
Channelview Ct. & Seawolf Dr. - they typically carry tote or other bags and head directly west on Channelview or go west on PVDS to get to
Terranea. We have witnessed several times some employees changing clothes before going to Terranea and returning to their cars.
The second worst offenders are guests visiting Terranea to dine, etc, but do not want to pay for parking inside the resort.
We feel it is the responsibility of the Terranea resort to provide parking for all their employees but this doesn't seem to be their intent.
Terranea continues to add new facilities but do not add any parking for their employees. Working with them has not alleviated the
problems and we doubt that it ever will. Rather than deter their employees from parking in neighboring residential areas, we believe they
may encourage employees to park in the residential areas as it is in their best interests. They also seem not interested in pushing their
employees to park in available city hall property which is kindly made available to them. .
The Villa Apts are a nuisance but mainly towards the bottom of Sea Wolf Dr. (south end) close to the apartments where this happens.
Even worse than the Apts are the various U -Haul and other trucks (not used by residents in the neighborhood) who park on Seawolf Dr. and
move the trucks every 36 hours or so to avoid getting ticketed by the Sheriff dept, - this is an intermittent ongoing situation inhere a permit
only for residents would solve.
By having a permit parking neighborhood, we don't believe this would have a large negative factor on hikers. I (Alan) am a very avid hiker
and I doubt that very many people from the outside come to the neighborhood to hike on the Terranea trails - if they do they can park on
the west side of Terranea for easy access or even at Point Vicente and walk through Terranea and onto Abalone Cove, etc.

It is hoped that this letter is not only used for consideration by the appropriate department,
but also the City Council in the foolishness of proceeding in the manner that is being suggested.
First, I live in the immediate area and have been a resident of the City of Rancho Palos
Verdes since 1979. I moved here when all that was in this area was just Marineland, the Porto
Verde Apartments and the Bay View Club. Since moving to this location I have seen dramatic
and sometimes poorly thought out plans and developments.
The proposal to make Channelview Court in effect a private parking lot is uncalled for
and serves to only waste City resources at a time of economic cutbacks and far more important
issues on the table, such as ensuring the maintenance and upkeep of our infrastructure and our
roadways, which are more heavily used now than in the last 30 years.
To make the changes for Channelview as suggested means that the City and thus I as a
tax payer must incur the expense of establishing a program to issue parking permits for a small
block of residents. There is the cost of administration, preparation of the parking passes, a system
of checking on the utilization and ownership of the units for issuance of the passes and then most
important of all the enforcement. This means we now have to utilize the limited Sheriff's
services to act as a Parking Enforcement, while we have speeders racing through the City from
San Pedro and down Crenshaw and Hawthorne Blvd. Parking enforcement is a poor use of the
Sheriff s Department.
The City is also proposing to provide for issuance of parking passes for one day events -
which means more utilization of time money and personnel at the taxpayers expense.
It does not stop there, because you are going to install two signs on the street. And of
course we cannot forget the cost for maintenance and upkeep of those signs. Again tax payers
money being wasted. And of course, let us not forget the vandalism that will occur either through
someone thinking it might be a good idea to have one for their dorm room or simply to remove
the signs to formulate a defense to the reason for parking on a public street.

And yes we cannot forget that when the developer finished the Sea Bluff development
which incorporates Channelview Court, that the streets were released to the City, thus meaning
that the street is a public street, that is maintained once again by the taxpayer.
What is going to occur is the beginning of a very slippery slope. Channelview will be the
first public street to move to the "Don't Park on My Block" in this area. Then it will move
throughout the neighborhood.
Some of us in the area do park on the local streets other than Seahill Drive in particular,
because of the cars racing around the corners off of PV Drive South. If Channelview is turned
into a private parking area, then the avalanche of private requests will begin.
There is more here at stake in the long run and the concomitant costs that will reflect back
on the taxpayers.
It is respectfully requested that the "Privatization" of the Channelview Court not be
permitted and allow it to continue as a public street without the added costs of "monitoring" a
local neighborhood parking issue.
What is really occurring is the fact that people are parking throughout the local area to
avoid having to pay for parking at Terrenea while trying to gain access to the Beach area. The
other utilizer of the parking on the local streets are the employees from Terrenea who do not
want to have to pay for parking their vehicles on the Terrenea grounds.
The issue is Terrenea and their failure to make free parking areas available to their
employees. That is something that the City needs to enforce with Terrenea, not back on the local
property owners.
The second issue is Terrenea yet again and their failure to provide free parking for those
that are trying to utilize access to the Beach area, which right was specifically guaranteed in
return for allowing the development of Terrenea. Terrenea is now trying to exclude or limit that
beach access by forcing people to pay for parking to access the beach area below Terrenea. This
forces the general public, who may not have the funds, to pay the parking fees, but still want to
enjoy a day at the beach by forcing the public to park on the local surrounding streets, thus
driving them into our local neighborhoods. This was all predicted while Terrenea was going
through its permit issues with the City.
Thus, the issue is Piot to privatize the parking on the local streets, but rather for the City to
force Terrenea to have adequate free parking for the general public to access the Beach areas
which were part of the authorization to allow Terrenea to be built and free parking for its
employees.

These are burdens that should not be pushed back on the local Neighborhood and
taxpayers, but rather on Terrenea who is nothing more than a visitor to our neighborhood. A
number of us have been here long before Terrenea ever came along and created the tax and
political base that snakes up this City.
It is respectfully requested that the City not go through with the "privatization" of
Channelview Court, but rather to work with Terrenea to force them to make the parking available
as noted herein for it's employees and the public seeking Beach access.
