RECOMMENDATION
ADOPT RESOLUTION NO. 2015 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES ESTABLISHING THE RPV RESIDENT
RECREATION PARKING PERMIT PROGRAM.
BACKGROUND
As the City continues to address the issue of parking as it relates to access to our public
amenities, it is important to ensure that parking is reserved for our residents who help
fund many of the public improvements enjoyed by all. At the April 21, 2015 and June 16,
2015 City Council meetings, while providing an update on the Crenshaw Blvd/Del Cerro
Park Parking alternatives, staff introduced the concept of establishing a Resident
Recreational Parking Permit Program that would allow residents to park in designated
parking areas throughout the city.
DISCUSSION
In accordance with Municipal Code Chapter 10.20, the City may initiate a resident
recreational parking permit to limit parking to residents only within certain areas of the
City, which are to be defined by resolution of the Council. The Resident Recreational
Parking Permit will be an annual pass to be obtained by any resident who desires to
park in designated spaces throughout the City. Permits may be obtained for each
vehicle owned by any bona fide resident of the city. Proof of residency is required at the
time permits are applied for. The permit would apply every day of the week, from dawn
to dusk. The cost for the Resident Recreational Parking Permit is free.

These annual passes will be distributed by the Public Works Department, similar to the
Neighborhood Permit Parking program, to city residents upon confirmation of proof of
residency. A decal will be issued to each registered vehicle and shall be placed in the
lower left corner of the driver's windshield so that it is easily seen by parking monitors.
The cost to administer this program is nominal and will consist of purchasing small
informational signs and decals. The decals cost $2.50 each and will look similar to the
decals issued for the Neighborhood Permit Parking program.
Parkinq Enforcement
The City's parking programs are continuously growing with the addition of the Del Cerro,
Rancho Crest and Island View Neighborhood Permit Parking programs coming on line
in the near future. With the addition of the Resident Recreation Parking Permit, the City
will have a total of 13 parking programs. To achieve full effectiveness of these
programs, enforcement is an essential tool to discourage violators.
The Lomita Sheriff's station is the city's default enforcement tool however, parking
enforcement may not be the best area to direct these essential resources. As an
alternative, the City may consider utilizing the services of a roving unarmed security
company to conduct parking enforcement, 8 hours a day, 7 days a week.
Staff received two proposals for enforcement services. The proposals are summarized
below.

Adopting staff's recommendation will result in an impact to the FY 2015-2016 budget.
The costs associated with establishing this permit program is approximately $2,000
which funds the production and installation of the permit parking signs and procures the

parking decals. Funding for these costs is available in the Traffic Management Program
of the adopted FY 2015-2016 budget. Should the Council decide to move forward with
a roving security unit to conduct parking enforcement, a budget adjustment will be
needed to fund the cost of the security services.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES ESTABLISHING THE RPV RESIDENT RECREATION PARKING PERMIT
PROGRAM
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES
HEREBY FIND, ORDER AND RESOLVE AS FOLLOWS:
WHEREAS, Chapter 10.20 of the Rancho Palos Verdes Municipal Code
authorizes the City Council to establish permit parking in areas in the City by resolution
pursuant to the authority provided by California Vehicle Code Section 22507; and
WHEREAS, Del Cerro Park and the Palos Verdes Nature Preserve is located just
to the south and west of Crenshaw Blvd, and visitors (non-residents) to the park and
Preserve have fully utilized all available public parking in the Park and along Crenshaw
Blvd for extended periods of time. These parked vehicles are precluding residents who
live in the City from being able to park and enjoy public amenities, which is causing a
deterioration of their residential quality of life; and
WHEREAS, the City is initiating permit parking for residents for ten parking spaces
on Crenshaw Blvd to address the parking problems associated with non-residents
parking cars in this area; and
WHEREAS, the establishment of permit parking for City residents along a small
portion of Crenshaw Boulevard consisting of ten parking spaces, seven days a week,
from dawn to dusk, is intended to reserve parking spaces along Crenshaw Blvd, and is
necessary to provide reasonably available and convenient parking for the benefit of
residents who live in Rancho Palos Verdes:
WHEREAS, the City Council determines that establishing permit parking would
not result in significant environmental effects because the result of the program will not
significantly alter existing conditions. Therefore, in accordance to the California
Environmental Quality Act (CEQA), the City Council finds that establishment of the
permit parking program is considered a Categorical Exemption from CEQA based on
Section 15301(c) of Article 19, which states that operation, repair, maintenance,
permitting, leasing, licensing or minor alteration of existing public or private structures,
facilities, mechanical equipment, or topographic features involving negligible or no
expansion of use beyond that existing at the time of the lead agency's determination.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY RESOLVE AND ORDER AS FOLLOWS:

Section 1. Required Findings. The City Council finds that the establishment of
a recreation parking permit program for residents who desire to park on Crenshaw Blvd
for the enjoyment of Del Cerro Park and the Nature Preserve, seven days a week, from
dawn to dusk, is necessary to provide parking on this street for the residents who live in
the City that is caused by long term parking of nonresident vehicles on Crenshaw Blvd.
These adverse impacts have resulted in deterioration of the quality of life to the
detriment of its residents and their property values. For these reasons, the City Council
finds that the establishment of a designated permit parking area for the portion of the
street listed in Section 2 of this Resolution is necessary to avoid the adverse impacts
upon the residents and to provide reasonably available and convenient parking for the
benefit of the residents parking to enjoy the Park and Nature Preserve.
Section 2. Designation of Permit Parking Area. Based upon the findings in
Section 1, the following areas are designated for resident permit parking:
Crenshaw Blvd (first 10 parking spaces along the west side from Park Place
to about 200 feet northly)
Section 3. Designation of Parking Restrictions. Pursuant to Section 22507 of
the Vehicle Code, the permit parking restrictions on the portions of the streets listed in
Section 2 above on Crenshaw Blvd shall be as follows:
No parking except by permit only.
Section 4. Posting of Signs. The parking prohibitions contained in Section 3 of
this Resolution shall not become effective until signs have been posted giving adequate
notice of the parking restrictions imposed by this resolution. The Director of Public
Works is hereby authorized to erect such signs. Vehicles that are parked without
displaying the required permit may be towed pursuant Vehicle Code Section 22651(n).
Section 5. The City Clerk shall certify to the passage and adoption of this
Resolution.
