RECOMMENDATION
Adopt Resolution No. 2015- ; a resolution of the City Council of the City of Rancho Palos
Verdes amending Resolution No. 2015-23 to add the Director of Finance Deborah Cullen
to the City's principal management negotiating team.
BACKGROUND
On April 7, 2015, the City Council adopted Resolution No. 2015-23, designating City
Manager Doug Willmore and Human Resources Manager Sean M. Robinson as the City's
representative for consultation and human resources services pertaining to employment
relations matters and negotiations. The purpose for the change in designation was the City
Manager and Human Resources Manager have extensive labor relations expertise and the
need for outside negotiation expertise was no longer needed.
DISCUSSION
Given that in-house Staff, namely the new Director of Finance Deborah Cullen, also has
extensive expertise in the meet and confer (negotiation) proceedings with a variety of
public agencies, it is in the City's best interests to add the Director of Finance to the
negotiating team. The Director of Finance will bring added expertise as it relates to the
financial aspect of the negotiation process.
