ROBINSON, HUMAN RESOURCES MANAGER DATE: JUNE 30, 2015 SUBJECT: SALARY SCHEDULE RESOLUTION REVISION REVIEWED: DOUG WILLMORE, CITY MANAGEF6�,,DW RECOMMENDATION Adopt Resolution No. 2015- , amending the City's Salary Schedule to add the newly - approved full-time Human Resources Analyst position to the list of approved positions for the City, and setting the salary range. BACKGROUND On April 21, 2015, the City Council approved the creation of a Human Resources Analyst position as recommended in the classification and compensation study presented by Koff and Associates. The attached draft Resolution accomplishes City Council direction to add the Human Resources Analyst position and salary range to the City's Salary Schedule and rescind Resolution No. 2015-39, which was approved previously by City Council on May 19, 2015. DISCUSSION The scope of the Human Resources Analyst's functions were delineated in the Koff & Associates Classification and Compensation Study. After the approval of the City's Fiscal Year 2015/16 Budget on June 16, 2015, Staff commenced with recruitment for the Human Resources Analyst. Based upon the recommendation of Koff and Associates and the approval of City Council from the April 21, 2015 meeting, the salary for the Human Resources Analyst is set at $58,638 - $88,089 annually. The Human Resources Analyst position is defined as confidential, at -will, and exempt from the Fair Labor Standards Act (FLEA) provisions. The attached resolution amends Resolution No. 2015-39 to make this change. 1 Salary Schedule Resolution Update June 30, 2015 Page 2 of 2 FISCAL IMPACT The addition of the Human Resources position at the annual salary range of $58,638 to $88,089 is included in the City's approved General Fund/Personnel expenditures for Fiscal Year 2015/16. Attachments: Salary Schedule Resolution No. 2015- XX (page 3) Salary Schedule (page 5) RAI RESOLUTION NO. 2015- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES REVISING THE SALARY AND HOURLY SCHEDULE FOR THE COMPETITIVE, MANAGEMENT AND PART-TIME POSITIONS, BY AMENDING THE LIST OF APPROVED POSITIONS AND SALARY RANGE BY ADDING THE POSITION OF HUMAN RESOURCES ANALYST, AND RESCINDING RESOLUTION NO. 2015- 39 WHEREAS, at its meeting of April 21, 2015 the City Council approved the creation of a Human Resources Analyst position as recommended in the classification and compensation study presented by Koff and Associates; and, WHEREAS, on May 19, 2015 the City Council adopted Resolution No. 2015-39 re-establishing salary and hourly ranges for all competitive, management and part-time employee job classifications; and, WHEREAS, on June 16, 2015 the City Council approved the Fiscal Year 2015/16 City Budget which included the personnel allocation and funding for a full-time Human Resources Analyst; and, WHEREAS, in order to amend the City's Salary Schedule and Auto Allowance Schedule changes must be made via Resolution. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: The salary and hourly ranges for City job classifications as set forth in Exhibit "A", and a monthly auto allowance for certain job classifications as set forth in Exhibit "B", which are attached hereto and incorporated herein by this reference, are adopted and are effective as of June 30, 2015.
