Many reports of dogs off leash. Generally favorable at 12-10 meeting; very opposed at 2-11 workshop. Funds currently in 14-15 budget • Positive response to shade structures, fitness stations, park amenities, improved walking paths • Negative response to BBQs and moon bounces • Concerns raised about maintenance, feral cats, graffiti, and vandalism • General desire to maintain low-key neighborhood feel Appendix D-3 Notes from Pubic Workshop — Eastview Park — November 5. 2014 ■ Sloped walking area from parking lot — suggested: should be wider, an official path, less incline, proper grading • There is junk collecting in the area next to the parking lot, i.e. an old T.V. — needs to be cleaned up. • '/ mile walking path — nice grade — it's good that it's not paved. Concern: Dog Park would eliminate path? No. • Feral cats are an issue — Cory outlined some measures which could be taken to eliminate this issue. • Drought resistant plants suggested. • Is there a need for a dog park since it is used as a dog park already? • Experience shows that dog parks become dirt, instead of grass! • This community is quite serene and we do not want noise, traffic, smells, etc. — NOT IN OUR NEIGHBORHOOD! • BBQs result in more people/noise mess! No. • One tree on the path — good spot for a bench. • Is there already a dog park in San Pedro? • Barking — if dogs are concentrated in a small area, the resulting barking will be intrusive. • Dog Park should be located well away from "The Gardens". • More shade needed, and benches where there is shade. • Favorable: Fitness stations — do not need to be high-tech! • Graffiti resistant equipment. • Unauthorized picnics — trucks driving to picnic table area. • City will post number to call when a patron seen unauthorized activity! • Fitness stations should be located throughout the park — not concentrated in one area. • Avoid commotion! Notes from Eastview Park Workshor) — January 14th. 2015 • Would the installation of a "dog park" impact the present walking paths? • There is insufficient parking at Eastview, as it is, a dog park would result in even more people coming there • There should be a separate entrance for dogs • What material would be used to cover the ground in a dog park — grass, chips, dirt? • Dogs barking — one starts then every dog in the neighborhood chimes in • If there is a dog park there, the preference would be for the west side of the park, and a much smaller area designated • There has recently been an increase in crime in the neighborhood and encouraging even more people to come there is not desirable. • Too many dogs make the park unsafe for children — Dogs and children don't mix! • Would the residents have a "vote" on creating of a dog park or not? Will our feedback really count? • Other problems in this area identified: garbage, picnickers leaving their trash around, dog litter, etc. Appendix D-4 • Some residents want to defend to dog owners — not everyone is irresponsible — those who are should be held accountable. • Sectioning off part of the park for a dog park essentially results in reducing the availability of the park for general use by families. • BBQ's — NO — too much of a fire hazard and with the winds which come up there, smoke and smells would be directed at the homes near the park. • The fence on the east side — it's a fire hazard with rubbish (which is hidden from view when one is in the park) — the fence has fallen over — Resident spoke to someone in our Maintenance department — no response; wrote a letter to the Mayor — no response. • NO skate park! • The area needs to be cleaned up. • There are folks feeding Feral cats in the park — the food left for the cats results in raccoons, skunks, coyotes increasing in number — they come for the food. • Leftover food scattered by people having picnics also encourages rodents and cockroaches. There have even been cat houses constructed in the bushes. • Maintenance and sanitation issues must be addressed. • Is there any possibility of installing a security camera in the parking lot in an effort to reduce crime? • We like the park the way it is — no changes, please! • There is already a dog park in San Pedro — do we really need another? • NO moon bouncers should be allowed. • There is a homeless element cropping up in the park lately — they come in with hibachis and leave a trail behind-- residents asked to contact the City when they obseve this. • This park is very busy on holidays — i.e. Following an Easter Egg Hunt, there were real eggs left all over the park. • The playground equipment is not fun! Aimed more for small children — we need something that would attract older children like adequate swings, rocket slides — what kids want! • What about liability issues - playground equipment is constantly under scrutiny for safety. • Any chance of delegating separate times for various groups to use the park i.e. 10:00 a.m. — 3:00 p.m. for children; 3:00 p.m. — 7:00 p.m. for dogs? Explanation was provided by Cory and Matt that there is a Municipal Code in the City that dogs must be on a leash on public property. Also, how can you control/stop families with children from coming to the park during the "dog" hours. • A dog park would result in an influx of people coming to the park. • Wood chips are not good ground cover for a dog park — they discourage people from bringing their dogs there. • A dirt dog park is not the answer — when the wind comes up the dirt flies into the neighborhood properties. • More recreation activities would be welcome — i.e. the Movie In the Park was well received. • One resident's perception: Those who want a dog park there probably don't live next to the park! • One resident, who is not a dog owner, went to check out the one at City Hall • Something should be done to handle the trash in the park and on Westmount Avenue — every Monday morning it's disastrous. The residents pick up as much as possible — any chance of entering into an agreement with G.S. Brothers who keep the other side of Westmont clean? What about a volunteer clean-up crew? • Cameras would reduce some issues — dogs off leash; dropping trash, etc. • Separate entrance for dogs and children — if the dogs are on a leash as they should be, that would not be necessary. • Dogs scare children — what about a fence around the playground area instead of a fenced dog park? Appendix D-5 • Consideration must be given to people who live by the park — they didn't buy homes there expecting to be across the street from a dog park. • If there is to be a dog park, Design C (smaller footprint and located on the west side of the park) should be the only consideration. • Residents prefer an open park — no dog park! • More picnic tables are needed. • What about those people who want to come to the park to read, enjoy the outdoors, relax, etc. they don't want a dog park there. • What does the City expect when the Ponte Vista project is completed? Cory responded, "We are a public facility and everything at Gateway will be portable." ➢ Are we building this for outside communities? Has any research been done on the percentage of RPV resident use versus outside attendance?" Cory responded, "The design will dictate use of the park. We're building this for the public and with resident input." ➢ Why do we need this? Cory responded, "Preserve parking is limited in and no formal entry to Gateway Park is currently available." ➢ Comments: This will increase traffic. Maybe we don't want this. Trash is left at Del Cerro area and there is traffic congestion. Cory responded, "We are looking at the future of this area and the bigger picture." ➢ Comments: The equestrians feel this is not a good area. ➢ How much is in the future budgets to care for the parks? The City needs to prove to residents that we can take care of the current parks. The Trump area is a mess. In the Del Cerro Park area there are lots of people and it is messy. Cory responded, "Social media is not controlled by RPV." ➢ Comments: The Survey isn't balanced. Marymount College grounds are filled with cigarette trash. ➢ What is the definition of public? ➢ Eric Johnson said he wants to see comments consolidated that are heard at the Park meetings. He noted that Gateway has concerns such as; it is a bad location and it was dangerous when used for overflow parking of Abalone Cove this past summer. ➢ Comments: Several people made comments about the drowning this past summer and that Gateway is a land slide area. ➢ Why is the City of RPV putting money from the city into this? ➢ The environment needs to be considered. ➢ Why are we placing people in areas that are unsafe? ➢ Cory responded to the above questions and comments, "We have been addressing the area's concerns with this plan and he works closely with emergency personnel." Appendix D-10 ➢ Denise Wilkinson: Said she had concerns about the number of coyotes near the proposed area, that swimming is dangerous in the caves, this area attracts the young, and this is a careless place for a parking lot in a slide area." Matt: "safety is a huge issue as is access". He discussed the Gateway plan. ➢ What about bathrooms? ➢ Comments: The whole area is active. 20-30' of horizontal movement takes place. The area is dangerous. The parking lot will need extensive maintenance. This area is best left in a natural state, maybe some picnic tables would be ok. Let's have a show of hands of those in favor of this. (The group didn't respond) ➢ Will zoning change? Cory responded: "This is part of the general plan." Matt responded: "This is not about structures as we are not proposing any permanent structures." ➢ Comments: We feel for the Del Cerro residents because of the disrespect of the area near their homes. People will walk in dangerous areas and are already there. ➢ Kathy Edgerton: PV Drive South parking is needed to balance Del Cerro parking. She supported the acquisition of Del Cerro and the City needs to support this Gateway issue. ➢ Comments: RPV City must have public access to parks. Safety must be the paramount concern. A concern of residents has been of bikers in this area and the Rangers have discouraged the bikers. The park is moving terrain and will be high maintenance for the City. The City needs to restrict parking at Del Cerro Park to alleviate congestion. Building on an active slide is not a good idea. Put the park in a solid area. ➢ Cory responded: "Geologists agree that this is a very active area. We will keep this area portable and this plan will get parking off the road and out of sight." Cory discussed possibly using volunteer residents. ➢ Don Schmidt of Sea View area stated that Del Cerro parking is bad. He feels we have an abundance of parking with Abalone Cove Park. How many people can be in that parking lot? There are problems with bikers in (Portuguese Bend Reserve) and we are now making this area more available to the public. Gateway is a dangerous spot. He questioned the overflow parking set up this past summer. He stated that this new area should not have porta potties. ➢ What will be there? Matt responded: "Possibly a trailer, porta potty, and a parking lot." ➢ Was our mission to get ideas from the public? Cory responded: "We are hearing all input." Matt stated: "We will be taking a draft of the Master Plan to City Council for their consideration" ➢ Comments: One reason I came here to live was the reserve. I want to see the City taking the trash out and removing graffiti. I don't want outsiders (clapping from audience). ➢ Matt stated: "The active landslide is unique and comes with issues and is a large area." Appendix D-11 ➢ Cory mentioned the Volunteer Trail Watch group and responded to a question about the Rangers. He said the Rangers area based out of Santa Monica and RPV has one Ranger for 50 hours a week. ➢ Comments: Trails are where they shouldn't be. Spur trails aren't being addressed. Would love to see parking for equestrian trailers at Gateway. The presence of enforcement has taken care of the bikers. ➢ Is this a forgone conclusion that this park is going to be done? Matt responded: "We're presenting this plan to explain it to the residents then the plan will be taken to City Council. All opinions will be considered. Safety is a necessity." A Comments: RPV must do something about safety. Obtain statistics and facts first. I've seen a steady shift of moving forward with this plan. ➢ Cory: "In this area we've heard comments that the need is there for additional parking and there are constraints." ➢ Comments: We keep telling RPV this area is dangerous but feel like the parking is happening anyway. Cory responded: "We need to balance the people coming in with adequate parking." ➢ Comments: Others should join the volunteer trail watch. Public funds did acquire these lands. Gateway Park has a history of being tagged as parking is needed there. We don't need to expand the Gateway area. When you live near a park you get a burden. Would Ladera Linda Residents consider parking in their area instead? Cory responded: "This was addressed at the Ladera Linda Parks meeting." ➢ How many parking slots are being considered? Cory: 45 ➢ Comment: Then put the parking at Ladera Linda. ➢ Who owns beyond LL gate? Cory: "The road is RPV City." ➢ Why don't you have parking at LL or City Hall and shuttle people to the reserve? The curve at Gateway is very dangerous. Traffic on that road will be a major issue. LL soccer parking on weekends is a problem. ➢ Where will be the access points be from the parking lot? How many trails can be accessed? Are there any other point for access to the preserve? Cory answered: "The idea is to get people on the trail after they park safely." ➢ Will this area be treated as other places with signage? Cory: "yes" ➢ RPV is not enforcing areas now. A woman stated that she called the Rangers about a glider and the rangers never arrived. She said there are no signs and no tickets are given out. Cory responded: "The Rangers need to prioritize and after their shift is a problem for them. Rangers will work at night if needed. Matt stated that people may contact him to help improve problems like this. ➢ Comments: There is a ton of parking at Abalone Cove. There are other parking options already. Cory: "There are less than 200 parking spots at Abalone Cove. This has been a long project and voices have been heard. We are trying to assess whether Residents want this." ➢ Comment: What will happen is that online media will promote the area. There are concerns with our economy so will parking be free? Cory responded: "We could charge." Appendix D-12 ➢ What will the maintenance be in the future? Cory responded: "Costs could be assisted with parking charges." ➢ How objective can Recreation and Parks be wanting more parks? Would an objective firm be useful to hire? The City describes and landslide as the largest. Is it? ➢ Comment to staff: Thank you for taking "bullets" tonight. "Clapping from crowd." ➢ Cory: "Del Cerro has 10+ parking spots. I see 100+ cars parking. We need parking somewhere. If not here then it must be near the trails and off the street." ➢ Will there be a pedestrian walkway to the beach from Gateway? Could Abalone Cove parking be kept open and/or expanded for additional parking? We don't need additional parking at LL. What other options have been looked at? Why does the City keep coming back to Gateway? "Cory responded: "There is not a whole lot of areas for parking available." ➢ What strings are attached to grants received? ➢ Bring a microphone to the next meetings. ➢ Comments: The City does not have to provide parking. He feels this is being thrown down their throats. ➢ Jerry Duhovic: "I keep hearing why do we keep coming back to this plan and why? This is only fact finding. Nothing is fait accompli. The City Council is ultimately the decision makers. ➢ How many equestrian spaces will be available? Cory responded: "2-3 at one time." ➢ Why not park at Forrestal area? ➢ We need a corral area for emergency situations. ➢ Meeting adjourned at 9:05 p.m. Minutes by Mary Hirsch Comments -from -the -public at the Gateway Park — Master Plan Update Worksho — Wednesday, February 4th, 2015 • What happened with the 2004 Survey that was done — at that time a pool was included in the offerings and the residents did want a pool _ residents daughters were on the committee. • The Master Plan that you present to City Council — will that be available to the public before it is presented? • Regarding the extensive movement of the ground — a very active landslide area — any permanent buildings would not be appropriate. Are you seriously considering putting parking spots in a landslide area? • How many current parking spots are there in the landslide area? • Have you been there during or immediately following a rainfall — if so, you need big=! • This area is needed for an animal shelter in case of a major disaster. • One resident interjected that these workshops are designed as fact finding missions — not a fait accompli. ■ Is the $200,000 allocated just to build a park? (Cory — no to design and build) What about ongoing maintenance — Because it is in a landslide area there will be lots of maintenance. Cory: Temporary/portable buildings and a dirt packed lot — not paved) Appendix D-13 • Since this is the most active landslide area in North America, and considering we can't even maintain the road, would the City nor consider that in creating a parking lot? • We have an abundance of parking in the 7.2 mile stretch from PVIC to San Pedro — why create more? At PVIC there are more than 100 spots, cardiac Hill approx.. 100; Terranea over 200; Trump National 100, with the road leading to the Club House (Trump National Drive) etc. etc. In total there are over 1400 spots available to the public — for a 7.2 stretch of road, that is more than sufficient. • Have you walked from LL to Gateway? Del Cerro is the spot that provides the best vista — people go there for the view. • There have never, never been parking problems before. • The residents of Del Cerro are the ones suffering the pain, the hikers (those using the trails) have been thrust into our neighborhoods — what about parking stickers similar to what they have in other coastal neighborhoods? • Is the City thinking about eliminating street parking in the area around Del Cerro? We never had the parking problem on our streets until the trail was opened — they park on both sides of the street. The resulting trash, traffic, and safety concerns — this as a result of opening the trails, plus the impact of Social Media. • Issuing parking stickers is not as simple a solution as it seems — the City only issues two stickers per household — and requests for additional stickers for visitors necessitates a trip to City Hall — the City would need to issue visitor's stickers to residents as well. ■ The opening of this trail has resulted in a tremendous impact on our neighborhood — we need to step this plan in general! • The reason Gateway Parking is critical — a lot of people have invested a lot of time into ensuring open land is preserved — parking is critical. We want people to come in to use the trails/open land • The City must be proactive./ Do we want people to come? Then we all have to share the pain. Cory: we need to respect the efforts of those in the past. We are looking to find ways to control the pain! • Those trails have been carved out of a preserve — aren't those crevices dangerous for hikers? Has the City considered the risk. Staff: Yes the City has considered the risk and are aiming to do all possible to reduce the risk. • The City/PVPLC has been doing a great job of advertising. With social media — once it's out you can't draw it back. • The primary focus is to preserve nature — not to make it available to the public. Cory's response — the aim is to protect the habitat, with public access. • We're playing with fire here — Del Cerro residents want relief — those at Gateway don't want to end up like Del Cerro. • If a parking lot is established, will there be a fee to park? That issue has not yet been addressed/resolved. • A lot of us live here because we enjoy open space. We have to share not only the beauty, but also the pain. We need to keep an open mind. • 1 have followed this process — but I'm questioning the need for additional parking. We must look at the demand — are we going to plow over this land to meet a need that is not clearly defined? I know Del Cerro's problems, but that is a separate issue. People will continue to come — those who know about the trails will come and find a place to park regardless. • Is there any hard data to prove that creating a parking lot at gateway will relieve the parking problem at Del Cerro? No • There are a lot of unknown issues — a parking could be put in and not have any effect on Del Cerro. • Has a shuttle been considered from ABC or CH? There would be ongoing costs associated with maintenance of a parking lot as well as running a shuttle. Appendix D-14 • Do you know the current cost of repairs on PVDS? What would it cost to maintain a lot. There are a lot of sinkholes, etc. that result in dangerous conditions and would have to be constantly maintained. • Recap: the Del Cerro issue. The land was acquired with no plan for parking for those who want to use it. The park maintenance crew come in on Mondays and do a sterling jab of cleaning up after the weekend, however, no one cleans up Crenshaw — there are no trash cans — so poop bags are left lying around. The area at Gateway does have advantages —would not result in street parking, is not in a neighborhood. Del Cerro is heavily visited on weekends — one porta potty for approximately 1,000 people. The trash receptacles around Del Cerro are deplorable, and there are none in the preserve. Residents are continually complaining about rash. Gateway does not have the same issues. • Parking at Gateway needs to be advertised as an option — after hours use is also a problem. Need for more trash cans, more bags — there is lots of noise at 9:30 at night — it's unfair! We want fewer people in our neighborhood — not more! • A bigger sign is needed to indicate the "dos and don't s" when using the preserve. There is a sign there now, but it is too small. • If a parking lot is established at gateway, would an environmental study be required? • I'm shocked that there is opposition to creating a parking lot at Gateway — the location is ideal — not butting up to private homes. Safe access to the preserve is needed. • Some very distressing events took place over the July 411 weekend when Gateway Park was open for parking. This is a dangerous area, and the resulting death and numerous rescues need to be considered. (Traffic Safety Committee in place and involved in this issue). That weekend was the "perfect storm" so to speak — with a combination of warm weather, high waves, a iot of social media attention contributed — hence the Traffic Safety Committee. • With all due respect to those who want to attract outsiders, those of us who bought homes here did so because we enjoy the serenity and want to keep it that way, not attract more outsiders. With Trump National and Terranea, the south side of hill already has enough traffic — let's not attract more - we should keep it as it is. • Using the map to indicate where major crevices run across the trail, one resident highlighted the risk involved to children as well as adults in this area. There is a legitimate risk here. Considering that there were deaths when this park was open for a period of just two weeks, imagine the results of having it open all year long. This land was identified as open space by those who recognized the danger — we should listen to them. Open landslide area should stay as it is! • Resident: one quick question. Those who said there were no homes around the suggested parking area are wrong! There are problems with graffiti (a huge Batman symbol) — the Sheriff has been called several times — when walking home recently a resident was practically assaulted by a group of about 15 people — more will come — we want to avoid those issues. Have the PVPLC people been consulted? What will happen to the protected wildlife and native plants in the preserve? • Some people here are making it sound as if this piece of land is going to slide into the ocean tomorrow! Lots of people live in landslide areas — you make it work! (Do you surf at Lunada Bay? No) The City will not take on more risk — the dilemma is to let people enjoy the open space without destroying it. • One neighbor lost his home about 4 years ago and has been unable to rebuild on account of the landslide — so a threat has been identified. It would be ideal to have parking in the area but at what cost? • What percentage of the population responded to surveys? Staff: We received about 400 responses, of which approx. 90% were residents. What you're showing us here tonight, is that a result of the survey responses? Appendix D-15 Answer: Yes both general, and specific to this park. The results will eventually include what is said here tonight as well as your input on the response cards. * Why don't we cross the bridge when we get there? If a firm decision will be made based on public response, we should wait and see. 1 haven't hears anyone talk about the hazard of having ,people cross the street from gateway to get to the ocean — this is a legitimate concern! (Cane resident reported having nearly hit several young people running across the street in the dark -- disaster just avoided). * Safety concern — you build a park, you have people coming in for picnics, etc. After picnics, some people light up cigarettes creating a high fire danger. Some residents are already worried about hikers inadvertently causing fires, and now we would bring in more people. Our family has been evacuated twice already. Speaking of fire danger, one resident reminded those present that the two fires in recent years were both caused by Edison, not hikers! * Are you aware that in RPV parks it is not illegal to drink alcohol? If I call the Sherriff, they cannot do anything because the law is not being broken. This creates another concern. (Disorderly conduct is punishable under the law) Regarding traffic at Del Cerro — we would be interested to know how many people park at Del Cerro who are not there to use the trails in the preserve, but are coming for the view, not to hike. • If you go to Del Cerro on the weekends, cars are parked along Crenshaw almost to Crest Road. Lots of people are hiking — the turnover is about one hour. Has an environmental study been done to indicate what would happen if these areas were opened to the public? How did Del Cerro get to this point? How could this area be opened to the public with no consideration given to the impact of no available parking? * One resident who has been on the "PUMP" committee for years spoke about this issue being considered 'ad infinitum'. The committee was railroaded by some people who wanted the preserve opened up. As a result, some areas of the preserve are not a pretty sight today — suffering from over use, waste, trash, vandalism — all to the detriment of the land! * Is there a reason why equestrian coupled with emergency vehicles? * If the City Council were to make a "for" decision, what happens to the people who don't want parking at Del Cerro? The issue at Del Cerro needs to be addressed -- separate from the Master Park Plan Update. A rather casual attitude on the part of the City is perceived regarding the problem of Del Cerro residents. Are the Del Cerro problems being used to offset the gateway issue? * Regarding a compromise — parking by permit as they do at Seaview. Some residents do have horses, are bikers, etc. One lady spoke about the "Archery Club (a private club) — what if we were to use this land for an equestrian club (RPVEC) where fees would be collected to join. Abalone Cove has approximately 200 parking spaces — bikers can park there and bike up into the preserve. * We clearly don't want this! We moved here to enjoy the peaceful atmosphere.. With regard to parking, we already have about 1400 parking spaces along the coast — one solution, open ABC at 8:00 a.m. then we don't need more parking. The residents of Seaview would agree. * Last year when Gateway was opened up for parking, most use was by people going to the beach. not hikers. When it was open, was there any significant impact on the parking situation at Del Cerro? Crory explained that it was temporarily opened because of the construction at ABC — no study was done. * A large part of the issue: impose limited access — rather than fix the problem at Del Cerro. Does the City have any means of limiting use of the open space? Cory: this area was purchased using tax payers money so is open to the public, however, use could possibly be restricted based on ecological issues. * Is it reasonable to reduce demand? Social media is not controllable. Appendix D-16 • Since the weekends are the time it is most heavily used (one resident: NO it's all the time) what about a shuttle on the weekends? • If 2/3 of the population are in opposition, did you come here intending to do this anyway, despite our comments? We feel we are not being listened to. Listen to what people are saying. Even parking placards (restricted parking) result in a hassle — only 2 placards per household, some need more! • Seaview residents seem to cope! • We think the City Already knows about the disaster at Del Cerro — why create another problem — the Del Cerro issue has to be addressed! • Let's suppose you listen to those people and issue parking placards to Del Cerro residents — restrict use by reducing parking (restrict parking on Crenshaw by red lining) — how is the council going to resolve this issue. • There is plenty of parking already. Eventually people will find a parking spot. • The solution — restrict Crenshaw parking and issue placards to Del Cerro residents. • As the City is not obliged to provide parking, don't. If people are fit enough to go into the preserve to hike, they are most likely fit enough to walk to the trail head. We do not need to create more parking! • There are other access points to get into the preserve. • If you limit parking at Del Cerro and do not build another parking place at Gateway, people will find alternate parking. • What about the gate that is locked at Ladera Linda? For safety reasons, the person who is responsible for closing that gate would not dare approach groups who have set up camp there at night. Resident used to hike there at night — no more — what about our safety? Unsavory people are already coming in there, we don't need more! • Response time from the Sherriff's department is approx. 20 minutes — that's too long. Reply: Call 911 for immediate attention. That too takes too long. • Shift some of the CIP money for more law enforcement. • People do not want more buildings, parking lots, etc, so why not give them what they do want? Is there only 1 Sherriff's Deputy serving all of RPV? The money could be better spent on more police presence instead of cameras. • It's a two mile hike from Ladera Linda to the preserve — if you're hiking you must watch out for people walking along the road, bikers, cars, etc. in the landslide area. Now you want to add another place where people can come to congregate — we in RPV have done enough! • A unanimous thought — FIX the Dell Cerro problem, - I'm sure the residents of Del Cerro would not want to create another problem down here. • What wrong with using the Soccer Fields at LL for parking — Reply: that is PVPUSD property. • More parking results in more visitors — there is already sufficient parking. If they come and find the parking spaces are full, too bad, they will come earlier next time. • A lot of people here are forgetting that taxpayers funds were used to purchase this land — there is a balance to be found. I too don't want more people, but it is public land and if you buy a home next to vacant land, you run the risk of what might eventually end up there. A balance is needed — as an equestrian, I use Del Cerro entrance. We have to allow public access. People come at their own risk, if they drown because of carelessness, they drown. • I'm in agreement — people will find a place to park. I don't believe Del Cerro's parking problems will be alleviated by putting a parking lot at Gateway. Is that a problem for Del Cerro residents? Reduced parking on Crenshaw (red curb on wider part of the street) and either a gate or restricted parking (permit parking only) is the only way to address the problem. • It's amazing that I as a resident in an active landslide cannot even plant a tree (not allowed to water) and the City could be allowed to establish a parking lot. Appendix D-17 • When we contributed to the Conservancy, we were told there would be relief for Del Cerro residents — where is the relief • What about increased crime? How much crime is actually happening in the preserve? Let's patrol it ourselves! • The Ranger Program was adopted to address patrol in the preserve. The City has to manage the people — we need to have the City manage Del Cerro parking — FIX IT! • 1 live in the Klondike Canyon area — I can't even plant a tree; I can't put a swimming pool in my backyard — why can the City build a huge parking lot in the landslide area? • Has the City thought about the impact of cars leaking oil, fluids, etc. in such a parking lot? Discussion followed regarding acquisition of Grants, donations, Community partnerships, Fundraising Campaigns, etc. • What happened to the recommendations/input collected several years ago by the Open Space Planning and Recreation & Parks Task Force? That information is still available, however at the time the recommendations were not adopted by Council (were not rejected either, just not acted upon). The current undertaking is a streamlined approach which will include plans that have been implemented, plans that are in process, will integrate what's been done and what is recommended — the plan is to take it to Council in April 2015. • Keep Hesse Park as it is — improve the landscaping, irrigation, more picnic tables, but NO MAJOR changes. Maintenance issues need to be addressed — not additional structures. • WiFi Access — how far out does it extend — are there plans to improve access? • Fitness Stations — limited support — how many would be installed and where? — no one expressed any grave concerns • Bocce Ball court — no comments • Tricycle Park — suggestion to identify a small area near the picnic area which would make it convenient for parents to take tricycles out of the car and brought to the tricycle park. Some concern expressed that it would impact the walking path. One resident suggested the area north of the Flagpole. • Enhancements to present facilities — i.e. upgrade benches, picnic tables, provide some shade areas, etc. — No objections raised. • CONCERNS: - Slope of Locklenna — speed is an issue. People exiting the park do not see a need to stop before entering onto Locklenna — need a visible STOP sign there. Traffic studies would have to be conducted, which would include impact of slope and access to Lower Hesse Park. Buffer area — there must ALWAYS be a buffer area between the park and the private homes on the north side. The present buffer area is home to birds, snares, etc. and the fence is in deplorable condition, completely rotten — has been there for over 30 years — is there some plan to improve/replace the fence? A fence is needed to keep people out and dogs in. — what about considering drought resistant plants instead of a fence? Cory will interface with Public Works regarding the fence/buffer — residents will have input into whatever is decided. - Walking Path — the walking ,path needs to have identification markers as to where it begins and where it ends — a better 'ob needs to be done of integrating the path. Also, a surface material similar to what has been used at Ocean Front Estates should be explored. - Views — must be maintained —residents bought their homes here because of tie views of the ocean. Anything constructed at Lower Hesse Park would impact ocean views. Appendix D-22 The City must review it's own ordinances regarding View Restoration — there are some huge trees which are now 4 times as high as they should be. What can be done to trim/replace the tall trees to restore the resident's views. The park is great, but impact of the trees is definitely an issue. City: Are we out of compliance? What is the height limitation? One resident pointed out that there are three very nice benches facing out toward the ocean, however, when you sit there, you can see at least 50 pine trees between the benches and the ocean. Trees tend to result in children's play areas being very cold. Any shade structures in the upper area, must be lower than the tree line. The tree roots along Locklenna Drive are creating "speed bumps". Maintenance trucks need to use established paths, not create new ones to save a few minutes. - BBQs — need upgrading — there is no place for user's to dispose of hot coals. Storage Containers in the middle of the parking lot — perhaps they could be relocated to the area behind the kitchen patio; a more permanent storage solution should be looked into. - Expansion of patio off McTaggert Hall — City will look into pushing it out approximately 10 feet — Residents strongly apposed to use of this area for wedding ceremonies, as they believe that would result in limited use of the park by residents. City staff explained that we already have weddings there and they do not impact public use of the park facifities — expansion of the patio would just provide more space for wedding patrons. Landscaping — use of drought resistant plants, recirculation of water, look into AWG (Atmospheric Water Generation) capturing water/dew that is on the ground in the morning. Does Lower Hesse Park have an irrigation system? It seems sprinklers are always leaking and water being wasted. Safety/Security Concerns: The 47 steps down to Locklenna Drive (railroad ties) are consistently full of mud and dirt — resulting in slippery conditions, especially during wet weather. (One resident sprained her ankle on those steps last year). Some security measures should be taken to keep gangs/bad elements from coming into the park during the night -- electronic surveillance cameras, more police patrols, elimination of dark obscured areas where they can congregate? What about park perimeter surveillance? Residents reminded that the Sherriff's office should be notified first when trouble is suspected/known, and secondly, please notify the City as well. Basketball courts tend to bring in more of the unwanted element. Is there a Neighborhood Blog where residents can be kept up to date on activity in their neighborhood? Yes Nextdoor.com. Neighborhood Watch is also a highly successful organization. Appendix D-23 Recreational Activities — Hesse Park needs a game room, ping pong tables for youth activities. Group picnics- groups tend to amass tables in one area making it difficult for individuals to find picnic tables. Is it possible to make some clusters of tables, as well as scattered tables for those who are not in large groups? Adult groups? is there anything underway to develop adult groups — i.e. card playing, bingo, book reading clubs, etc. Erosion — Where the benches looking out toward the ocean are loc ated, the edge of the field is constantly creeping back to the sidewalk — perhaps a retaining wall is needed. One resident expressed his thanks to John Freeman, Noel Park, Les Chapin, and Jim Moore for representing the community on the Hesse Park Plan. Meeting notes from HP 2/11/15 Parks Master Plan Update: • Comment: Nothing has changed with the park in 30 years. Disappointed that HOA's come to meetings and "own" the park. Feels nothing is happening with change to park. Mowing looks great. • Is this (HP) facility going to be used for City Council? Matt — the long term plan may be to use city Hall for City Council chambers. At this time Hesse Park is being used for the meetings. • Is fiber optic coming into the Hesse Park building? A resident was told that Verizon won't use fiber optics for area homes. • Why do we have WIFI at Hesse Park? Nancie — computers aren't available and are slow. Would enhance staff accessibility. Carolynn Petru — the fiber connection will be used to connect Ryan Park and Hesse Park with City Hall. This will assist staff to log into city Hall systems. • Is it worth $260,000? Cory — yes, for emergency evacuation site if needed. • Have you looked into microwave? Yes, this is available now but is not very strong. • What's the yearly electric bill at Hesse Park? • Are these flat panels, as we're concerned about views in the area? • Can the city get solar panels? This is free, why doesn't the city use this? • Have you looked into battery solar storage? • Cory — said that they will talk to DPW about parking lighting. • Can you get rid of some trees in the parking lot? Other comment was that they like the trees. Appendix D-24 • Is it ok within the city to have active and passive in a park? Yes — per Matt and Cory. • Comment: she is involved with a moms group in the area and supports the tricycle idea. • What's the difference between Bocce courts? Appendix D-30 • No upgrade to the fields should be considered — would just result in more sports groups using the fields. • Do we wait until there is a fatality at the corner of Forrestal and PV Drive South before the situation is addressed? • Has Solar Energy been considered when improvements are planned? • We need a Community Center with: Decent restrooms, paddle tennis courts, 3rd court?, picnic area, kids playground, no gym — that attracts too many people, Fitness stations — yes, we have enough Soccer fields as it is and definitely not on the lower field; Yes to Sheriff's drop in center; no to Dog Park. • Research Orange County parks — they have lots of associations and great plans for community involvement. Use rental fees, revenue from Food Trucks to alleviate improvement costs. Consider charging a fee for membership like they do at the Portuguese Bend Club. City should focus on providing something for the community where they live — versus going to Terrranea, the YMCA for exercise classes. How about Bingo night/card game night/movie night/smores to encourage community participation? Consider artificial grass and WiFi — make it a Hub for the community! • Soccer (from an Argentinian point of view) shouldn't be only AYSO — families should not have to pay for their children to play soccer — sponsors could be found to cover the costs — i.e. form Soccer Clubs, local tournaments, etc. • How about a Teen Center? • What is the timeline? Will the current facilities be demolished and if so, when? • More than 50% of the Ladera Linda residents are over 50 years old — how about senior programs, lectures, etc.? • There should be an active playground with staff presence to lend out balls, bats, tennis balls, etc. Never see anyone around. • If the improved facilities are going to be open to the public that will attract more people coming in to the area. There should be Sherriff's presence 24/7 as the location will be discovered! On the flip side - more facilities will also result in more eyes and ears to improve security. • Law enforcement — how about a sign along Forrestal indicating that the Sherriff's Department is just around the corner? • BBQ's should not be allowed — residents have their own BBQs in their yards and providing them would just attract outsiders. Should consider a Multi Purpose Center for children, teens and seniors — Simpler the better • Supervised Teen Center. • High Priority: The consensus of the residents will be for a Community Center, no dog park, no gym. • Build community — keep it modest, control traffic, improve landscaping. • Center should be inter -generational — children, teens, seniors. • Many of the things discussed here already exist, but this resident stated he never sees anyone using the facilities! • Condition of the park contributes to the lack of use. • Keep it low key — modest • Active programming — there needs to be more publicity about programs that are offered — how about HOA newsletters, Nextdoor.com, flyers, etc. • Get the word out about those Master Plan workshops — how about using the BackPack system? • Maintenance is definitely an issue! Meeting notes from LL Public Workshop January 21, 2015 • Will the residents of Ladera Linda have a chance to see the presentation before it is presented to Council? • The Cost Estimate — how does that fit in with the placeholders identified? Matt: The buildings are in bad shape and in need of repair/replacement — for additional Appendix D-31 upgrades/improvements i.e. a Gym, additional funds would have to be identified. The CIP funds would basically cover the list of items identified, however, additional funds would be need if more ideas come forward. Cory: Here's what we want — then start from there. • Are there square footage limits, height restrictions on what can be built here? • We have to abide by existing restrictions. • Square footage — why are we limited to a certain square footage going forward? • Risk to City — if Fitness Stations are installed what would the City's responsibility be as far as anyone getting injured? — Potential Law suits • Dog Park at Eastview — not a lot of positive feedback — however, dogs are off leash there. What does the City to do if a dog park is not established there to enforce the leach law? • Is there a dog park at Friendship Park? • Security in the neighborhood — a Sherriff sub station — has there been any dialogue with the Sherriff's Department on this manner? What about improved lighting at the park to reduce crime? - Interim City Manager Carolynn Petru explained the different requirements of a "sub station" as opposed to a "drop in" — round the clock staffing. • Obviously crime rate is increasing so "drop in" is not effective. • Expanded Community Center would result in expanded staff hours. • Could involve Sherriff's Department in design (i.e. pointing out areas where bad element could hide behind bushes, unlit areas, etc. • Residents very adamant about the effect of increased traffic in the area results in more crime in the area. • If a Gym were built here — would residency be a requirement? • Neighborhood security — crime rate in the Ladera Linda area is major — Ladera Linda is the gateway to the city (an attractive nuisance) — any expansion would result in more crime — improved park results in "undesirables" coming in. • Portuguese Bend — one resident described his experience while surfing there — two men were in the bushes bloodied and beat up. When asked if they needed help, they turned on him and started mouthing off. The people coming in to the Portuguese Bend area is a major concern — largely due to local media — result: more trash, more crime. • We do have children here in the area who need something to do. • Most parks have little staff presence. • To say parks have a negative impact is just not true — parks improve property values. There will always be issues which need to be faced and taken on. If improvements are made, newer buildings, etc. they will need to be maintained. • WHAT is the problem here? What has changed that has resulted in increased crime. Resident not aware of any changes, also not aware of any increased crime. • The increase in crime has nothing to do with the Ladera Linda Community Center. • Ambulance Station — Why not use Fire Station 53? — Too small. Response: time is too long if Ambulances have to come from Crenshaw. Roaming Ambulances have not been effective. There are not a lot of places available to locate an ambulance station in the city. If they are located in a residential area there are two items to consider: they would not be leaving to respond to an emergency with flashing lights and sirens on, and they would not be bringing patients back there • Is this the only location being considered? — Response: No, Golden Cove has been looked at — there are restrictions there regarding a 24 hour per day station; Fire Station 53 —too small; Wayfarer's Chapel — not sufficient room; City Hall — adds valuable minutes to get to the area. Appendix D-32 • The survey that was done — was it only residents of Ladera Linda and Seaview who had input? No — the online survey was available to all. • Of the 41,000+ residents only 395 responded? Isn't that rather limited? Response: the survey is Just one tool being used to get feedback. Survey results are usually taken from a limited amount of people. • Keep it simple! It's a good starting point — stay within the budget!!!! • Continued feedback: • Looking at survey results — it's obvious everyone likes open space • Re staffing — there is a problem with the way the park is staffed. The issue of a recent wedding where loud noise, alcohol being consumed, cooking outdoors, impacted on the neighborhood. Policing of the upper fields is need as well. More activity at the park will impact residents even more! • Staff training is an issue — inconsistent answers to the same question. 1,.e. are BBQs allowed? One says yes another no. • Is there a City Ordinance re consumption of alcohol on park grounds — Alcohol is allowed on public park grounds, but not at the beach — this is a State ordinance. • Children's playground — should it be kept or should it go? If there is a desire to keep them and they are in good/safe condition, then definitely they would be kept. Most residents have an expectation that there will be playground equipment at a public park. • Will restrooms be kept? Yes • Is overnight camping in tents permitted/authorized? Only on the ground at City Hall for organized groups, i.e. girl scouts and only with a permit. It's not permitted but probably does happen — if residents see them, they should contact City Hall (or the Sherriff's Dept.) after hours. • A nature center is a good idea — what is the difference between having a Gym and a Community Center with activity rooms? • If a new Community Center is built will there be a height restriction? Limited height would limit construction of a Gym! • Where did this "informal" survey get started? Herb Stark sent it out to those residents he has e-mail addresses for. • Thank you for the presentation! We who live here choose this location for its peaceful atmosphere and everything you are proposing presents a threat — increased crime, more trash, more traffic. We like it as it is! We seek solitude, serenity, bucolic atmosphere. • This is a multi -generation community — we need to look down the road for the children — we hear requests for everything from a "Disneyland like" park to nothing! • Keep the park the way it is, but do some maintenance before the roof falls in. • We need to keep a balance here — the input from the younger generation would most likely be different from what we are hearing here. Most importantly we need a safe place for the resident to enjoy! • Ladera Linda is unique in that there is one road in and one road out — which means traffic concerns. • Survey related questions — can one person vote more than once? Yes vote again if you wish — the survey is not a scientific tool, it's a way to get an idea of what the residents want/don't want. Use the Dot Points — which all those who don't wish to speak up to also have a say. • One resident who has small children commented that "yes" a modest Community Center would be a welcome addition. Keep the area low key in order to maintain the community atmosphere enjoyed now. • Will the present footprint be the same? Response: Will not be a mega complex — but perhaps take advantage of the view. • Resident: very disappointed the Montessori School closed. • Re Upper fields? Does the school have any plans for change? They are on a year-to-year agreement, and nothing has been mentioned in this regard. After ten years the City would be financially responsible for maintaining the facility. • Comment: Is the age demographic of RPV being factored into the decision of possible future uses? • Support: Cultural center/ Amphitheater o Having a facility for multi -use that could be also utilized for City events. • Support: Sports field for multi -use. For ex: city events and sports. o Concern: city leasing fields for revenue. Tax payer's funds being used, but residents not being able to utilize the field if it's leased. • Concern: Pool/Gymnasium, expensive to build, maintenance, and uncertain funding. • Support: Pool o Better use per square footage then other facilities. o Only other pool facility is heavily used and patron is concerned overtime about the longevity of that facility, they would like a City pool. o All generations can actively use a pool from children to seniors. • Support: Pool, it has been in previous plans, would like to see it move forward. o Patron doesn't feel they should need to visit other cities to enjoy a pool. o Look for cost matching in order to complete the facility. • Comment: City put $80,000 towards Peninsula High School Pool. • Support: for a facility that could support a mix of activities in order to please more patrons. • Concern: City hall line of sight, dangerous crossing from city hall onto Hawthorne Blvd. • Concern: Skate Park, focusing primarily on trick skaters rather than free ride. Appendix D-38 o Response: Skateboarding is illegal in PV, riders are ticketed if they do so. The facility Skate PV imagines is one that would target younger kids to High School students. Where they could skate freely. o Question/ Concern: Will there be certain time slots for older/younger skaters, what type of monitoring is there? o Response: It would be open free skate. Patron states most riders are courteous of others and share the parks. • Support: Skate Park, they are heavily used and very popular. Most cities are integrating this into their park systems. • Support: New Civic Center building (City Hall), feels this is a priority before building recreational facilities. o Once a new civic center is built, that should be the hub and all other facilities planned around that facility as the anchor. • Support: Skate Park, one of the only groups that have been actively working and looking for support to back their ideas. Have financial backing. o The skate park would serve all of the Palos Verdes Peninsula cities not just RPV. • Comment: The Civic Center/ Pt Vicente Park is a prime location to showcase the City. Would like that to be taken into consideration. ■Question: How often is the tennis courts utilized? Response: not often. Meeting notes from Point Vicente Park/Civic Center Public Workshop January 28, 2015 Attendance: 16 (adults 12 children 4) City Staff: Cory Linder, Matt Waters, Carolynn Petru, Daniel Trautner, Sean Robinson • Comment: Ken Dyda- Adaptable changes section should include educational aspect (such as PVIC), make sure we keep that in the plan. • Concern: Jim w/ Skate Park PV- Ambulance Station -An ambulance doesn't belong at a park concerned about the sound of the vehicle when driving off. The dogs won't enjoy the sirens, the people and city hall staff as well. • Response: Patron- good to have a station, especially if a large emergency happens. • Comment: Ken Dyda- What is the concern in response time. Instead of being at park site they should be stationed at the fire station locations which were "strategically placed around the hill". • Concern: helipad, in a state of an emergency a helicopter can land anywhere, whether it be a deemed helipad, parking lot, open field, etc. • Comment: expansion of emergency response area if so, would the City be able to justify a quicker response time by adding an ambulance station. • Concern: Village green and pool is very high maintenance and a lot of expenses. • Comment: Ken Dyda- people are making decisions based on emotional feelings, they should be given more details by presenters about what it would cost to implement and maintain such facilities to help patrons make a more informed decision. For ex: What are the expected Appendix D-39 operational costs? • Concern: Too many structures being built takes away from the park itself. If adding structures/facilities, there is a need to add more trees to make it look like a park. • Comment: take in consideration that we have a beautiful walking path at PVIC, which is close distance to civic center. (Against additional walking paths at Civic Center site) • Comment: PVIC could be called a "cultural center" (against additional cultural center) • Concern: adding more lights for safer parking would take away from night view of residents and attracts more people. ■ Response: Without proper lighting it is dangerous to park you vehicle and come visit the locations. Hard for elderly to see. • Comment: Skate Park concept does not have lighting. • Complaint: online survey comment -It is a Disservice that Skate Park is being called only a skate park when it will include multiple opportunities; band shell, stage, etc. How would public know that their plan includes other ideas then just a skate park. • Comment: The power point should include how many people participated in the survey. •Question: Jim Skate Park PV- what has more weight in decisions attending city council meetings or coming to workshops? •Question: Is everything going to be shown to council, all of the surveys, workshop comments, etc.? Response: No not specifically, but there are a lot of senior activities taking place at Hesse Park and at the Peninsula Seniors Center (located next to City Hall). • Is there anyone on staff who coordinates activities with the Peninsula Seniors group? We work closely with the Peninsula Seniors but do not have a designated staff person — will look into that. What about a Senior Center at Ladera Linda? Please fix the lights at the Ladera Linda stairs from the neighborhood up to the park — they are poorly illuminated and dangerous after dark. Nothing should be done in the Landslide area until the landslide issues are addressed. The City already has a cost of $3,000,000 for relining the road — there must be a plan in place to slow the slide. It takes money and it appears there is money available. That should be done first. The City has done a great job with established parks. A new park in the Ishibashi area would create a new issue — with more public coming in. Opening Gateway Park will REALLY be an issue — who will pay for lawsuits? I.E. at the Beach — a lot of people come in who want to go to the Beach — will a lien be placed on residents as a result of City liability? Cory's response: We would not build something that doesn't meet Municipal Code. They (the public) are already going there — I have grave concerns about safety issues (especially for women), vandalism, crime, lewd acts, etc. Out of town people have already discovered the beach at Trump National. Who is going to pay for maintenance, vandalism, etc.? You're opening up our neighborhood to strangers. Who is policing those public areas and at what cost? Matt's response: we're not advocating any particular plan at this point — all input will be considered. Is the City prepared to spend $700,000 per year in the slip and slide area? f There have recently been three burglaries on Phantom Drive — doors have been broken and residents robbed. • 1 live in the Portuguese Bend Club —we have grave concerns about outsiders being invited in. Gateway Park—thumbs down! The most ridiculous plan I've ever heard of. 0 Lynn Swank pointed out that all coastal areas are open to public access! Beach access is a reality—there will always be public access. • Herb Stark posed the following question: if there is a conflict between what the local residents want as opposed to what the general public as a whole want — what recommendation will you make to Council? Matt suggested that perhaps the City will Appendix D-45 look at community partnerships, i.e. if most of the residents wanted a pool for example, it might be possible to form a partnership with a local school to use their facilities. • I would like to see a Senior Center here — I am not interested in senior activities at Hesse Park — I don't see anything in this presentation for a senior center. • We need to be aware that as a Master Plan —we are looking at possibly 10 —15 years out before implementation —the population at that time may be different and they may want, for example, a pool. • Has any systematic data been developed to compare local input versus City-wide input? • Regarding Lower Point Vicente Park and the suggestion to have outside exhibits — I'm concerned about vandalism - what is the plan for security? • Regarding the Traffic Safety Committee's recommendation to disallow left hand turns onto PV Drive South coming out of PVIC, that is a terrible idea. People would have to go to Terranea to turn —this would also impact the Church and the Pet Clinic patrons as well. • Who on City staff is responsible for determining the feasibility of these plans as they pertain to hazardous waste? (PW/Geologists at the appropriate time). The presentations being made here are ideas only — not conceptual designs. • Carolynn Petru pointed out that at Lower Point Vicente we are aware that there was contamination so anytime we go out to do something, site testing would be mandatory. • Re Grandview Park — wasn't the community around Grandview very active in maintaining that as an undeveloped park? (Yes and the city is working closely with local HOAs). • With regard to the online survey, is there a way to determine the priorities of residents as opposed to outsiders who may very much want to be able to come into the preserve for biking, equestrian trails, etc.? • Are you able to distinguish between mountain biking from regular road biking? • Didn't the PUMP Committee spend years on defining trails for mountain bikers as well as trails for road bikers? • I'm not convinced that the City's survey is valid. The largest equestrian group is located in Rolling Hills Estates, therefore the results would be biased. Most residents of RPV don't mountain bike or ride horses. CP responded that we did reach out to those groups outside RPV, i.e. horse riders, bikers, etc. • During the PUMP meetings I was very much aware of the pressure put on by those groups, - equestrians, bikers, etc. We need to respect the work that has already been done. • RPV is the City spending the money —those groups represent other Peninsula cities. (Response: our main purpose here is to get RPV residents input) • What is the city's position on hand gliding? CP: not allowed on public property, but gliders know the loopholes (they lift off from private property). • Is Vista Catalina Perk identified as a City Park? Yes • Passive vs. Active parks have not been addressed — most of the public are not aware of those designations. Cory responded that there are certain parks (i.e. Vanderlip) where the City would not be able to designate those parks as "active" —there are restrictions on some City parkland. • How many city staff members are involved in the Parks Master Plan update? Who will have the final sign -off on what is presented to City Council? All city departments as well as the City Manager will be involved — this is not a "voting" situation, i.e. zoning regulations, funding, etc. will have to be taken into consideration as well as alternatives. The input will be heavily analyzed by staff, then a recommendation will be made to Council. • Will there be Plan A and Plan B as well as some alternatives? • At a recent Seaview HOA Meeting, Emergency Preparation Equipment storage was discussed — where would such equipment be stored? Does the City coordinate with Appendix D-46 other agencies? Absolutely! Cory responded that the City definitely does attend to those needs and that all park sites could possibly become shelter sites in case of an emergency. Cory suggested to the resident that they may wish to consider having the Emergency Preparedness committee come to one of their meetings to answer concerns/address issues. • Does the City of RPV have an emergency planning budget? Not Recreation & Parks specifically, but a City-wide budget, yes. Notes for the 2/25/15 Parks General Plan Meeting at Hesse Park: • Question: Are the statistics you are showing per park? Matt — these are general park questions plus site specific questions we are addressing tonight. • Is there money for an Equestrian Center at Gateway? Matt — the 2004 Taskforce had this originally in the park plan. Access is included but not an Equestrian Center. • How do we know if Equestrians respond to these surveys? Matt — it would show up by their comments. • The Peninsula Seniors have been asked to vacate. Is that true? Matt — I'm not sure about their current timetable to vacate. • Was there a question about horses on the survey? Matt — this was an informal survey. Some questions couldn't be included. • The survey was all pleasure related. We need emergency personnel and evacuation sites. Matt — several people have brought this topic up. Cory — the overall emergency plan will include this. The park survey is more general. City Hall would like this plan for evacuation areas. • All cities should work together to care for the large animals during an emergency. • Ken — described that Ladera Linda was a land swap. • Comment on the athletic field. Most support was for this but (this resident) does not want soccer. Soccer brings in lots of noise. • If you look at the general neighborhood of Ladera Linda we need to look to the future. The neighborhood is currently older. In the future it will probably be younger. Cory — this will work as we stay flexible. The facilities are here and we'd like to accommodate what we already have. • There are not a lot of activities included. We can add to the survey but (he) felt if it wasn't there it wasn't important. He gave dancing as an example. • Cory — there is a programmatic issue. Multi -use functionality is what they're looking for. Example: Landera Linda — how can we get the most use? A kitchen, yes, for various events and activities. • If we are designing a kitchen, you need to call a caterer not an architect. Cory — if we have a building that's where we'll have specific uses. We'll look at "are we covering everyone's needs" or can we partner with businesses and other communities. • Matt — the survey is just one tool. We'll provide all information we receive to City Council. If something is unfunded when would it be funded? Cory — EIR's help Appendix D-47 plan ahead. Matt — if City Council approved a plan that needed an EIR then an EIR will be done. • Will local HOA's be involved in the procedure? Matt — absolutely. • Are there plans for Lower Hesse Park? Matt — some elements have been discussed. • Who are the participants in this discussions? Cory explained what has been happening with the Lower Hesse Park project. • John Freeman explained the group that meets and that four of them represent HOA's in the area. Cory stated that there is a consultant working with the Lower Hesse Park group. • Will we still have input into Lower Hesse Park even if we don't participate in an HOA? Matt — there will be extensive outreach. • When does this project go to City Council? Matt 4/21/15 • Are there professionals who will address these issues? Cory — yes, and listed other city departments that will assist. Ex. Public Works • Del Cerro Park residents have a serious problem. They need another access point. What about the end of Crenshaw for extra parking? Cory — we can't build on the preserve. • We need to solve Del Cerro problem. Matt — Gateway is part of this discussion. • Is it possible to build a parking lot at City Hall? Matt — yes, that is a possibility. • How are you going to take all this to City Council? Matt — we want to make recommendations that make sense. Some sites are complicated. • Is part of the goal priorities? Matt — there will be a funding issue of course and prioritization. • There has been an impression that there is no reason why Lower Hesse Park hasn't been developed. When will we see when the activities will be added? Can we see the report for City Council prior to the City Council meeting with plenty of time to read the information? Please make an attempt to get this accumulated data out to the public one month prior to the City Council meeting so the public has time to read it. • Is part of Matt's job to find funding? Matt — some funding is there but other recommendations may be a small expense and low maintenance. • Do you research possible sources? Matt — this is a large plan. • A priority should be to get something done. Matt — this is a plan to make it up to date. • Matt — we want this to be a living document and not one placed on a shelf. • When is City Council changing?
