RPVCCA_CC_SR_2015_06_02_H_NOC_Phase_1Al CITY OF RANCHO PALOS VERDES MEMORANDUM TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: MICHAEL THRONE, DIRECTOR OF PUBLIC WORKS DATE: JUNE 2, 2015 SUBJECT: NOTICE OF COMPLETION FOR THE ACCESSIBILITY TRANSITION PLAN IMPLEMENTATION PROJECT PHASE 1-A (SUPPORTS 2014 CITY COUNCIL GOAL #2, PUBLIC INFRUSTRUCTURE) REVIEWED: DOUG WILLMORE, CITY MANAGER AA -AJ Staff Coordinator: Diana Reznik, Associate Engineer RECOMMENDATIONS: 1. Accept the work as complete. 2. Authorize the City Clerk to file a Notice of Completion for the project with the Los Angeles County Recorder's Office, and if no claims are filed within 35 days after recordation, notice the surety company to exonerate the performance bonds. 3. Authorize the Director of Public Works to release the project retention to Dash Construction Company, Inc. 35 days after recordation of the Notice of Completion by the County Recorder contingent upon no claims being filed on the project. BACKGROUND To comply with the Americans with Disabilities Act (ADA) requirements, the City Council adopted the Citywide Accessibility Self Evaluation and Transition Plan on June 4, 2013. The Self Evaluation identified physical barriers restricting access by persons with disabilities to the programs, activities, and services offered by the City, and the Transition Plan established the estimated schedule and anticipated funding for implementation of the corrective work required to achieve ADA compliance. December 16, 2014, the City Council awarded a construction contract to DASH Construction, Inc. to correct areas identified in the City's self evaluation. DISCUSSION The Improvements that were installed through this project at various location consisted of: Ladera Linda Community Center improvements included installing and replacing concrete ramps for playground access, adding an accessible playground platform and the installation of a rubber play surface. At Ryan Park the improvements included the installation of railing along ramps and walkways where needed and the addition of a concrete walk and landing to improve building access. Improvements at the Point Vicente Interpretive Center consisted of installing ADA compliant automatic door openers, adding outdoor seating area wheelchair accommodations, installing detectable warning surfaces at curb ramps and re -striping the crosswalk to the parking lot. The project budget and final project costs are as follows: Contract Award Amount 94,400.00 Construction Contingency 9,440.00 Authorized Total Construction Budget $ 103,840.00 Construction Contract 94,400.00 Contract Change Orders _ _ 2,799.38 Total Construction Contract Costs $ 97,199.38 The total construction cost is less than estimated/authorized budget at the time Council awarded the construction contract. CONCLUSION DASH Construction Company, Inc. has successfully completed all work in accordance with the plans and specifications. Therefore, the work should be accepted as complete and a Notice of Completion filed with the Los Angeles County Recorder. FISCAL IMPACT All work has been completed within the amount budgeted for this project.
