NCCP WORKSHOP
OCTOBER 2, 2017
CALL TO ORDER:
An adjourned regular meeting of the Rancho Palos Verdes City Council was called to
order by Mayor Pro Tern Duhovic at 6:07 P.M. at Fred Hesse Community Park,
McTaggart Hall, 29301 Hawthorne Boulevard, notice having been given with affidavit
thereto on file.
City Council roll call was answered as follows:
PRESENT: Brooks, Dyda, Misetich, and Duhovic
ABSENT: Mayor Campbell (excused)
Also present were Doug Willmore, City Manager; Gabriella Yap, Deputy City Manager;
Elena Gerli, City Attorney; Ara Mihranian, Director of Community Development;
Deborah Cullen, Director of Finance; Cory Linder, Director of Recreation and Parks;
Emily Colborn, City Clerk.
Also present were Andrea Vona, PVPLC, Adrienne Mohan, PVPLC; Mary Beth Wolf,
U.S. Fish and Wildlife; Eric Porter, U.S. Fish and Wildlife; David Mayer, CA. Dept. of
Fish and Wildlife; Kyle Rice, CA. Dept. of Fish and Wildlife; and John Dodds, Contract
Geotechnical Engineer.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Bruno Banuelos.
Mayor Pro Tern Duhovic called for a moment of silence to honor the victims of the mass
shooting in Las Vegas.
APPROVAL OF THE AGENDA:
Councilman Misetich moved, seconded by Mayor Pro Tern Duhovic, to approve the
agenda as presented.
The motion passed on the following roll call vote:
AYES: Brooks, Dyda, Misetich, and Duhovic
NOES: None
ABSENT: Mayor Campbell (excused)
PUBLIC COMMENTS:
City Clerk Colborn reported that there were no requests to speak.
REGULAR BUSINESS:
1. Consideration and possible action to receive a status update on the City's
Natural Communities Conservation Plan (NCCP) and Habitat Conservation
Plan.
A. Introduction / Background of the NCCP
B. Major Differences between the 2004 and 2017 NCCP
C. Components/Sections of the NCCP
i. Management Agreement
ii. Conservation Easements
iii. PUMP Document
D. Next Steps
City Clerk Colborn introduced the item by title and reported that late correspondence
was received and distributed before the meeting and that there were three requests to
speak.
Ara Mihranian, Community Development Director presented a staff report and
PowerPoint presentation. In addition, Mary Beth Wolf, U.S. Fish and Wildlife, and David
Mayer, CA. Dept. of Fish and Wildlife, presented information with regards to the major
differences between the 2004 and 2017 NCCP.
Noel Park, spoke in support of the NCCP and urged the Council to move forward with
the process of implementing the plan.
Jim Knight, spoke in support of the NCCP and urged the Council to move forward with
the process of implementing the plan for preservation of sensitive habitat and species.
Rob Kautz, spoke in support of the NCCP and urged the Council to move forward with
the process of implementing the plan and added that amendments could be
incorporated as necessary/needed.
Mayor Pro Tem called for a brief recess at 7:36 P.M. The meeting reconvened at 7:50
P.M.

Councilwoman Brooks moved, seconded by Councilman Misetich, to receive and file a
status update on the City's Natural Communities Conservation Plan (NCCP) and
Habitat Conservation Plan (HCP) and move forward with the suggested edits to Section
5.2 as it pertains to the landflow abatement, to review the conservation easement
template at a regular City Council meeting during the 60-day comment period, and to
conduct a public scoping meeting to receive public comments on the NCCP/HCP during
the 60-day review period.
The motion passed on the following roll call vote:
AYES: Brooks, Dyda, Misetich, and Duhovic
NOES: None
ABSENT: Mayor Campbell (excused)
ADJOURNMENT:
At 8:17 P.M., Mayor Pro Tern Duhovic adjourned to 6:00 P.M. on October 3, 2017, for a
Closed Session meeting and 7:00 P.M. for a regular meeting.
