RECOMMENDED COUNCIL ACTION:
(1) Adopt Resolution No. 2017-. A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, COUNTY OF LOS ANGELES,
STATE OF CALIFORNIA, REVISING THE SALARY AND HOURLY SCHEDULE
FOR THE COMPETITIVE, CONFIDENTIAL, MANAGEMENT AND PART-TIME
CLASSIFICATIONS; AND RESCINDING AND REPLACING RESOLUTION
NO. 2017-41.
FISCAL IMPACT: None. Revisions are proposed for salary ranges, not employee
salaries.

BACKGROUND AND DISCUSSION:
On July 18, 2017, the City Council adopted Resolution No. 2017-41, which approved a
Salary and Hourly Schedule for the Competitive, Management, Confidential and Part-
time Classifications that reflected new salary ranges based on cost -of -living adjustments
(COLAs) and became effective July 9, 2017 (Attachment A). The COLAs were applied
to established salary ranges and then to the employees' salaries using ADP, the City's
legacy payroll system. However, during implementation of the new MUNIS Human

Resources/Payroll software and conversion of the employee salary information from
ADP, it became evident that ADP rounded the salaries of these employees beyond four
decimals points. This resulted in six employees in five different job classifications having
salaries that were outside of the approved salary ranges, from 3 to 31 cents. The
affected classifications include Administrative Analyst I, Building Inspector I, Building
Inspector II, Deputy City Clerk, and Recreation Program Supervisor I.
Another discrepancy that was identified during the conversion process was that, once
again, due to additional rounding taking place "in the background," two or three different
employees could have different hourly rates but still have the same annual salary. To
avoid any confusion this may cause, Staff proposes listing all hourly ranges to two
decimal places (instead of four) and specifying that, for full-time employees, the annual
salary ranges are the official ranges.
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 2017- to amend the
City's Salary Schedule and Auto Allowance as follows:
1. Revise the salary ranges of the affected classifications; and,
2. Specify that the annual salary range is the official rate for full-time classifications.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES, CALIFORNIA, REVISING THE SALARY AND HOURLY SCHEDULE
FOR THE COMPETITIVE, MANAGEMENT, CONFIDENTIAL AND PART-TIME
CLASSIFICATIONS; AND RESCINDING AND REPLACING THE SALARY
SCHEDULE IN RESOLUTION NO. 2017-024
WHEREAS, the City Council now desires to amend the City's Salary Schedule and Auto
Allowance Schedule to reflect new salary ranges for Competitive, Management, Confidential
and Part -Time classifications based on equity adjustments and cost of living salary adjustments
(COLAs), as approved by the City Council at the July 18, 2017, meeting, and effective the first
full pay period of FY17-18; and,
WHEREAS, Rule V of the Personnel Rules of the City provides that in outer to amend the
City's Salary Schedule and Aute Allowance Schedule that changes must be made via
Resolution; and,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO] PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: The City Council amends the Salary Schedule and Auto Allowance
Schedule for City job classifications as set forth in Exhibit "A" which is attached hereto and
incorporated herein by this reference, effective July 1, 2017.
Section 2: Effective the first full pay period of FY17-18, the Salary Schedule created by
Resolution No. 2017-024 is hereby rescinded and replaced by the Salary Schedule and Auto
Allowance Schedule for City job classifications as set forth in Exhibit "A".

WHEREAS, the City Council now desires to amend the City's Salary Schedule
and Auto Allowance Schedule for Management, Confidential and Part -Time
classifications that were based on cost of living salary adjustments (COLAs), as
approved by the City Council at the July 18, 2017, meeting, and effective July 9, 2017;
and,
WHEREAS, discrepancies have been identified between the approved salary
range for five classifications and its incumbents due to rounding by the City's payroll
system in the application of the aforementioned COLAs, which resulted in the salary of
six employees being outside of the approved salary range; and,
WHEREAS, the employees in the affected classifications are in the Competitive
Service and represented by the Rancho Palos Verdes Employees Association (RPVEA)
and no change to employee salaries is required, as agreed upon by the City and
RPVEA; and,
WHEREAS, the City's Salary Schedule and Auto Allowance Schedule needs to
clearly specify that the salary ranges that prevail for all full-time classifications are those
which specify an annual salary; and,
WHEREAS, Rule V of the Personnel Rules of the City provides that in order to
amend the City's Salary Schedule and Auto Allowance Schedule that changes must be
made via Resolution; and,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
