CC SR 20171108 J - Residential Rehab Area 7 AmendmentRANCHO PALOS VERDES CITY COUNCIL AGENDA REPORT AGENDA DESCRIPTION: MEETING DATE: 11/08/2017 AGENDA HEADING: Consent Calendar Consideration and possible action to approve change order to the existing construction contract with Sully -Miller Contracting Company to increase scope of work to the Rehabilitation Project Cycle 1, Area 7. RECOMMENDED COUNCIL ACTION: (1) Authorize a contract amendment in the amount of $416,687.00 to the current construction contract for the residential roads rehabilitation project with Sully - Miller Contracting Company changing the not -to -exceed total contract amount from $1,419,331 to $1,836,018 to include the overlay of Crest Road East. FISCAL IMPACT: Funding will be provided through the SB -1 grant fund and by requesting an additional appropriation to supplement construction costs. Project Location Map and portion of Crest Road East to be added (page A-1) BACKGROUND AND DISCUSSION: The residential roads rehabilitation project for Area 7 is currently under construction. The Phase I construction contract was approved by the City Council on July 18, 2017. State Transportation funding has been made available, and there is an opportunity to expend the $243,183 grant given to the City by adding an overlay project to the existing contract. Public Works recommends authorizing a change order to overlay Crest Road East from Palos Verdes Drive East to 400' north of Ganado Drive with a 2" Asphalt Rubber Hot Mix (ARHM) to increase the structural durability and provide a smoother riding surface. The contractor is on-site, and the City and nearby residents have been very pleased with the performance of the contractor so far. 1 Completion of the construction of this project will help to maintain the City's roadways' rating of "good to very good" condition, per the latest Pavement Management Report. ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council's consideration: 1. Direct Public Works to propose the design and resurfacing of the arterial portion of Crest Road East as a separate project. 2. Discuss and provide alternative directions. 2 - J,
