BACKGROUND AND DISCUSSION:
Starting in 2018, California Water Service (CalWater) is expected to begin an important
project to improve water service to the residents and businesses on the Palos Verdes
Peninsula. CalWater will be providing a short presentation of this project at tonight's
meeting. The primary purpose of the project is to replace an existing water pipeline and
add a second water pipeline. This is a much needed upgrade to the Peninsula's water
infrastructure that will preserve the quality of life for local communities by improving
water service reliability for both every day and emergency water needs. Construction is
expected to begin in early 2018 and be completed by the end of 2019.
City Staff has been aware of and monitoring this project for several years. Since most
of the project is located in the City of Rolling Hills Estates (RHE), they will be acting as
the lead agency for the environmental review of the project under the California
Environmental Quality Act (CEQA). In May 2017, Staff from Public Works, Community
Development and the City Manager's Office met with RHE Staff and their environmental
consultant to coordinate the CEQA review of the project since we will be relying upon
this review to address the environmental impacts of those portions of the project within
Rancho Palos Verdes. We understand from RHE Staff that the CEQA document for this
project should be ready for public review and comment later this year.

The portion the CalWater project within the City will be located within the public right-of-
way of Crenshaw Boulevard from the City boundary to the intersection of Crenshaw
Boulevard and Crest Road. It should be noted that the City is planning a road
resurfacing project on Crenshaw Boulevard that is scheduled for construction in FY18-
19. The City's road resurfacing project will cover this same segment of Crenshaw
Boulevard, and will extend southward to its terminus at Del Cerro Park. Public Works,
Community Development, and CalWater will continue working together to coordinate
schedules, communicate requirements, and ultimately deliver successful projects.
