RPVCCA_CC_SR_2015_05_26_02_Conclusion_of_Council_Goals_WorkshopRequest for Preparation for RPV City Council Goals Distillation Workshop Tuesday, May 26th, 2015 6:30-8:30 pm We are meeting Tuesday evening to finalize the metrics for your goal declarations. You and the Staff have been in a parallel process to generate a compelling future for the City. They have done further work to refine goal declarations as well as the metrics. A side- by-side display of your goals and their goals with metrics is attached below. Please read and consider the goal areas and goal declarations that you and the Staff have worked. It is notable that both the Council and the Staff generated and chose similar goal areas as highly strategic for the next 3 years. Please understand that the goal areas you finalize will be the minimum necessary where results must be achieved to represent success for the city vision you generated by June, 2017. Do you have the goal areas that mean success and satisfaction to you for the vision you created of a 2017 RPV? Each goal area must have at least one Condition of Satisfaction that represents what must be achieved for success and satisfaction. For a robustly defined goal area, results are stated relevant to what the vision meant, credible in the particular socio -historical contexts that the measures are to be assessed, and with particular metrics that indicate the minimum necessary to indicate a breakthrough as well as success and satisfaction. A goal area could have one or more particular COS's. A COS needs to be stated as a result, with specific metrics that are either measurable or observable by a third party and by a specific time. At the meeting Tuesday evening, we will discuss and resolve the following: o Finalizing on the goal areas and the goal declarations that you want to endorse. o Do we have the right kind of metrics to measure what's important in our goal area? o Reaching alignment on the minimum metrics needed to achieve each goal that would mean you were successful. Can you endorse the metrics the Staff recommends? Council Staff Nominated Our city is the best in CA due to the quality of life and Vision innovative services. Goal 1 RPV is the safest city in the South Bay. Safest City in the South Bay o Accurate ability to measure RPV will be ranked as the safest city in the South Bay Area by o Citizen's Oversight Committee working well with the June 30, 2017. Sheriff's Department o Top in US for Neighborhood Watch Programs 6 COS's: 1. Residential burglaries will be less than 30 per 10,000 residents by June 30, 2017. 2. Larceny thefts will be less than 55 per 10,000 residents by June 30, 2017. 3. The Part 1 Crime Rate will be less than 100 per 10,000 residents by June 30, 2017.' 4. The average response time for ambulance services will be less than 9 minutes 95% of the time annually by June 30, 2017. 5. Injury traffic collisions will average less than 5 per month by June 30, 2017. 6. Attend a ground -breaking ceremony for a new multi -agency LEED certified Platinum level Public Safety Facility on the south side of the City by June 30, 2017. Goal 2 Infrastructure Plan is accomplished, fully and on time Portuguese Bend Landslide since 2015. COS: The citizens and City Council of Rancho Palos Verdes define o Had the vision to address infrastructure issues before a resolution and funding plan to the Portuguese Bend landslide they became a calamity by June 30, 2017. Goal 3 Parks master plan helped us prioritize for the city—made Award -Winning Facilities & Parks us reprioritize according to people's wishes Rancho Palos Verdes will win three local, state, or national o Innovated away to create a closer nexus between awards for its innovative and sustainable public facilities and parks and taxpayers so they have greater access parks and will start construction on at least one new LEED certified Platinum level building by June 30, 2017. 4 COS's: 1. Hold a ground -breaking ceremony for a new LEED certified Platinum level Community Center at Ladera Linda Park by June 30, 2017. 4. Prepare a master plan, secure partners, develop financing, and complete construction drawings for a new joint -use, LEED certified Platinum level Civic Center Complex at Point Vicente Park by June 30, 2017. Goal 4 Most transparent city in CA. M Goal 6 A Revitalized Western Avenue Revitalize the City's Western Avenue Commercial Corridor. 3 COS's: 1. Obtain all the necessary funding by June 30, 2017 to implement all the traffic improvements identified in the 2007 Western Avenue Corridor Study so that the average travel time through the corridor is reduced by 10%. 2. Obtain all the necessary funding by June 30, 2017 to prepare and implement a Streetscape Plan based on the Western Avenue Design Guidelines Document to provide new street lighting, landscaping and street furniture along the corridor. 3. Consolidate the City's three Specific Plans that currently encompass Western Avenue into one cohesive plan by June 30, 2017 to incentivize and streamline the review process for commercial property owners to renovate/modernize their properties so that the amount of City sales tax collected for the area is increased by 100% over the next 10 years. Goal 7 World Class Customer Service 2 COS's: 1. 90% of external customers say they are satisfied with their service. 2. 100% of internal customers say they are satisfied with their service. 'Crime rates for communities less than 100,000 in population are typically expressed as Part 1 crimes per 10,000 residents. Part 1 crimes include the eight most serious offenses: homicide, rape, robbery, aggravated assault, burglary, larceny theft, motor vehicle theft and arson. In 2014, the City's overall Part 1 crime rate was 118.87. Of particular concern to the community were residential burglaries and larceny thefts, which had a crime rate of 43.46 and 62.92, respectively, in 2014. 41 © Genesis Work, Inc. 2015. Cal Ambulance service response times are measured on a monthly basis. An average response time of less than 9 minutes 90% of the time is considered to be very good.
