RECOMMENDATION
Adopt Resolution No. 2015- , amending the City's Salary Schedule to add the newly -
approved part-time GIS Coordinator position to the list of approved positions for the City,
and setting the hourly salary range.
BACKGROUND
On April 21, 2015, the City Council approved the creation of a part-time, in-house GIS
Coordinator position. The attached draft Resolution accomplishes City Council direction to
add the part-time GIS Coordinator position and hourly range to the City's Salary Schedule
and rescind Resolution No. 2015-22, which was approved previously by City Council on
April 7, 2015.
DISCUSSION
As the City continues the transition from a fully -contracted Information Technology
approach to a blended IT provision of both contract and internal personnel, establishment
of appropriate GIS staffing is necessary to ensure the City's current stellar GIS system is
maintained and further developed into a robust system that is fully integrated with other
City systems.
Staff research indicates the GIS Coordinator should be compensated at the level of $35.38
to $45.95 per hour. As this is a part-time position, the employee would be limited to
working 28 hours per week, for an annual maximum total of 1,456 hours per fiscal year.
Approval of the proposed resolution allows Staff to initiate recruitment for a part-time

internal GIS position upon adoption of the FY15/16 Budget. The attached resolution
amends Resolution No. 2015-22 to make this change.
FISCAL IMPACT
The proposed addition of the part-time GIS Coordinator position at the hourly range of
$35.38 to $45.95 increases the City's General Fund/Personnel expenditures by an
estimated $51,513 to $66,903 annually in personnel funding, presuming the employee
works the maximum number of hours of 28 hours per week for 52 weeks (1,456 hours total
per fiscal year). This position would not be eligible for benefits; however, other part-time
employee benefits (such as workers' compensation) are budgeted at 17% of salary costs.
Therefore, the fully burdened cost of the position would be $60,270 to $78,276 annually.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES REVISING THE SALARY AND HOURLY SCHEDULE
FOR THE COMPETITIVE, MANAGEMENT AND PART-TIME
POSITIONS, BY AMENDING THE LIST OF APPROVED POSITIONS
AND SALARY RANGE BY ADDING THE PART-TIME POSITION OF
GIS COORDINATOR, AND RESCINDING RESOLUTION NO. 2015-22
WHEREAS, on April 7, 2015 the City Council adopted Resolution No.
2015-22 re-establishing salary and hourly ranges for all competitive,
management and part-time employee job classifications; and,
WHEREAS, the City Council has decided to institute a part-time, internal
GIS Coordinator to provide GIS services to the City upon the cessation of the
PVNet contract; and,
WHEREAS, industry research indicates an appropriate level of
compensation for this new part-time GIS Coordinator position would be set at a
level of hourly pay between $35.38 to $45.95; and,
WHEREAS, in order to amend the City's Salary Schedule and Auto
Allowance Schedule changes must be made via Resolution; and,
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS
FOLLOWS:
Section 1: The salary and hourly ranges for City job classifications as set
forth in Exhibit "A", and a monthly auto allowance for certain job classifications as
set forth in Exhibit "B", which are attached hereto and incorporated herein by this
reference, are adopted and are effective as of May 19, 2015.
Section 2: Resolution No. 2015-22 is hereby rescinded and replaced by
this resolution.
