Receive and file an update on the plan to relieve parking capacity problems at Del Cerro
Park.
It is expected that Del Cerro Park and nearby Portuguese Bend Preserve will again this
year enjoy popularity with the public and an action plan is underway to alleviate existing
parking capacity limitations before the summer begins using a three-phase approach that
includes charging a fee to non -RPV resident for their use of on -street and park parking
stalls.
To be ready for what is to be expected another high -use summer at the park and nearby

Preserve, the Recreation and Parks and the Public Works departments are working
together on an integrated plan to increase the parking capacity for Del Cerro Park and
provide a funding mechanism for parking enforcement while preserving adjacent
neighborhood parking. The plan includes the following three phases:
Phase 1—Increasing On -Street Parking
Public Works is having prepared a parking study of Crenshaw Boulevard from Crest Road
to Burrell Lane to evaluate and recommend methods to increase parking capacity in a
swift and, economical fashion. Conceptually, angle parking on one -side of Crenshaw
Boulevard appears to meet this criteria; however, there may be other methods that the
parking study consultant may find appropriate including which side of Crenshaw
Boulevard is more effective (Exhibit A shows one possibility). The result of the study will
be presented to the Traffic Safety Committee on April 27. Once the study is reviewed and
the Committee makes a recommendation after receiving public comment, it will be
presented to the City Council for concurrence. Although pavement striping modification
could occur expeditiously at a staff level, due to the community sensitivity regarding
parking concurrence by the City Council will be requested. This matter is tentatively
scheduled for the second City Council meeting in June and restriping could occur as early
as the following week.
Phase 2—Residential Area Permit Parking
While the increasing the on -street parking capacity of Crenshaw Boulevard is expected
to help with parking, it is important to ensure that the nearby residents are not impacted
with continued overflow parking as is the existing situation. While Phase 1 is being
implemented, Public Works will be working to issue residential permits for those areas
potentially impacted by illegal residential neighborhood parking. Public Works is currently
working with one neighborhood to establish their parking permit program and will be
seeking out the other adjacent neighborhoods to encourage their participation.
Phase 3—Metered Parking and Annual Residential Parking Passes
Recreation and Parks is researching other communities' experience with vendors that
would be able to install, administer, and enforce a metered parking program. It might be
possible to take advantage of other recent local agency procurement of similar services
in order to expedite this project if so desired by the City Council. Additionally, the feasibility
of an annual parking pass program is being explored that would allow for residents to
park in the metered parking areas for an annual fee that is to be determined. These annual
passes will be distributed by the City to city residents once proof of residency is confirmed.
The residential parking permit program and the annual parking pass would be brought to
the Traffic Safety Committee in May for review and potential recommendation to the City
Council.
Phase 4—Construction of Additional Parking
The construction of a permanent on-site parking lot would also be an option to consider
in the future if warranted after implementation of this short-term plan. Such a parking lot
would be integrated into the recommendations from the Parks Master Plan and become
part of a future capital improvement plan.
ALTERNATIVES
The City Council may direct staff to bypass the parking study and immediately implement
the conceptual parking plan or include other options to increase parking capacity in the
area such as construction of permanent on-site parking lot at Del Cerro Park.
CONCLUSION
It is recommended that the City Council receive and file this update.
FISCAL IMPACT
The preliminary estimate of cost of the attached conceptual parking configuration ranges
from $7,500 to $10,000. An estimate to implement a metered parking and annual
residential parking pass program is being estimated and will be presented to the City
Council at a future meeting.
