RECOMMENDATION
Appoint two members of the City Council to serve on a Southside Public Safety Facility
Task Force.
DISCUSSION
Over the last several years, there has been considerable discussion regarding the need
for improved public safety services on the south side of the City, particularly along the
Palos Verdes Drive South corridor. The primary sources of concern are:
o Less than optimal emergency medical service response times;
o Increasing property crimes, particularly residential and vehicle burglaries;
o Exposure to natural disasters, such as brush fires and high surf
conditions;
o Increased traffic congestion due to commercial and recreational activity;
and,
o Greater risk of accidents due to public use of open space areas and
parkland, especially along the coastline.
At the March 3, 2015 meeting, both Councilman Misetich and Councilman Duhovic
brought up the need for the City to actively explore alternatives to address these
concerns. Currently, the only public safety facility on the south side of the City is Los
Angeles County Fire Station No. 53, which is an undersized and aging facility located on
a small parcel on Palos Verdes Drive South between Clipper Road and Seacove Drive.

As Staff discovered when searching for an appropriate location for an ambulance
station on the south side of the City, there are no existing facilities currently available
that can accommodate the increasing public safety services needs in this area of the
City. Besides Fire Station No. 53, all other emergency service personnel and
equipment must be driven or flown in from outside the immediate area. This situation
cuts into response times, which is particularly critical during an emergency or disaster,
and makes proactive public safety efforts more difficult to provide.
Therefore, it is proposed that a Task Force be formed to explore the options to locate a
multi -agency shared Southside Public Safety Facility. The Task Force would include
two representatives from the City Council, along with City staff, and representatives
from the Los Angeles County Sheriff's Department and the Los Angeles County Fire
Department (including Lifeguard and Ambulance Services). The Task Force would be
charged with looking at a wide variety of options and funding sources to procure a joint -
use facility on the south side of the City that would address the immediate and long term
public safety needs of the community. It is expected that the Task Force would explore
the options and return to the full City Council with recommendations in four to six
months.
